To all to whomthese presents shall come - GREETING gal, Minister of Municipal Affairs ( WHEREASby sections 7, 8 and 9 of the (Municipal Act that upon receipt of a ( request for incorporationand after a ( vote in favour,the Lieutenant Governor ( in Council may, on the recommendation of (the Minister of Municipal Affairs, by ( Letters Patent, incorporate theresidents ( of any area intoa municipality; I AND WHEREAS pursuant to the said section 8 of the Municipal Act, a request has been received for incorporation as a municipalityof the area hereinafter referred to; AND WHEREAS a vote hasbeen held asrequired by sections 8 and 9 of the Municipal Act, and the result was in favour of incorporation of a municipality; AND WHEREAS the conditions and requirements ofthe Municipal Act havebeen complied with; NOW KNOWYE THAT bythese presents, We do orderand proclaim thattheresidents ofthe area hereina?er described shall, on, fromand a?er the 4thday of December, 1999 be incorporated asan Island Municipalityunder the Municipal Act and under the provisions hereina?er contained or referred to: NAME 1.0 The municipality shall becalledand known by the name of the "Bowen Island Municipality," hereina?er referred to as “the municipality”. 2.0 3.0 3.1 BOUNDARIES The municipality shall comprise the entire area of Bowen Island, Finisterre Island, and Hutt Island, and anarea offoreshore andland covered by water extending 300 metres from the natural high water marks of said Bowen Island,Finisterre Island, and Hutt Island; the whole of themunicipality containing by admeasurement 5,050 hectares of land, more or less, and 1,310 hectares of foreshoreandland covered by water, more or less. COUNCIL The Council ofthe municipalityshall consistof the mayor and six councillors. A quorum of Council shall be four members. The term of o?ice for the firstCouncil beginson December 4, 1999, and endsimmediately before the firstMonday after December 1, 2002.For the 2002 general local election, and subsequent elections, Council will be electedas set out in the Municipal Act. ELECTIONOF THE FIRSTCOUNCIL 4.0 The election of the members of the ?rst Councilofthe municipality shall beconducted in the manneras provided bythese LettersPatent and as provided for general local elections by the MunicipalAct, including any order underthe Act. 4.1 The election shallbeheld on Saturday, November 20, 1999. 4.2 Paulette Vettleson, theusualchief election o?icerforthe Greater Vancouver Regional District, shall bethe chief election o?icer andshallbe responsible forthe conduct ofthe election ofthe firstCouncilof the municipality. 4.3 For the purposes oftheelectionofthe ?rst Council ofthe municipality, the chief election officer may appointo?icials to assist in the administration andconduct of the
