[0:06:39] Voice 16: actually about the role and the process from here when ISL finishes the public engagement period on

[0:06:50] Voice 16: April 17th. I just wanted to speak to the Trust Program Committee to say, remind them that

[0:06:56] Voice 16: early on with MODIS and even in the RFP for the public engagement phase three, I'll just quote

[0:07:04] Voice 16: page 11 of the RFP, that it is to produce a post-event communication for the public,

[0:07:11] Voice 16: including visual reports. Then at the January 12th, Executive Committee, ISL made a presentation

[0:07:19] Voice 16: and it was very clear that the engagement plan, I'm quoting here, will be deemed successful

[0:07:25] Voice 16: if participants understand how their input has contributed to the project.

[0:07:31] Voice 16: So what I'm asking for is that as your constituents,

[0:07:36] Voice 16: we have an expectation of involvement with the summarized report from ISL,

[0:07:43] Voice 16: that that is a bond that you have with your constituents,

[0:07:47] Voice 16: that we've spent endless hours of time promoting involvement in this process.

[0:07:53] Voice 16: You know, like it or, you know, whether people liked the output or not, but it was, it's been huge to get people to have faith and get involved. And we are keeping our own records on involvement. And we would like a period of time where we can compare and comment on the raw data and the draft, what we heard report from ISL, as was suggested in those quotes I made.

[0:08:17] Voice 16: So we have an expectation there, and we're asking Trust Program Committee to just do what they've already determined to do, give it enough time so that we can, as the community, can really look at what the raw data said and compare it to our own records.

[0:08:33] Voice 16: and and that goes for the my letter about the first nations as well you know is there a period

[0:08:39] Voice 16: of time for the community your constituents to understand the inputs as we move forward with the

[0:08:46] Voice 16: decisions that the trust council will make on the trust policy statement thank you thank you

[0:10:28] Voice 2: basically just saying then that this is what we recommend but there's no specific direction

[0:11:02] Voice 3: Okay, that's actually something that I kind of feel like

[0:11:05] Voice 3: Like we need to get absolute clarity about with trust counsel, and it would be good to

[0:11:10] Voice 3: know here what people are thinking, whether it's the should or shall.

[0:11:13] Voice 3: And that's basically like how directive or not directive our directive policies, I think

[0:11:17] Voice 3: is the question there.

[0:11:19] Voice 3: Trustee Brent,

[0:11:28] Voice 8: forwarded to us, this specific piece of correspondence

[0:11:32] Voice 8: correspondence from just a huge number of pieces of correspondence, why EC would choose

[0:11:38] Voice 8: to forward this one specifically. And as Keyes says, former trustee Law used the word should

[0:11:48] Voice 8: 35 times and didn't use the word shall once. So it's definitely a different take on things.

[0:11:57] Voice 8: And I'm wondering, is EC trying to send a message

[0:12:01] Voice 8: to trust counsel?

[0:12:03] Voice 8: I just, I don't know what the motivation is to pick out

[0:12:05] Voice 8: just one piece of correspondence from a raft of correspondence

[0:12:10] Voice 8: on the policy statement.

[0:12:12] Voice 8: Do you have any idea, Chair?

[0:12:14] Voice 3: I have no idea.

[0:12:28] Trustee Rogers (probable): to ascribe motivations to the executive committee.

[0:12:40] Trustee Rogers (probable): The role of TPC in terms of discussing

[0:12:43] Trustee Rogers (probable): the trust policy statement is continuing to evolve

[0:12:47] Trustee Rogers (probable): and will continue.

[0:12:48] Trustee Rogers (probable): We felt this was an important

[0:12:53] Trustee Rogers (probable): or a substantive piece of writing that came only to EC

[0:12:58] Trustee Rogers (probable): and we thought it was good that it be brought

[0:13:00] Trustee Rogers (probable): to the attention of the trust policy.

[0:13:03] Trustee Rogers (probable): uh uh the trust programs committee i i guess if you want to pass a motion that we not forward

[0:13:09] Trustee Rogers (probable): correspondence on to you in the future i guess we could we could decline to do so there's no message

[0:13:16] Trustee Rogers (probable): other than it is correspondence we received we could have just sent it into the 2050 portal

[0:14:18] Voice 14: So I'm glad, if nothing else, it's drawn that to further attention.

[0:14:22] Voice 14: And when you mentioned the 2050, as I look at the agenda for today

[0:14:27] Voice 14: and I think of all the meetings we've had, Chair,

[0:14:30] Voice 14: on the policy, on this whole issue of the revised policy.

[0:14:38] Voice 14: It seems now that it's totally out of our domain.

