1. CALL TO ORDER 
“Please note, the order of agenda items may be modified during the meeting. Times are provided 
for convenience only and are subject to change.” 
Acting Chair Elliott called the meeting to order at 1:00 p.m. She acknowledged that the meeting 
was held on the territory of the Coast Salish First Nations. 
2. APPROVAL OF AGENDA 
By general consent the agenda was approved as presented. 
3. BUSINESS ITEMS 
3.1 Major Project: Gabriola Island Comprehensive Official Community Plan and Land Use 
Bylaw Review - Next Steps - Staff Report 
The Planner stated that the purpose of the discussion was to review the proposed next 
steps for Phase 2 of the Official Community Plan and Land Use Bylaw review. 
 
Discussion ensued and the following points were noted: 
 What We Heard Engagement Summary Report is based on community feedback;  
 Some of the report topics contain concepts that cannot be addressed through the 
Official Community Plan and this can be highlighted to better inform the public 
about what the Local Trust Committee can and cannot do within the Land Use 
Bylaw;

 Policy supports the ability to rezone land for a particular use and the Local Trust 
Committee can identify certain circumstances that need to be considered within the 
policy such as water balance data; 
 Development Permit Areas will be reviewed in the fall and will include looking at 
guidelines implemented in other Local Trust Areas; 
 Key value areas that emerged from community engagement included: climate 
resilience; cultural heritage preservation; collaborative governance and community 
engagement; biodiverse ecosystems; resource stewardship, and sustainable, 
inclusive and resilient communities; 
 Principles stemming from the key values will inform the goals, objectives, and 
policies within the Official Community Plan; 
 It is necessary to build flexibility into the Official Community plan to allow for future 
direction; 
 Summer 2024 community engagement will focus on the principles identified and 
feedback will provide opportunity to broaden, change, or create a new principle; 
 Survey should allow qualitative feedback; 
 There is consensus on the topics identified for focussed discussion and engagement 
can occur through community meetings and focus groups; and 
 Trustees will determine details for specific focus groups and inform the Planner.
