That the meeting be closed to the public in accordance with the Community Charter,
Part 4 Division 3, section: 90 (1) (e) the acquisition, disposition or expropriation of land
or improvements, if the board considers that disclosure could reasonably be expected
to harm the interests of the Islands Trust Conservancy board; (k) negotiations and
related discussions respecting the proposed provision of a service that are at their
preliminary stages and that, in the view of the Board, could reasonably be expected to
harm the interests of the Islands Trust Conservancy if they were held in public; and
that staff be invited to remain in the meeting.

4.1  From the March 14, 2023 In-Camera Meeting
Item 4.1.3 Bowen Island Municipality request for multi-use path in Terminal Creek
Covenant 
The ITC Board granted the request of the owner of Lot 1, Strata Plan LMS4058 of the
Terminal Creek Covenant by issuing a temporary waiver of terms 1(b) and 1(c) for the
purposes of laying out a Cross Island Multi-Use Path which intersects the southeastern
boundary of the covenant area as shown in the October 2022 drawing provided,
subject to the following terms:
All impacted plants are salvaged, relocated, and transplanted within the
covenant area;
•
If the number of impacted plants will be significantly more than estimated
or if more than 15 square metres of ground are to be paved within the
covenant area the covenant holders will be notified in advance for
permission to proceed; and,
•
A qualified environmental professional oversees the work during the
songbird-nesting window to ensure there are no impacts to ground-nesting
birds.
