Subject: Professional Reliance Review Report Release 
 
The Ministry of Environment and Climate Change Strategy recently completed a review of professional reliance 
in the natural resource sector to ensure the highest professional, technical and ethical standards are being 
applied to resource management in British Columbia. 
 
I am pleased to announce the final report for the review has been posted on the EngageBC site for the 
Professional Reliance Review (https://engage.gov.bc.ca/professionalreliance). The report was prepared by Mark 
Haddock, seconded from the British Columbia Forest Practices Board specifically for this project. The review 
considered feedback from a public engagement process conducted December 1, 2017 to January 19, 2018, 
which received over 2,200 feedback forms from the public, 102 stakeholder submissions, and over 1,800 
surveys from qualified professionals, along with findings from a review of current legislation and best practices 
in other jurisdictions. 
 
Government will continue to engage with the Indigenous nations, various professional associations and industry 
with interests in professional reliance with a view to improve the oversight of qualified professionals and bring 
more consistency to governance processes. The report also deals with a review of various regulations that fall 
under nine government statutes. Over the next several months, ministries that oversee these statutes will be 
reviewing the recommendations in detail, and continuing consultation with the business community, Indigenous 
peoples, environmental groups and other stakeholders. Consideration of the recommendations will take into 
account the clarity of expectation required by scientists and professionals who make decisions in the public 
interest. 
 
The report is very comprehensive and government will need time to review the recommendations. Additional 
information on government’s next steps will be posted on the EngageBC site shortly.
