North Pender Island Local Trust Committee Electronic Special Meeting Minutes November 26, 2020 ADOPTED 1 of 7 Ad o p t e d North Pender Island Local Trust Committee Minutes of Regular Meeting Date: Location: November 26, 2020 Electronic Meeting (Zoom Webinar) Members Present: Laura Patrick, Chair Benjamin McConchie, Local Trustee Deb Morrison, Local Trustee Staff Present: Robert Kojima, Regional Planning Manager Kim Stockdill, Island Planner Phil Testemale, Island Planner Shannon Brayford, Recorder Maple Hung, Planning Assistant (Host) Public: There are approximately ten (10) attendees in the Zoom Webinar. 1. CALL TO ORDER Chair Patrick called the meeting to order at 10:00 a.m. She acknowledged that the meeting was being held in traditional territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA By general consent, the agenda was approved as presented. 3. TRUSTEE REPORT Trustee Morrison provided remarks on recent work, including: Trust Programs Committee is meeting frequently regarding the Trust Policy Statement. Trust Council will be held next week and will include a delegation from a Pender Island community member. Thanked the community for continuing to observe the public health orders Trustee McConchie provided remarks on recent work, including: Thanked staff for the extensive agenda package. Noted that he has been elected Chair of the Capital Regional District (CRD) Pender Islands Parks and Recreation Commission. North Pender Island Local Trust Committee Electronic Special Meeting Minutes November 26, 2020 ADOPTED 2 of 7 Pender Islands Conservancy Association’s work on allocation of 13 acres with support of Islands Trust Conservancy on North Pender Island. Encouraged people to stay at home and not to visit or travel unnecessarily. 4. CHAIR'S REPORT Chair Patrick noted that Trust Council will be held the following week and that the Delegation and Town Hall session will be held on December 1, 2020 from 7:00 to 9:00 pm. 5. TOWN HALL AND QUESTIONS Michael Sketch noted that he submitted a written report prior to the meeting. He noted that his submission included information and references to consultant reports regarding the fill on the Burdett property. He encouraged the Local Trust Committee to rescind their decision to forward a proposal for an inclusion-exclusion exchange on the property to the Agricultural Land Commission. The LTC requested and received information from planners regarding the methodologies used in the professional reports that have been received on the property. Pauline O’Malley requested and received information on the Short Term Vacation Rental (STVR) project and the rationale for revising the bylaws. Amanda Griesbach noted significance of the affordable housing crisis. Mark Kroeker encouraged the LTC to reconsider making significant decisions during the pandemic because there is reduced
