PROTOCOL AGREEMENT 
between 
THE BOWEN ISLAND FOREST AND WATER MANAGEMENT SOCIETY 
and 
THE BOWEN ISLAND LOCAL TRUST COMMITTEE 
concerning 
 
THE PROTECTION OF FOREST AND WATER RESOURCES ON BOWEN ISLAND 
THROUGH THE COLLECTION AND SHARING OF INFORMATION, INCREASING 
PUBLIC AWARENESS AND THE DEVELOPMENT OF AN INFORMATION BASE TO 
BE USED IN COMMUNITY DECISION-MAKING 
 
This  Letter  of  Understanding  is  directed  towards  the  collection  and  use  of  information  relevant  to  the 
stewardship of the natural resources on Bowen Island. 
 
1.0 PURPOSES 
 
1.1 To  investigate  and  document  the  interactions  between  the  forest,  water  resources  and 
development projects on Bowen Island, and the resulting effects on watershed environments. 
 
1.2 To  inform  the  public,  property  owners,  developers,  contractors  and  local  government,  of  the  
measures available to sustainably manage the forest and water resources of Bowen Island. 
 
1.3 To provide a reliable, technical information base which would be used as the basis for 
community planning decisions which involve the sustainability of Bowen Island's natural 
resources. 
 
2.0 PRINCIPLES 
 
Both parties acknowledge the respective mandate of the other party and agree to the following: 
 
2.1 The object of the Islands Trust which is set out in Section 3 of the Islands Trust Act establishes 
the need to preserve and protect the Islands Trust 
Area and its unique amenities and environment for the benefit of the 
residents of the Islands Trust Area and of the Province generally. 
 

2.2 The Bowen Island Local Trust Committee has the legislated responsibility to regulate the 
development and use of land within its local trust area in accordance with Sections 27 and 28 of 
the Islands Trust Act. 
 
2.3 The Bowen Island Forest and Water Management Society is a private, not-for-profit 
community-based group established in 1992 under the Societies Act of British Columbia with the 
following stated goals: 
 
i. to increase public awareness, appreciation and understanding of 
the natural resources of Bowen Island; 
ii. to collect, interpret and synthesize information about these 
resources and to make this information readily available for use on 
the island to assist in public education and to facilitate community 
planning; and 
iii. to participate and contribute to the management of Bowen Island's 
natural resources on public and private lands. 
 
3.0 INFORMATION BASE 
 
3.1 The Bowen Island Forest and Water Management Society will provide the Bowen Island Local 
Trust Committee with pertinent data and mapped information relative to the sustainability of 
Bowen Island's natural resources. 
 
3.2 The Bowen Island Local Trust Committee will consider the information provided when making 
land use policy and regulatory decisions. 
 
3.3 If a development proposal includes land which appears to have significant natural resource 
values, the Bowen Island Local Trust Committee may refer that proposa
