I am writing you on behalf of the Galiano Local Trust Committee (“Galiano LTC”) in my role as Chair in 
response to your email of October 29
th
, 2021 regarding the CREST tower at 1228 Montague Road.    
 
At the Galiano LTC meeting of December 6
th
 your email was considered as well as correspondence and 
concerns from a number of residents of Galiano regarding the proposed “scope of work”.   The Trustees 
reviewed the correspondence and the Galiano LTC protocol and passed the following motion: 
 
GL-2021-109 
It was Moved and Seconded 
that Chair Rogers, in consultation with the other Trustees, will draft a letter to Mr. Samuel 
Sugita based on the protocol that requests more information and public consultation. 
 
As you will recall, a previous Galiano LTC did not concur in the construction of this particular tower when 
it was originally proposed and concerns continued regarding its height after its construction.   In regards 
to your email and the motion passed, I make the following points: 
 
Not clear what the proposal is or how it is “exempt” as you indicate 
 
The Galiano LTC asks for further information regarding the proposed scope of work including 
information regarding: 
a) What is the nature of the antennae system that is proposed to be added to the tower?   What is 
the technology proposed and what purpose does it serve?  
b) Who is the clientele that the proposed system is intended to serve.   You may not be aware but 
the LTC issued a letter of support for improved cell service for Galiano presuming it services the 
residents of Galiano.  (Please see attached letter of April 2, 2019.)  As a result, information 
regarding the service improvements any proposed scope of work would provide to Galiano 
Island residents might assist the Galiano LTC in terms of its consideration.  
 

c) On what basis do you assert that the proposed scope of work is exempt from public 
consultation?    
 
Public Consultation would be Prudent in any case
