Seven in ten parsable Trust PDFs fail a basic accessibility check
We attempted every one of the 8,998 PDF records in a frozen copy of the Islands Trust's public media index. 8,990 parsed; 8 download or parser errors are reported separately, not counted as passes or failures.
Of the parsable records, 6,313 (70.2%) failed at least one of four basic automated checks: tagged structure, extractable text, declared language, and a document title. The population, code, raw results, retry log, and reproducible sample are published.
Repair follow-up: availability is not accessibility
On 25 August 2026 we rechecked all 130 open broken-document records. 27 ledger entries, representing 26 distinct PDFs, now deliver document bytes; 103 entries remain unavailable.
Of 25 distinct restored PDFs that could be assessed, 24 still fail at least one basic check. One clears the four-check screen and one produced a parser error. None is labelled fully WCAG- or PDF/UA-conformant; that requires broader automated and manual testing.