[0:14:42] Voice 14: Am I correct in thinking now that

[0:14:45] Voice 14: as far as the Trust Programs Committee,

[0:14:51] Voice 14: we are now finished direct discussion with this

[0:14:55] Voice 14: at this point, where do we as a committee stand

[0:14:57] Voice 14: with the ongoing dialogue on the subject of the policy statement perhaps you i'm just asking for

[0:15:04] Voice 3: some occasion

[0:15:05] Voice 3: it's fine you don't have to qualify i'm good to answer that so um so i'll give you my

[0:15:11] Voice 3: answer and then claire may have a different answer um and dan may have a different answer

[0:15:16] Voice 3: altogether so i'll give you my version of that answer um my understanding is that because we

[0:15:23] Voice 3: We are in the public consultation period right now.

[0:15:26] Voice 3: We really need to wait and hear like all of the feedback that we're getting from the public.

[0:15:32] Voice 3: And so we are not in a change anything mode at the moment with the trust policy statement.

[0:15:41] Voice 3: But when the feedback comes back after the April deadline, then there is an opportunity

[0:15:47] Voice 3: for us to give some additional commentary or some like advice to trust counsel at that

[0:15:51] Voice 3: that point when the staff has had a chance to synthesize that material and then think about

[0:15:57] Voice 3: what those next steps are. We gave some advice from our last meeting or the one before that

[0:16:02] Voice 3: related to you know what we were thinking about and that went forward to the March meeting but

[0:16:08] Voice 3: really at this point we're waiting for feedback because the advice that we're getting pretty much

[0:16:13] Voice 3: much as if we change anything right now, there's the perception that we are not listening to the

[0:16:21] Voice 3: public. I personally don't totally agree with that. I think we can do parallel things that are

[0:16:28] Voice 3: advancing work in a way that when all the data is on the table, we can then synthesize everything,

[0:16:34] Voice 3: but not everyone agrees with that. So that's where I stand personally on the issue. The

[0:16:39] Voice 3: the committee itself is working from the direction of the EC

[0:16:43] Voice 3: and from the trust council,

[0:16:44] Voice 3: basically we're waiting for the feedback session

[0:16:46] Voice 3: to be closed.

[0:18:15] Voice 3: the timing of our meetings didn't line

[0:18:18] Voice 3: up because of course our meetings are set in advance so they didn't line up with all of the

[0:18:22] Voice 3: the other pieces of things that are going on we may want to discuss that when we think about our

[0:18:27] Voice 3: next meeting because I'm not clear on what the purpose of our next meeting is outside of not

[0:18:33] Voice 3: having a chance to look at that feedback so and I know the scheduling of meetings gets very crazy

[0:18:39] Voice 3: and like it's a challenge for us but I think that we're in a situation like that now and nobody

[0:18:47] Voice 3: could have really predicted that because like there's been such a out of sequence or out of

[0:18:53] Voice 3: sort of flow plan and flow for how things have unfolded this last year so um it's kind of up to

[0:19:01] Voice 3: us if we want to shift things around i think to make it that meeting potentially more useful

[0:20:13] Voice 11: discuss um what the shells say then whether there are shells or not and that's just my perspective

[0:20:41] Voice 2: because i found it quite interesting it's a totally different approach i wasn't i didn't

[0:20:46] Voice 2: raise it because I was ascribing some sort of motivation to EC. Right now, our directives use

[0:20:53] Voice 2: shall. There's a shall in every directive in the current policy statement. And what he was proposing

[0:20:59] Voice 2: is we go to should, which is a substantive change. And I've heard a lot of comments in the public

[0:21:05] Voice 2: saying keep the current policy statement, and the directives all have a shall. So anyway, it's just

[0:21:13] Voice 2: us something to really consider about what has changed with the new policy statement

[0:21:20] Voice 2: which also has shells in the in terms of the directives so there has

[0:21:24] Voice 2: that hasn't been

[0:21:25] Voice 2: changed just the policy within the shell directive has changed so

[0:21:30] Voice 3: anyway just put

[0:21:31] Voice 3: comment thank you

[0:21:33] Voice 3: trustee langers and i think actually that's part of our communication with our communities that we

[0:21:37] Voice 3: we need to do is a lot of people think that there's you know many many changes and there are

[0:21:44] Voice 3: there are changes but there's a lot of things that are in the policy statement that have been

[0:21:49] Voice 3: in the policy statement for a long time it's just nobody looked at it so like that that is also

[0:21:55] Voice 3: something for us to manage and think about um doesn't mean it doesn't necessarily need to be

