TRANSBORDER ISLAND AGREEMENT
between
ISLANDS TRUST
and
SAN JUAN COUNTY

June 12, 2007
WHEREAS the Islands Trust:

Is authorized to enter into interagency agreements through the Islands Trust Council
on behalf of twelve local trust committees and one island municipality;

is responsible through these corporate entities for achieving the legislated object of the
islands Trust Act “to preserve and protect the trust area and its unique amenities and
environment for the benefit of the residents of the trust area and of British Columbia
generally, in cooperation with municipalities, regional districts, improvement districts,
other persons and organizations and the Government of British Columbia"; and

Is the local government responsible for land use planning and regulation for 470
islands situated in the Georgia Basin and Howe Sound.

WHEREAS San Juan County:
May enter into interagency agreements through the San Juan County Council; and

is the local government responsible for providing policy direction, land use and
resource management planning for 172 named islands situated in the Puget Sound.

WHEREAS both these agencies acknowledge that:

Together they represent the interests of over 642 islands within the Howe Sound,
Georgia Basin and Puget Sound that share airspace, watersheds and a marine
environment;

Within and immediately surrounding the Puget Sound, Georgia Basin and Howe Sound,
the population is expected to increase from 6 to approximately 8.5 million by 2010;

The management of the above projected growth and its impacts will require the timely
development and implementation of effective strategies, while preserving and
protecting the unique qualities of islands in the Georgia Basin, Howe Sound, and
Puget Sound;

Growth and environmental issues and impacts transcend physical and political
boundaries; and

This, in turn, will require the timely sharing of information and coordination of activities
among all levels of government, island communities and other organizations.

NOW, therefore, the San Juan County Council and the Islands Trust Council wish to
recognize their spirit of partnership and friendship by entering into a Transborder
Island Agreement with the following considerations in accordance with the original
Protocol Agreement between the agencies dated June 17, 2000:

Both agencies share the following values:

The protection of significant terrestrial and marine environmental features and
all related ecosystems;

The preservation of the unique quality of life on islands and in the surrounding
waters;

The management of impacts of population growth and development in a
manner consistent with the values of island communities; and

The encouragement of island communities to achieve and maintain a viable
economy.
