[0:00:48] Trustee Patrick (probable): I always begin with acknowledging how fortunate we are to be able to gather on the traditional territories of the Coast Salish people.
[0:00:56] Trustee Patrick (probable): I also like to share about my own journey on reconciliation.
[0:01:01] Trustee Patrick (probable): And recently I had an opportunity to travel by boat with Laiacian elders to what they know as Laiacian Island or Valdez Island, as you know.
[0:01:12] Trustee Patrick (probable): And when we went to Shingle Spit, the elder introduced himself to his ancestors.
[0:01:20] Trustee Patrick (probable): And he thanked his ancestors for taking care of the place.
[0:01:24] Trustee Patrick (probable): and he reaffirmed his commitment to taking care of the place for his children and children yet
[0:01:31] Trustee Patrick (probable): to come. And it was just such an incredible reminder of our role that we play in our
[0:01:37] Trustee Patrick (probable): responsibilities of taking care of these islands for people who are yet to come.

[0:06:19] Voice 18: community association has organized a a plaque honoring the um the uh first nations that have
[0:06:28] Voice 18: historic ties to luskete and that's going to be unveiled i believe july 15th
[0:06:34] Voice 19: on the south end of
[0:06:36] Voice 19: the island so that's uh that's a neat project they've been undertaking and happy
[0:06:43] Voice 18: to be part of
[0:06:43] Voice 18: that um as far as local trust committee goes though that's that's about it for my report
[0:06:54] Voice 16: on on that july 15th event that's the plank has actually been sponsored by the community

[0:08:35] Voice 18: of that oath but i've got a confirmation from david marler that in fact it's just a
[0:08:41] Voice 18: boilerplate local government oath i don't know why i thought that

[0:08:48] Voice 18: and apparently it's not um i also was informed that there is some interest in um customizing
[0:08:55] Voice 18: the oath for the next round of after the election or you know next round of of swearing in but

[0:09:31] Voice 1: couple things one is the qrd received coastal flood mapping data for liskiti and other islands
[0:09:38] Voice 1: and while most of the liskiti shoreline is fairly low risk being rocky and steep some areas with
[0:09:44] Voice 1: lower elevations, softer shores, have a higher risk especially when those face prevailing winds.
[0:09:50] Voice 1: That data will be made available to the Islands Trust through, I guess there's contacts through
[0:09:56] Voice 1: the GIS people and when it's ready to release it'll get over there and hopefully it'll be of
[0:10:02] Voice 1: use for the Islands Trust as well as the Regional District. The Regional
[0:10:05] Voice 1: District will use it
[0:10:06] Voice 1: for Laskete for some emergency preparedness planning. The Vancouver Island Regional Library
[0:10:14] Voice 1: was recently on strike and fortunately in late april late april the library and bcgeu local 702
[0:10:22] Voice 1: which represents the librarians reached an agreement and so everything's back open and
[0:10:27] Voice 1: smooth it's been going well for a couple months now there's some process to help heal relations
[0:10:32] Voice 1: that may have been partly damaged through that process which is always difficult but it's on a
[0:10:38] Voice 1: a good path the third one is uh the liskiti island volunteer fire department asset management
[0:10:43] Voice 1: survey was rolled out by the qrd and it had a very strong response 128 responses from liskiti
[0:10:49] Voice 1: which is pretty astounding that's uh when you think of in terms of households that's a very
[0:10:53] Voice 1: high percentage lots of comments this response provides a really good basis on which the regional
[0:11:00] Voice 1: district can develop a policy on how the community wants to see the fire department assets managed
[0:11:06] Voice 1: which includes issues such as whether we should save up and then purchase used fire trucks or
[0:11:11] Voice 1: whether we should purchase new trucks, new fire trucks with a borrowing. The report and the
[0:11:17] Voice 1: results which were provided at the last finance committee meeting are available. I plan to write
[0:11:23] Voice 1: about it in my next monthly article to the community. And the last item is that the QRD
[0:11:29] Voice 1: has secured grant funds for a much-needed emergency supplies container for Luskete Island.
[0:11:34] Voice 1: Island. Each of the past few years, the QRD has sought and received grants for shipping containers
[0:11:39] Voice 1: filled with community emergency supplies, and this year was Laskiti's turn. The QRD was notified
[0:11:46] Voice 1: last month that the grant application was successful. Transport costs will be paid for
[0:11:52] Voice 1: from the Regional Emergency Preparedness Service, and there will be some upcoming public consultation
[0:11:56] Voice 1: on this. The current proposal at this point is replacement at the community hall, and there has
[0:12:01] Voice 1: been some discussions with the community association about that but that's not
[0:12:06] Voice 1: finalized yet and with that thank you for the opportunity to speak well

