1. CALL TO ORDER 
Chair Rogers called the meeting to order at 10:00 am. He acknowledged that the meeting was 
being held in traditional territory of the Coast Salish First Nations. 
2. APPROVAL OF AGENDA 
By general consent, the agenda was approved as presented. 
3. BUSINESS 
3.1 Galiano Island Local Trust Committee Meeting Procedure Bylaw No. 282 (for 
consideration) 
RPM Kojima reviewed the Staff Report regarding Meeting Procedures Bylaw No. 282. 
Discussion was held and the following comments were made: 
 Concern was expressed about limiting delegations to 15 minutes in duration as 
proposed in Section 18; 
 Concern was expressed about limiting the public participation period to 15 
minutes as proposed in Section 34; and 
 Hesitation was expressed about adopting new sections to the bylaw without 
first seeking input from the public.

GL-2022-001 
It was Moved and Seconded, 
that the Galiano Island Local Trust Committee Bylaw No. 282 Section 3 be 
amended to read “...the schedule shall be posted on a bulletin board on 
island that is accessible to the public and located at the Office of the 
Islands Trust.”  
CARRIED 
GL-2022-002 
It was Moved and Seconded, 
that the Galiano Island Local Trust Committee Bylaw No. 282 Section 50 
be amended to remove the word “attend.” 
CARRIED 
 
GL-2022-003 
It was Moved and Seconded, 
that the Galiano Island Local Trust Committee Bylaw No. 282 Section 7 be 
amended to add the words “(electronic or hard copy)” after the words 
“written notice.” 
CARRIED 
 
GL-2022-004 
It was Moved and Seconded, 
that the Galiano Island Local Trust Committee Bylaw No. 282 be amended 
by removing Sections 18-40 and requesting staff to bring those sections 
back to a future regular Local Trust Committee meeting.

GL-2022-005 
It was Moved and Seconded, 
that the Galiano Island Local Trust Committee Bylaw No. 282, cited as 
“Galiano Island Local Trust Committee Meeting Procedure Bylaw No. 282, 
2022,” as amended, be given first reading.
