June 22, 2023 Salt Spring Island Local Trust Committee (LTC) Regular Meeting Highlights: 
 
 Eighty-seven members of the public were present and many spoke to the LTC during the Town 
Hall portion of the meeting on the following the items: 
o Proposed Bylaw No. 530 Accessory Dwelling Units 
o The Clean and Safe Harbours Initiative delegation 
o Referral consideration for a cannabis retail store on McPhillips Road (SS-LCB-2023.1) 
o Referral consideration to add additional seating and extend service hours at a brewery on 
Furness Road (SS-LCB-2022.1) 
 
 The LTC heard delegations from the Take Action on Radon program and the Clean and Safe 
Harbours Initiative group.  
 
 The LTC requested staff to hold an open house to gather community input on an expansion of 
servicing hours (SS-LCB-2023.2) for 121 Upper Ganges Road and report back with details and 
results. The Harbour House has applied to extend the hours of liquor service for the Harbour 
House Hotel by two hours, opening at 9:00 am instead of 11:00 am.  
 
 Recommended denial of an application for a cannabis retail store (SS-LCB-2023.1) for 109 
McPhillips Ave due to the location of the proposed non-medical cannabis retail store. 
 
 Deferred a development variance permit (SS-DVP-2023.3) on Piers Island to a future meeting as 
requested by the applicant.  
 
 Approved a development permit (SS-DP-2023.1) for 166 Rainbow Road to build a new commercial 
retail space/warehouse and storage shed at the current Windsor Plywood site. Approval is subject 
to the collection of a landscaping security deposit.  
 
 Approved a development variance permit (SS-DVP-2022.17) for Lot A North End Road to reduce 
the septic field setback requirements from a Riparian Area from 30 metres to 16 metres.  
 
 Deferred endorsement of a referral for a liquor license referral at 270 Furness Road (SS-LCB-
2022.1) to a future meeting after requesting the applicant to submit plans for permanent speed 
and safety signs. The LTC has also requested that staff report back to the LTC on the viability of 
Good Neighbour Agreements. 
 
 In reviewing the Follow-up Action List, staff and the Trustees discussed ways to better utilize the 
Housing Action Program Task Force (HAPTF). While acknowledging that the project work is 
ongoing, the LTC ensured that the HAPTF work will make up part of the project charters for major
