SUBJECT: Housing Accelerator Fund Grant Application 
RECOMMENDATION 
That the Salt Spring Island Local Trust Committee request staff to not pursue the Housing Accelerator 
Fund at this time. 
REPORT SUMMARY 
This report is to advise the Salt Spring Island Local Trust Committee (LTC) on early findings about the opportunity 
to make a submission for the Housing Accelerator Fund (HAF) that the Canadian Mortgage and Housing 
Corporation (CMHC) has reopened for previous applicants and provides recommendations for the next steps. It 
also highlights the current limitations in staff resources and provides LTC an opportunity to consider office 
resources and priorities. 
BACKGROUND 
The HAF is a federal initiative aimed at increasing housing supply and affordability across Canada. Last year, the 
LTC endorsed a Housing Action Plan (HAP) and shortly after submitted a grant application for the HAF. That 
submission was not successful. CMHC has now invited previously unsuccessful applicants to submit new 
applications to access resources from $400 million in remaining funds.  
The LTC recently passed the following resolution:

It was MOVED and SECONDED 
that the Salt Spring Island Local Trust Committee request staff to review best practices from the 
previous Housing Accelerator round, in particular review Bowen Island’s and Southern Gulf 
Island’s submissions and consider options for a joint Capital Regional District / Local Community 
Commission and Local Trust Committee submission by the September 13, 2024 deadline.

Staff have contacted CRD staff as well as local CMCH staff to gain an understanding of what opportunities and 
challenges exist regarding this request. Staff have also considered what the undertaking of this project would 
mean in terms of opportunities and threats to current projects and the feasibility of undertaking this application. 
Discussion with the CRD: 
Without question, it is clear that CRD leadership and staff share the same concern and conviction in terms of 
desire to tackle housing affordability and supply on Salt Spring and the Southern Gulf Islands. Initial discussions 
reveal a need to coordinate better and seek ways to combine efforts on policy, engagement, and reconciliation 
towards achieving this goal.  
Despite our similarities, separate areas of influence and the good work that is ongoing, it is not clear that the
