CALL TO ORDER Chair Peterson called the special meeting to order at 2:07 p.m. He acknowledged that the meeting was held on the territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA By general consent, the agenda was approved as presented. 3. CLOSED MEETING (Distributed Under Separate Cover) 3.1 Motion to Close Meeting GL-2023-034 It was MOVED and SECONDED, that the meeting be closed to the public in accordance with the Community Charter, Part 4, Division 3 s. 90(1)(i) for the purpose of considering the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and that the recorder and staff attend the meeting. CARRIED The meeting was closed at 2:10 p.m. 3.2 Recall to Order By general consent, the meeting was called to order at 2:33 p.m. 3.3 Rise and Report Chair Peterson reported that the LTC had received legal advice regarding the proposed Groundwater Recharge Protection Development Permit Area at the closed meeting. BUSINESS 4.1 Galiano Island Local Trust Committee Proposed Bylaws 283 and 284 Trustees discussed the proposed Official Community Plan Bylaw No. 283 and the proposed Land Use Bylaw No. 284, noting the following: The establishment of a reconciliation learning group at Islands Trust Council is underway; and may become helpful for working through local issues. o A planner noted that the proposed bylaw Item P exemption was included in the bylaw referral sent to First Nations in March 2023; and no response has been received. Some community members had recently expressed concerns regarding transparency of the proposed bylaw proceedings. GL-2023-035 It was MOVED and SECONDED, that the Galiano Island Local Trust Committee direct Staff to engage for comment with the Georgeson family, the Coast Salish Peoples of Galiano Society; and the Penelakut First Nation regarding Bylaw No. 283, cited as Galiano Island Official Community Plan Bylaw No. 108, 1995 Amendment No. 1, 2002, in reference in particular to exemption Item P. CARRIED Further discussion of the bylaws was deferred to the next scheduled Local Trust Committee meeting on June 20, 2023. 5.
