Meeting transcripts: what was said, beside what the minutes say.

The Islands Trust records every public meeting and publishes the video. It also publishes minutes, which are a summary written by the recorder and adopted by the committee. Nobody publishes the words. These pages do: a machine transcript of the recording, timestamped so any line can be checked against the video, with the minutes beside it.

Accuracy. Machine transcript, reviewed. Produced by speech-recognition software from the Islands Trust's own recording; speaker labels were added by hand and carry a confidence mark. It is not an official record. The Islands Trust's minutes are the official record, and they are shown beside the transcript so you can compare the two. Check any line against the recording at the timestamp before relying on it.

Minutes are a summary written by the meeting recorder and adopted by the committee; they are not a transcript. Where this page says the minutes are silent on something said aloud, that is a comparison of two documents, not an allegation about anyone's motive.

Method

Audio is taken from the Trust's own recording, transcribed with open-source speech recognition (Whisper) on our own machines, and reviewed. Speaker labels come from voice matching (speaker diarization, then a saved voice for each official identified once by ear) and from hand review; each carries a confidence mark, and a voice nobody has identified is shown as "Voice N". Members of the public who spoke are shown as "Member of the public": the recording is the Trust's public record, but this site names only elected officials and staff in their public roles. Findings that compare the minutes to the transcript are stored only when the quoted passage is located word-for-word in the transcript; a quote that cannot be located is discarded.