[0:22:00] Voice 3: changed you know like we can argue that but but you know we should be aware that we've been

[0:22:06] Voice 3: operating under those kinds of policies for some time um trustee fenton yeah

[0:22:14] Trustee Fenton (probable): note on that i think there's two sides or another piece of this that hasn't been discussed and it's

[0:22:18] Trustee Fenton (probable): everybody jumps on the shoulder of the shells um uh sort of automatically but i think the piece

[0:22:26] Trustee Fenton (probable): that i found most interesting is it's the context of the framework that he's suggesting and that

[0:22:32] Trustee Fenton (probable): would have a policy statement that would be more sort of bureaucratic and legislative focused

[0:26:26] Trustee Critchley (probable): as the significance of words may and must. It's the same sort of dichotomy. One is suggestive

[0:26:36] Trustee Critchley (probable): or recommending, and the other is mandatory. So in my opinion, you simply have to have

[0:26:45] Trustee Critchley (probable): the words shall or must throughout a document like the trust policy statement

[0:26:52] Trustee Critchley (probable): it is after all directive to local trust uh committees and if it's not directive and if

[0:27:00] Trustee Critchley (probable): it's not binding on local trust committees what on earth is the point of it it's it

[0:31:05] Voice 3: you know some of that engagement might be like more just like making sure people know things

[0:31:10] Voice 3: other parts of that engagement may be that like people in communities are giving advice

[0:31:17] Voice 3: but i one of the things i worry about as we go forward with this work is that there i get this

[0:31:25] Voice 3: perception from some people in the community that if people in the community are saying enough people

[0:31:32] Voice 3: like a majority of people are saying or a vocal majority of people are saying one thing that we

[0:31:38] Voice 3: are somehow bound as trust counselors to take that advice and i think even among us here on

[0:31:45] Voice 3: this committee there may be different opinions about that so I kind of just want to make a

[0:31:50] Voice 3: statement about that that I think that we have to listen to everyone in our community sometimes

[0:31:56] Voice 3: those are not the people who are verbally communicating with us they might be communicating

[0:32:00] Voice 3: in writing they might be reluctant to put their name into the public space at all and be sitting

[0:32:05] Voice 3: at the coffee shop with us in our own communities which is one of the reasons to trustee rogers

[0:32:10] Voice 3: point one of the reasons why we asked for trustees to name things that they're hearing in their

[0:32:15] Voice 3: community because that's information that we have too and so all of that information will come

[0:32:22] Voice 3: back to us at some point to like sift through and sort out what we want to do and that's our

[0:32:28] Voice 3: responsibility our responsibility is to use our own experiences and understandings as members of

[0:32:34] Voice 3: these communities yes we're trustees but we're also members of our own communities and so like

[0:32:40] Voice 3: to make those decisions and like reason with all the information we have not just about our own

[0:32:46] Voice 3: community but about all the communities and the the future of people and other organisms in this

[0:32:51] Voice 3: space so i kind of just need to say that because sometimes we get so focused on like making sure

[0:32:57] Voice 3: that we're you know addressing the needs of any one group in our community that we actually have

[0:33:02] Voice 3: a lot of different things we're juggling and we're trying to make sense around so i just want to name

[1:14:53] Trustee Critchley (probable): And what I'd like to point out for this, generally speaking, the way this secretariat role works in the trust is exemplified by this group.

[1:15:05] Trustee Critchley (probable): You know, just looking down at the steering committee, one of our co-chairs is on the Comox Valley Regional District.

[1:15:17] Trustee Critchley (probable): Another is the chair of an environmental organization.

[1:15:20] Trustee Critchley (probable): We have the manager of the Deep Bay Marine Station for Vancouver Island University.

[1:15:26] Trustee Critchley (probable): We have the director of intergovernmental relations for Comox First Nation.

[1:15:32] Trustee Critchley (probable): We have a research scientist from DFO.

[1:15:38] Trustee Critchley (probable): And we have the executive director of BC Shellfish Growers Association.

[1:15:44] Trustee Critchley (probable): And we have me from the Islands Trust.

[1:15:47] Trustee Critchley (probable): Trust. And it just brings together a very powerful group trying to resolve the tensions that exist

[1:24:35] Voice 20: That said, if you have information you're wanting to convey, such as I was hearing variances or other information, certainly do provide that in writing to a financial planning committee or executive committee so they could consider that for next year's property tax notice.

[1:24:48] Voice 20: Because that is one cost-efficient way of reaching a large number of property owners is that mailing that the province pays the mailing for.

[1:24:57] Voice 3: When does the property tax one get finalized?