[0:12:15] Voice 18: i just want to thank you andrew i'm really glad to hear that that is actually
[0:12:19] Voice 18: uh happening and that our term came up um there was some thought that it might be several years
[0:12:26] Voice 18: before we got our turn so I'm very happy to hear that news and I think it'll be great that we get
[0:12:33] Voice 18: a chance to decide what's going to go into it as
[0:12:36] Voice 1: a community that is good I was a bit of a squeaky
[0:12:39] Voice 1: wheel on that every year I was very supportive of the grant applications but I never missed an
[0:12:44] Voice 1: opportunity to say yeah don't forget Laskiti we need ours and so one went on south of south of
[0:12:50] Voice 1: town south of Powell River one went up to Lund I think one went on Texada we're just a bit smaller
[0:12:55] Voice 1: So we had to wait patiently.
[0:12:56] Voice 1: We were number four or five.
[0:12:58] Voice 1: So we'll get, we got ours now.

[0:15:17] Voice 13: And I don't think that the Islands Trust has got some notwithstanding clause or something
[0:15:24] Voice 13: from the Charter of Rights and Freedoms.
[0:15:28] Voice 13: So you have absolutely no power, no authority, and no right to say that we can't record you
[0:15:35] Voice 13: without getting your permission.
[0:15:37] Voice 13: That's just the law of Canada.

[0:15:41] Voice 13: Chair Lutland was going to look into that, but instead I looked into it, and that's the law of Canada.

