These minutes follow the order of the agenda although the sequence may have varied.  
 
1. CALL TO ORDER 
  
Chair Luckham called the meeting to order at 4:00 p.m. and welcomed everyone to an electronic 
meeting of the Salt Spring Island Local Trust Committee. Chair Luckham introduced himself, the 
Trustees, staff and attendees and humbly stated gratitude to live and work in Coast Salish First 
Nations treaty and traditional territory. Introductions were carried out. 
 
2. APPROVAL OF AGENDA 
 
 By general consent the agenda was approved. 
 
3. PROPOSED BYLAW NO. 526 (FARMWORKER HOUSING)

Planner Gordon spoke to the upcoming second reading of the proposed bylaw. 
 
In discussion the following items were raised: 
 Use of housing for family, farm workers or agri-tourism. 
 Permission of farm products processing and sales with farmers from other properties. 
 Farm uses under section 2 of the ALR Use Regulation are permitted in most bylaws reviewed 
by the Ministry of Agriculture. 
 Change the permissions in all zones where agriculture is allowed to be consistent with the 
ALR Use Regulation and A1 and A2 zone. 
 The ability for the second dwelling to be included in a farm building. 
 The Ministry of Agriculture restricts a new build of a dwelling from being combined with a 
farm building. 
 
Trustee Patrick left the meeting at 4:37 p.m. 
 
4. OPEN DISCUSSION 
  
There was a question regarding the process for the Trust Policy document. An update was 
provided by Chair Luckham that included the special meeting on July 8 of the Trust Programs 
Committee. 
 
A letter from the Agricultural Alliance, dated July 7, 2022 was received regarding the allowances 
for composting within Land Use Bylaw No 355. There was discussion regarding the letter. It was 
suggested section 3.23 of the bylaw be amended to align with the ALC regulations
