ADOPTED Thetis Island ADOPTED 1 Local Trust Committee Minutes March 29, 2016 Thetis Island Local Trust Committee Minutes of Regular Meeting Members Present: Susan Morrison, Chair Peter Luckham, Local Trustee Ken Hunter, Local Trustee Staff Present: Marnie Eggen, Acting Island Planner Janice Young, Recorder Others Present: Two (2) members of the public were in attendance. 1. CALL TO ORDER Chair Morrison called the meeting to order at 9:30 am. She acknowledged that the meeting was being held in traditional territory of the Coast Salish First Nations. She then introduced the staff and trustees and welcomed the members of the public. 2. APPROVAL OF AGENDA The following amendment to the agenda was presented for consideration: 16. Motion to Close Meeting: Remove the words “Board of Variance Members and”. By general consent the agenda was adopted as amended 3. TOWN HALL AND QUESTIONS Graeme Shelford, representing the Thetis Island Residents and Ratepayers Association (TIRRA) presented the need for a road safety analysis on Thetis Island, due to several hazardous sharp bends in the road infrastructure, and requested a letter of support from the Local Trust Committee (LTC) for the TIRRA letter to the Department of Highways for a road safety analysis. The Department of Highways will not take on this project unless a political body is involved in the process. Trustee Luckham mentioned that Cowichan Valley Regional District Director of our area, Mel Dorey would be on Thetis Island this Wednesday, and that Trustee Luckham would talk with him and bring up this important issue, noting that trails to the ferry have already been established on other islands. As a result of Town Hall, a new agenda item: 13.3 Road Safety Analysis on Thetis Island was added to further discuss this issue. MINUTES 6.1 Local Trust Committee Minutes January 26, 2016 for adoption The following amendments to the minutes were presented for consideration: Item 1, page 1, add a last sentence “Introductions were done prior to the meeting start.” By general consent the minutes were adopted as amended. 6.2 Section 26 Resolutions-Without-Meeting Report dated March 18, 2016 Received, with the suggestion from Trustee Hunter that these resolutions, when passed, be termed “Carried” rather than “In Favour” to more accurately reflect the result of the process. 6.3 Advisory Planning Commission Minutes - None 7. BUSINESS ARISING FROM MINUTES 7.1 Follow-up Action List dated March 18, 2016 Planner Eggen presented the Follow-up Action List dated March 18, 2016 and provided updates. 7.2 Advisory Planning Commission - None