[0:15:57] Voice 13: My second issue, this is really for Chair Lutland, both of these things, not for you.
[0:16:05] Voice 13: He was pretty firm that the term grandfather in was a racist term.
[0:16:11] Voice 13: and after in the break at that meeting i asked him if he really believed that he said yes
[0:16:19] Voice 13: he defended his position and the reason that it's a racist term is because 1864 1860 i've also
[0:16:30] Voice 13: looked into this 1865 in the deep south of the united states on the other end of the continent
[0:16:37] Voice 13: on the other side they had a bunch of freed slaves and they were afraid of them so they
[0:16:42] Voice 13: But that's the law.
[0:16:42] Voice 13: They couldn't vote unless their grandfather had voted or could have registered to vote.
[0:16:48] Voice 13: And that law was designed to exclude the free slaves from voting.
[0:16:53] Voice 13: We're in Canada, clear up here, the other end of the continent, and the other side, 150 plus years later.
[0:17:00] Voice 13: And the term grandfathered in is to include people who otherwise would be excluded because of changes in bylaws and regulations.
[0:17:11] Voice 13: relations. It's a Canadian inclusive term. It has no relationship to the deep south of
[0:17:18] Voice 13: the United States and it's not racist. And I don't know anybody who thinks it is. I've
[0:17:22] Voice 13: never talked to anybody who thinks it is except for maybe Heather and Chair Lyle. So I'm going
[0:17:32] Voice 13: to continue to use that term. I'm not going to consider it racist. And that's just how
[0:17:37] Voice 13: it is a canadian term that shows how inclusive we are and my third thing is this idea that
[0:17:49] Voice 13: the members of the public who want to address the committee have to send their address a copy
[0:17:59] Voice 13: 10 days in advance of the meeting and as confirmed by chair luck that's so the trust committee can
[0:18:06] Voice 13: can edit out anything that might be defamatory or racist or something like that and I said
[0:18:15] Voice 13: you mean censored and he agreed well editing censoring same thing and and I've asked people
[0:18:22] Voice 13: why this why this is necessary and I've heard many different reasons uh well we have to be
[0:18:31] Voice 13: able to check it to make sure that the address isn't defamatory or racist or any of these other
[0:18:38] Voice 13: things before we put it in the agenda package and the agenda package goes out and it's printed up
[0:18:44] Voice 13: 10 days in advance but i was making an inquiry about something else at the northern office and
[0:18:50] Voice 13: it turns out that it's made up five days in advance because the trustees are always sending
[0:18:55] Voice 13: in stuff late. And also the chair has the prerogative and the authority to cut anybody
[0:19:02] Voice 13: off who's being racist or defamatory or any of those things. And he doesn't have to accept
[0:19:08] Voice 13: a presentation for inclusion into the agenda package. So all those reasons were fallacious.
[0:19:15] Voice 13: The only thing I can see is that the trust wants to edit these things in advance and
[0:19:23] Voice 13: and that they are somehow more special so they need 10 days notice and the public only needs
[0:19:29] Voice 13: five days notice of a change in meeting place or time and that's that's not canadian we members
[0:19:36] Voice 13: of the public are ostensibly the equal of our elected officials and should be treated with
[0:19:42] Voice 13: the same respect so i would urge you to amend your meetings procedure bylaw to say five and five
[0:19:51] Voice 13: that you have to if we're going to have it and besides that it doesn't have to be included in
[0:19:57] Voice 13: the agenda package of that meeting if you go to the next agenda package so it's just as a matter
[0:20:02] Voice 13: of common courtesy uh
[0:20:12] Voice 13: last my position on the heritage sheep farm speedy on it's well known
[0:20:16] Voice 13: not to everybody else and i can just urge the trust committee local trust committee to get on
[0:20:22] Voice 13: with it the uh way forward is clear i mean there's no longer a question and uh i noticed in the
[0:20:33] Voice 13: staff report on their conversation with the ministry of agriculture they said that the
[0:20:38] Voice 13: ministry of agriculture recommended wild or uh domestic or formerly domestic i think what they
[0:20:49] Voice 13: they recommended it was formerly domestic, now running wild,
[0:20:53] Voice 13: which is the convoluted way of saying it.
[0:20:57] Voice 13: Although it does more clearly define the conditions
[0:21:01] Voice 13: on the skeet, because if I feed some of these
[0:21:06] Voice 13: wild heritage sheep, or otherwise care for them,
[0:21:10] Voice 13: like getting worm new or something,
[0:21:11] Voice 13: then they become mine because of their condition
[0:21:15] Voice 13: being unowned and running wild.
[0:21:17] Voice 13: So some of these sheep are actually owned,
[0:21:19] Voice 13: although they're not it's kind of a what the judge ruled that if if i have taken care of if i
[0:21:28] Voice 13: fed or otherwise cared for these sheep then i have ownership of them so the term wild would be
[0:21:38] Voice 13: accurately and acceptable but it wouldn't be as accurate and that's about all i have to say thank

[0:24:10] Voice 16: had been able to vote.

