MINUTES OF THE LASQUETI LOCAL TRUST COMMITTEE MEETING 
THURSDAY, OCTOBER 18, 2012 AT 11:00 AM 
AT THE LASQUETI ARTS CENTRE, 
MAIN ROAD, LASQUETI ISLAND, BC 
 
 
PRESENT:   David Graham  Chair 
  Susan Morrison Local Trustee 
  Peter Johnston Local Trustee 
  Linda Prowse  Planner and Recorder 
 
There were (5) five members of the public in attendance. 
 
 
1. CALL TO ORDER 
 
Chair Graham called the meeting to order at 11:00 am. 
 
 
2. APPROVAL OF AGENDA 
 
The agenda was amended by consensus as follows: 
 
 Add Section 7.1 – Correspondence – Undated e-mail attachment received by 
Trustee Susan Morrison from Sheila Harrington requesting a letter of support from 
the Local Trust Committee 
 Add Section 9.2.2 – Lasqueti Island Local Trust Committee Riparian Areas 
Regulation Communications Budget 
 
 
3. TOWNHALL SESSION 
 
Tom Weinerth, Advisory Planning Commission member, said that the Advisory Planning 
Commission was stuck on this parking issue, and that provision is needed for easily 
established pay parking in the False Bay area.   
 
 
4. MINUTES 
 
4.1 Local Trust Committee Adopted Meeting Minutes of June 21, 2012 – attached for 
revision and adoption 
 
It was noted that the minutes of June 21, 2012 were previously approved by 
consensus; however it was felt that further changes were required.

LA-032-2012 It was MOVED and SECONDED that the June 21, 012 Local Trust Committee 
adopted minutes be amended as follows: 
 
Section 3, after the second paragraph, items 1, 2 and 3 read as follows: 
“1. Why is this good for Lasqueti?  Answer:  I’m not sure it is.  It simplifies the 
enforcement process and would make it less expensive for both parties and 
easier to “do it yourself”. 
2. Who initiated the bylaw amendment?  Answer:  Not sure.  I think Trust 
Council and the Bylaw Enforcement staff. 
3. Can a complaint be anonymous?  Answer:  No, but the names of 
complainants are completely confidential.”

LA-033-2012 It was MOVED and SECONDED that the June 21, 2012 Local Trust Committee 
minutes be adopted as amended.

4.2 Local Trust Committee Adopted Meeting Minutes of August 30, 2012 – attached for 
information  
 
Planner Prowse advised that the minutes were adopted before this meeting by 
Resolution Without Meeting. 
 
4.3 Section 26 Resolutions Without Meeting Log dated October 10, 2012 – attached 
for information 
 
Received. It was noted that Resolutions Without Meeting take place between 
scheduled Local Trust Committee meetings to ensure that Local Trust Committee 
business is carried out in a timely manner and that Resolutions Without Meeting 
are reported on at Local Trust Committee business meetings. 
 
4.4 Lasqueti Island Advisory Planning Commission Draft Meeting Minutes dated April 
23, 2012 – attached for information
