RE: Letter of Support for Bowen Island MRDT Application 
 
The Executive Committee of the Islands Trust Council met on February 5, 2020 to consider the request 
from Bowen Island Municipality to provide a letter of support in regard to their application for the 
Municipal & Regional District Tax (MRDT) program. 
 
Bowen Island Municipality is applying for the MRDT with a desired effective date of January 1, 2020. We 
understand that  the designated accommodation area will be all of Bowen Island, with a requested tax 
rate of 3%. We further understand that the MRDT revenue will go towards tourism marketing, programs 
and projects, as well as affordable housing initiatives within the municipality.  
 
Bowen Island Municipality has a special relationship with the Islands Trust that is set out in its Letters 
Patent and the Islands Trust Act. Bowen Island Municipality must have regard for the preserve and 
protect Object of the Trust when adopting a bylaw or issuing a permit or license, must submit its Official 
Community Plan (OCP) bylaws for approval and refer non-OCP bylaws that include a reference to a 
matter included in the Islands Trust Policy Statement. The Islands Trust and Bowen Island Municipality 
also have a Protocol Agreement that describes the principles and processes that underpin our positive 
relationship. 
 
On February 5, 2020, the Executive Committee resolved as follows: 
 
That Executive Committee request staff to work with the Chair to send a letter of support to 
Bowen Island Municipality regarding the Municipal & Regional District Tax program. 
 
We wish Bowen Island Municipality success with this request.
