The Minister adopts the narrow reading of the mandate and refuses a review
The Minister of Housing and Municipal Affairs wrote that land-use planning "to preserve and protect the Trust area and its unique amenities and environment is the core responsibility of the Islands Trust", describing an "ecological mandate", and declined to review the Trust before the next general local elections.
