The Complete Communities Community In-person Engagement sessions Highlights: 
 
The first 3 Complete Communities Community In-person Engagement sessions happened on October 16, October 18 and 
November 24 2024 at the library with survey available online and paper copies at the venue. The session had a total of 
63 members of the public in attendance.  Community participation with discussions around the project’s purpose, gaps 
in community’s completeness, policy updates and relevance to greater OCP/LUB project occurred. 
 
Salt Spring LTC Special Meeting with the Salt Spring Island Local Community Commission 
 
A Joint special meeting for Salt Spring LTC with the Salt Spring Island Local Community Commission was scheduled on 
the November 19, 2024 between 11:30 am - 01:30 pm the notice can be found here. Items addressed during the 
meeting included the following topics: 
 Official Community Plan – Land Use Bylaw Project 
The Complete Communities Assessment will inform policy development for the OCP-LUB project and other 
future policy. This also feeds into the CRD’s development of the Integrated Housing Strategy, planned for 2024. 
Bi-monthly meetings between the LCC and LTC such as this can act as an opportunity to engage on such shared 
projects. 
 Salt Spring Island Integrated Housing Strategy 
Housing Needs Assessment and gaps analysis by early 2025 will include the work of governance partners as well 
as community partners (agencies, community groups, etc.) 
 Short Term Rental Management 
The Local Community Commission will lead a roundtable in early 2025 to modernize regulations and balance 
tourism accommodation with resident housing. 
 Prioritizing Water and Wastewater Service Connections 
The  North  Salt  Spring  Waterworks  District  Moratorium  was  discussed,  highlighting that  ensuring  permits  are 
based  on  connection  availability,  with  GIS  analysis  and  coordinated  planning  to  avoid  oversubscription  and 
prioritize  resources. Ongoing  discussions  with  NSSWD  will  be  undertaken  to  integrate  procedures  across  each 
organization.  
 
November 14, 2024 Salt Spring Island Local Trust Committee Regular Meeting Highlights: 
 
The Salt Spring Island Local Trust Committee held a regular meeting on November 14, 2024, with approximately 29 
members in attendance. Public concerns were raised about Baker Beach Area Proposal. Delegations discussed financial 
challenges and conservation measures. The committee approved temporary
