1. CALL TO ORDER 
“Please note, the order of agenda items may be modified during the meeting. Times are provided 
for convenience only and are subject to change.” 
Chair Fast called the meeting to order at 10:32 am.  She acknowledged that the meeting was 
being held in territory of Coast Salish First Nations. 
Chair Fast introduced staff and trustees. 
Chair Fast outlined the nature of the Special Meeting, which was being live streamed and 
recorded. 
2. APPROVAL OF AGENDA 
The following additions to the agenda were presented for consideration: 
3.4 Letter of Appreciation to Minister for Glass Sponge Protection 
By general consent the agenda was approved as amended. 
3. BUSINESS ITEMS 
3.1 Meeting Procedure Bylaw No. 155 - for consideration and decision 
Regional Planning Manager Kauer summarized the staff report on a proposed updated 
meeting procedure bylaw to: incorporate provincial regulation changes permitting local 
government regular business electronic meetings; and add provisions for public 
participation and meeting decorum. As this was an administrative bylaw, no public 
hearing would be required. 
There was discussion of proposed recommendation number 5 regarding staffing support 
for electronic meetings.

Chair Fast drew attention to the meeting participation guidelines developed by the Local 
Trust Committee a few years ago, that discussed delegations, town hall, public 
comments, correspondence and applicants. Chair Fast compared some aspects of the 
guidelines with those proposed in the draft bylaw. 
Points of ensuing discussion on the draft bylaw included: 
 Response of other Local Trust Committees to the draft bylaw; 
 There had been a range of views throughout the Trust regarding Recommendation 5 
on staffing. The Executive Committee had determined to review this issue over the 
next six weeks. It would be on the agenda of the Financial Planning Committee; 
 Support for flexibility around timelines at meetings (e.g., for delegations and Town 
Hall sessions); 
 Applicability of some sections in the bylaw may vary on different islands; example: 
difference in public participation on Salt Spring and Gambier; 
 Support for public comment on sections 18 to 40; 
 Support for a focus on aspects of the draft bylaw dealing with electronic meetings.

removing sections 18 through 40, and that those sections be brought back to the L
