1. CALL TO ORDER 
“Please note, the order of agenda items may be modified during the meeting. Times are provided 
for convenience only and are subject to change.” 
Chair Maude called the meeting to order at 3:02 pm. He explained that this meeting is being 
held electronically, live streamed, and recorded for viewing on the Islands Trust website. He 
introduced Trustees, staff and recorder; and acknowledged that the meeting was being held in 
traditional territory of the Coast Salish First Nations. 
2. APPROVAL OF AGENDA 
By general consent the agenda was approved as presented. 
3. BUSINESS ITEMS 
3.1 2023 Regular Business Schedule - for adoption 
Planner Zupanec presented the Staff Report that asks the Local Trust Committee (LTC) 
to endorse the tentative regular business meeting schedule for 2023. It was noted that 
the first meeting on February 7, 2023 was endorsed previously by Resolution Without 
Meeting. 
A Trustee expressed a preference for Trustees to attend these meetings in person. It 
was suggested that the attendance of staff at meetings can be useful, however, might 
be optional if the meeting location Wi-Fi connectivity will allow. Staff advised that the 
current understanding is that at least one staff member is required to be present at 
meetings and that this condition is under review for clarity at this time. Trustees 
proposed that a test of the ability to hold meetings electronically be conducted at the 
February meeting.

It was MOVED and SECONDED, 
that the Denman Island Local Trust Committee schedule its regular business meetings 
on the following dates in 2023: April 4, June 6, July 25, October 3 and November 14.

3.2 DE-RZ-2021.1 (Denman Housing Association (Denman Green)) - Local Trust Committee 
to consider whether they wish to receive new information, post public hearing 
Planner Zupanec provided a brief overview of the application and process to date for 
the benefit of the incoming Trustees. She reported that the province has issued a 
ground water license for the Denman Green project and explained that this is not 
considered new information subject to post public hearing regulations as it was an LTC 
requirement that proof of an issued water licence be provided before final adoption of 
the bylaws would be considered.
