NOTICE OF FIRST READING 
Draft Bylaw No. 115 
 
 
NOTICE is hereby given pursuant to s.467 of the Local Government Act, that the Thetis Island Local Trust Committee will consider 
first reading of draft Bylaw No. 115, cited as “Valdes Island Rural Land Use Bylaw, 1998, Amendment No. 1, 2024” at its Special 
Meeting scheduled at 9:30 a.m., Tuesday, October 22, 2024, via Zoom, Electronic meeting. Members of the public are invited to 
attend to hear the livestream of the meeting proceedings at the Islands Trust Office at 700 North Road, Gabriola, BC.  
 
What is Draft Bylaw No. 115 about?  
 
Draft Bylaw No. 115 will, if adopted, amend the current Valdes Island Rural 
Land  Use  Bylaw,  1998 to  permit  the  establishment  and  use  of fibre-optic 
telecommunication public service utilities in the Marine Conservation (W1) 
zone. 
 
The Local  Trust  Committee  is  not  holding  a  Public  Hearing  for  this  Bylaw 
under the authority granted in Section 464(2) of the Local Government Act 
that states that a local government may decide not to hold a Public Hearing 
on  a draft Bylaw  if  an  Official  Community  Plan (OCP) is  in  effect  for  the 
subject area,  and  the draft bylaw  is  consistent  with  the  OCP. Draft Bylaw 
No. 115 is  consistent  with  the policies  and  objectives  in  Part  One  of  the 
Valdes Island Rural Land Use Bylaw, 1998.

commencing Wednesday, October 2, 2024 and ending Monday, October 21, 
2024 during regular business hours (8:30 am – 4:00 pm).

A BYLAW TO AMEND VALDES ISLAND RURAL LAND USE BYLAW, 1998 
 
 
The Thetis Island  Local  Trust  Committee,  being  the Local Trust  Committee  having  jurisdiction  in 
respect of the Thetis Island Local Trust Area under the Islands Trust Act, enacts as follows: 
 
1. Citation 
 
This  bylaw  may  be cited for all purposes as “Valdes Island Rural Land  Use  Bylaw, 1998, 
Amendment No. 1, 2024”.  
 
2. Thetis Island Local Trust Committee Bylaw No. 42, cited as “Valdes Island Rural Land Use Bylaw, 
1998,” is amended as follows:
