[0:00:39] Trustee Patrick (probable): the traditional territories of the Coast Salish people. As we learn more about residential schools

[0:00:46] Trustee Patrick (probable): I'd like to remind you that one of the actions from the Truth and Reconciliation Commission

[0:00:51] Trustee Patrick (probable): of Canada's calls for actions is that we each of us learn about the legacy of residential schools.

[0:00:58] Trustee Patrick (probable): I think we all know now that one has operated just north of the island that I call home, Salt Spring, on Penelope Island.

[0:01:12] Trustee Patrick (probable): I'm Laura Patrick. I'm elected on Salt Spring and chair of this island local trust committee.

[0:03:50] Trustee Middleton (probable): scheduling interviews with all 26 trustees.

[0:03:54] Trustee Middleton (probable): And I think that's all I have to report.

[0:03:58] Trustee Middleton (probable): Also, the Southern Resident killer whale file in terms of consultation

[0:04:02] Trustee Middleton (probable): is ongoing from Transport Canada, but it's also worth noting

[0:04:06] Trustee Middleton (probable): that J-POD hasn't been seen for over 100 days in the waters

[0:04:10] Trustee Middleton (probable): of the local trust area or the South Coast specifically.

[0:04:13] Trustee Middleton (probable): So the inference is the pod is feeding elsewhere

[0:04:16] Trustee Middleton (probable): with the warmer water temperatures.

[0:04:18] Trustee Middleton (probable): but the conservation work does continue nevertheless.

[0:04:23] Trustee Middleton (probable): So that, and the trust is linked in with that

[0:04:25] Trustee Middleton (probable): through Paul and I, through working committees

[0:04:29] Trustee Middleton (probable): with Transport Canada and DFO.

[0:04:33] Trustee Middleton (probable): But we haven't, I haven't met in a committee

[0:04:36] Trustee Middleton (probable): since the last meeting.

[0:04:47] Trustee Patrick (probable): And we did pass several topics, but in relation to the policy statement, because that's probably of highest interest, we did pass a motion directing staff to obtain some third party advice for working on the next phase of the public engagement, recognizing that the participative democracy is a best practice method for engagement.

[0:05:11] Trustee Patrick (probable): and that public input plays an integral part of the drafting the policy statement and that

[0:05:17] Trustee Patrick (probable): engagement methods may need to be customized on the various islands we also recommended to staff

[0:05:22] Trustee Patrick (probable): to prepare a discussion guide to help facilitate the conversation on that so we'll keep you posted

[0:05:31] Trustee Patrick (probable): that'll be coming to the trust council the next trust council meeting which is in september 21

[0:08:56] Voice 5: So this project was initiated by the local trust committee.

[0:09:00] Voice 5: the last meeting and the ltc gave direction to staff to prepare a project charter so the

[0:09:06] Voice 5: project charter is attached to the staff report it's considered a minor project

[0:09:14] Voice 5: goal is to complete it prior to the end of the term there's a small budget been allocated for it

[0:09:22] Voice 5: to cover fixed costs for public hearing and a couple of other expenses for consultation

[0:09:30] Voice 5: The next step would be, if the LTC endorses the project charter, for the planner, Brad Smith, to report back with more details on the proposed amendments.

[0:09:42] Voice 5: The scope of the project is enough that, you know, different things, different potential amendments arise over the next couple of months.

[0:09:53] Voice 5: Those could certainly be incorporated, but there's a list of, I think, about a half a dozen potential amendments that have been identified already.

[0:10:00] Voice 5: And the recommendation is to endorse the project charter and to direct staff to begin work.

[0:10:11] Trustee Patrick (probable): Any questions for staff?

[0:10:17] Voice 6: I'm just wondering, one of the things where I'd like to spend a little time focusing on is seeing what we can do to enhance provision of affordable housing on our island through supportive OCPs.

[0:10:35] Voice 6: policies or more supportive OCP policies, would that fall under, I know we've got another

[0:10:42] Voice 6: other, a number of other technical amendments, but would that fall in your view under a minor

[0:10:48] Voice 6: technical amendment?

[0:10:50] Voice 5: Probably not part of this project, unless it was, you know, a minor amendment to something

[0:10:55] Voice 5: that's already in one of the bylaws, either the OCP or the land use bylaw, but you might

[0:11:00] Voice 5: I want to discuss it later on on the agenda under the top priorities

[0:11:06] Voice 5: and see if there's consensus from the local trust committee on identifying it

[0:11:09] Voice 5: as a, as another top priority.

[0:11:12] Voice 6: You know,

[0:11:13] Voice 6: I'm reluctant to do that because I know that staff are so overworked that I

[0:11:18] Voice 6: just don't want to add more stuff on the plate.

[0:11:22] Voice 6: So I was hoping to be able to do it under this, this technical review.

[0:11:27] Voice 6: And I guess we can, we can talk about that as,

[0:11:29] Voice 6: as we go forward i'm thinking that the first nations revisions to the ocp and the parkland

[0:11:36] Voice 6: zoning when they're off the plate it'll it'll mean that we've got and we only have three

[0:11:41] Voice 6: applications of which all are basically dead in the water for now that will free up maybe

[0:11:46] Voice 6: a tiny bit of time to spend to focus on these to a slight expansion in the in the definition of

[0:11:56] Voice 6: minor amendment and i don't think we need anything major because we've got stuff right now

[0:12:01] Voice 6: um yeah

[0:12:02] Voice 4: was it was there something specific you'd identified not

[0:12:07] Voice 6: specific um just

[0:12:09] Voice 6: maybe a little bit of stuff around and we've got some small lots that are gonna uh have some

[0:12:17] Voice 6: setback issues we may want to refine um some of the work around living in trailers

[0:12:26] Voice 6: Right now, we have it such that it has to be hooked to a septic system.

