NOTES OF THE HORNBY ISLAND COMMUNITY INFORMATION MEETING 
REGARDING PROPOSED BYLAWS NO. 142 AND 143  
VACATION HOME RENTAL REGULATIONS 
HELD AT 7:30 PM, JUNE 28, 2011 
IN THE NEW HORIZONS

There were thirty-three (33) members of the public in attendance. 
 
 
1. CALL TO ORDER 
 
The Chair called the meeting to order at 7:32 pm.  She welcomed the public 
and acknowledged that the meeting is taking place in the traditional territory of 
the Coast Salish First Nations.  Chair Bell introduced the Local Trustees, Island 
Planners and Minute Taker. 
 
Chair Bell explained that the purpose of the Community Information Meeting is 
to provide an opportunity for the public to ask questions and to clarify the 
proposed amendments to Bylaws 142 and 143 which address Official 
Community Plan policy changes and Land Use Bylaw regulations for vacation 
home rentals.  She advised that the meeting would continue as long as 
necessary to ensure that all questions have been answered. 
 
 
2. COMMUNITY INFORMATION MEETING 
 
2.1 Summary of Bylaws 
 
Planner Porter explained that generally, the function of the proposed 
bylaw amendments is to allow for vacation home rentals as a permitted 
land use and to address potential impacts of vacation home rentals.  
 
He stated that the proposed amendment to Bylaw 142 provides policy 
guidance to the Local Trust Committee on vacation home rental (VHR) 
issues. He summarized the proposed changes to the bylaw and noted 
that there is a new section which provides for Temporary Use Permits as 
an option for operators who wish to operate in some manner outside of 
the VHR model.  He explained that the amendment also includes a

provision for the Local Trust Committee to monitor the rate of use of 
VHR development as it is the responsibility of the Local Trust Committee 
to ensure that there is an adequate supply of residential housing on 
Hornby Island. 
 
Planner Porter explained that the proposed amendment to Bylaw 143 
provides land use regulations to provide standards for VHRs.  He 
outlined the proposed amendments and explained the requirements and 
limitations which are intended to ensure that the practice does not 
exceed normal residential characteristics. 
 
2.2 Question Period 
 
Chair Bell announced that the Community Information Meeting (CIM) 
would be followed by a Public Hearing.  She stated that it is important 
that the audience ask questions during the CIM to understand the 
proposed bylaws as the bylaws will not be clarified during the Public 
Hearing.  She explained that the purpose of the Public Hearing is to