[0:12:32] Voice 6: And I'd like to explore stuff like having adequate storage instead.

[0:12:35] Voice 6: So instead of spending $20,000 or $30,000 on a septic system, some people who might not be here frequently would possibly prefer to have a 3,000 or 2,000-gallon storage tank that gets pumped out a couple times a year.

[0:12:55] Voice 5: yeah that sort of thing would definitely fall within the scope of this project

[0:12:59] Voice 6: okay you

[0:13:00] Voice 5: know when you're talking about affordable housing i was you know envisioning

[0:13:04] Voice 5: major changes to definitions in the ocp or designation of land for affordable housing

[0:13:09] Voice 5: that sort of thing but um no changes like that would fall within the scope of this project

[0:13:14] Voice 6: yeah and maybe

[0:13:15] Voice 6: maybe maybe looking at you know if we could squeeze you know we've got trailers

[0:13:20] Voice 6: right now if there might be some way we can at least uh influence i know this is just isn't

[0:13:27] Voice 6: just islands trust but it's also capital regional district um moving along tiny homes i mean

[0:13:32] Voice 6: everyone's talking about them they they appear to be a a solution uh that that may work so i i don't

[0:13:39] Voice 6: know it's just it's very topical on our islands yeah and our islands i'm talking about the southern

[0:13:45] Voice 6: and gulf islands and so

[0:15:21] Trustee Middleton (probable): it comes to what is a trailer what is a travel trailer uh what is a tiny home and we we adopted

[0:15:28] Trustee Middleton (probable): them as you're aware because i think it was your idea we adopted the the resolution from

[0:15:33] Trustee Middleton (probable): main island and so now that we've had some experience living with it we know that there

[0:15:37] Trustee Middleton (probable): are some changes that need to be made and the definition needs to be clarified and um and and

[0:15:44] Trustee Middleton (probable): and that will all i think be in the service of affordability and accessibility so so i i think

[0:15:50] Trustee Middleton (probable): i think we're i think we're on the same you know we understand the same direction and i and i

[0:15:55] Trustee Middleton (probable): believe brad uh does as well uh there's you know such things as additional housing opportunities

[0:16:01] Trustee Middleton (probable): opportunities with aligning with the agricultural, not the agricultural land reserve per se, but

[0:16:08] Trustee Middleton (probable): agricultural zoned areas with other zoned areas that don't have the same accommodation for staff

[0:16:14] Trustee Middleton (probable): housing and such. I would consider that to be a small technical amendment as well that we would

1. CALL TO ORDER 
Chair Patrick called the meeting to order at 11:30 a.m.  She acknowledged that the meeting was 
being held in traditional territory of the Coast Salish First Nations.  She offered a reminder that 
one of the actions of the Truth and Reconciliation Commission is to learn more about residential 
schools, one of which was on Penelakut Island.  
2. APPROVAL OF AGENDA 
By general consent, the agenda was approved as presented. 
3. TRUSTEE REPORT 
Trustee Middleton reported that: 
 
 The ongoing governance and management review is underway, including scheduling 
interviews with all 26 trustees.   
 The Southern Resident Killer Whale file is ongoing with Transport Canada and the J Pod has 
not been seen for over 100 days, with inference being that they are feeding elsewhere.  
 Conservation continues and the Trust is linked with working committees with 
Transport Canada and the Department of Fisheries and Oceans.

4. CHAIR'S REPORT 
Chair Patrick reported on the Trust Council Executive Committee meeting of June 21, 2021 
stating that: 
 
 With regards to the policy statement, a motion was passed to request third party advice for 
the next phase in the consultation process; 
 Public input plays an integral part of drafting the policy statement; 
 Preparation of a discussion guide was also recommended to help facilitate the conversation; 
and  
 The Trust Council meets again September 21 to 23 and delegation requests must be 
submitted three weeks prior.

13. LOCAL TRUST COMMITTEE PROJECTS 
13.1 LUB/OCP Minor Amendments Project – Staff Report with project charter  
Received for information. 
Planner Kojima reported that if endorsed, Planner Smith will report back with details on 
proposed amendments.   
The following potential minor technical amendments were discussed:  small lots with 
setback issues; refining specifications for living in trailers; septic storage tank 
alternatives; and potential use of tiny homes.   
Planner Kojima responded that discussion of trailers, recreational vehicles and tiny 
homes could be added to the list of potential amendments for discussion at the next 
meeting.   
It was commented that with the last Land Use Bylaw revision, definitions were open to 
interpretation with respect to trailers and tiny homes and that, while the Mayne Island 
resolution was adopted, there are changes to be made and definitions to be clarified to 
increase housing affordability and accessibility.  
Alignment with agricultural zoned areas with other zoned areas that do not have the 
same staff accommodation should also be considered for a technical amendment.

It was Moved and Seconded, 
that the Saturna Island Local Trust Committee: 
a) Endorse the attached Land Use Bylaws Minor Amendments project charter 
and associated scope of work, timelines and budget, and 
b) Direct staff to begin working on Land Use Bylaws Minor Amendments project.

13.2 First Nations Relationship Building – Staff Report (tentative subject to receiving 
confirmation of provincial approval) 
Planner Kojima reported that confirmation has not yet been received that the bylaw has 
been approved by the Minister.

that the Saturna Island Local Trust Committee: 
Adopt bylaw #129, 130 and 132 by Resolution Without Meeting upon receipt 
noting that the Minister has approved the bylaws.