[0:25:03] Voice 14: discussion was preempted by um i think all three trustees saying that it was misinformation
[0:25:11] Voice 14: and uh in case we haven't noticed that's a classic government official response to
[0:25:18] Voice 14: questioning that they don't want to participate in so the former chair suggested that a fact is
[0:25:26] Voice 14: a fact and that the facts are on the island's trust website so i they trust that the other
[0:25:30] Voice 14: two trustees also took the time to look and i checked and verified that the survey that was
[0:25:42] Voice 14: referred to in the island's trust by the southern gulf islands coalition had the exact same numbers
[0:25:50] Voice 14: as that exist on the island's trust website so with that um i'd like to ask the same questions
[0:26:00] Voice 14: and i'll include you because you're here today um the what i understand and what was published
[0:26:08] Voice 14: is that the financial planning committee or finance policy committee voted in favor of a
[0:26:18] Voice 14: $9.5 million budget which was then reduced at trust council by $400,000 and so Tim first question
[0:26:27] Voice 14: to you this says that you voted in favor of that $9.5 million budget you have a recollection of
[0:26:34] Voice 14: that i just want to verify whether this information is accurate i'm sorry i did
[0:26:39] Voice 14: vote favor the budget yes thank you and so i have two questions for each of you all three of you um
[0:26:48] Voice 14: and bear with me i i they are simple questions i just want to make sure that they're understandable
[0:26:54] Voice 14: so i'll probably ask uh in words that are longer than needed so the first the the related questions
[0:27:01] Voice 14: So, were each of you aware of the Islands Trust survey that said 49% of residents wanted a decrease in the budget this year, and 80% of residents wanted no increase in the budget this year?
[0:27:21] Voice 14: So, were you aware of those facts, since it's an Islands Trust survey, and I trust that Trust Council was given that information in advance of your vote?
[0:27:31] Voice 14: So that's the first part.
[0:27:32] Voice 14: And then the second part is I can't find this information,
[0:27:37] Voice 14: so I have to totally trust your response today
[0:27:41] Voice 14: in whether you voted in favor of increasing the budget
[0:27:46] Voice 14: by approximately $2 billion from last year's budget.
[0:27:50] Voice 14: And the off-the-cuff calculation is that's more than a 25% increase.
[0:27:58] Voice 14: and as I'm sure we're all painfully aware, inflation is completely out of control in this country, but it's still nowhere near 25%.
[0:28:07] Voice 14: So, two questions again. Were you aware of the survey results, and did you vote in favor of the budget?
[0:28:14] Voice 14: And I ask here, just simply so that it's on the record, so we all know.
[0:28:20] Voice 14: and uh please
[0:28:22] Voice 18: yeah i i didn't i did i was aware of these these survey results i think that um
[0:28:28] Voice 18: you know there's a there's a problem when you use the 80 that's definitely the south southern gulf
[0:28:34] Voice 18: islands um group that you you know communicated to you that's definitely their position there's
[0:28:41] Voice 18: different different ways to look at it however i'm not going to dispute that part i did see the
[0:28:45] Voice 18: survey okay um
[0:28:46] Voice 18: and the second part was about the increase and and and i i think if you look um
[0:28:58] Voice 18: i just saw it the other day there's a table actually came in my it came in my land taxes
[0:29:03] Voice 18: which is where i saw there's a table of of the actual increase to the uh local uh um to the
[0:29:11] Voice 18: island's trust tax rates and this budget actually came in at about a two percent increase so 25
[0:29:19] Voice 18: i just i urge you to look at your property tax notice when you come in and you'll see that it's
[0:29:26] Voice 18: not 25 and you could and the nice thing about that is actually you can see um that we had several
[0:29:32] Voice 18: consecutive years of zero okay and i think when you look for me when i looked at that table
[0:29:39] Voice 18: it's a little bit clearer of the actuals that are coming to you in terms of taxes
[0:29:45] Voice 18: i and uh you i was actually surprised to know that this year my land taxes have gone down a bit
[0:29:52] Voice 18: um because i attribute that to other assessments getting quite a bit higher
[0:30:00] Voice 18: my assessment did go up but of course if mine goes up 20 and yours goes up 50 i may end up
[0:30:07] Voice 18: paying less tax because your assessment went up so it's it's kind of a messy and you know
[0:30:14] Voice 18: counterintuitive kind of thing but on that tax notice you will see i think it's the last five
[0:30:20] Voice 18: or six years because the um uh regional district has been putting a like an explanation of how
[0:30:28] Voice 18: our taxes get sort of spent through the rd for several years and i think this is only the second
[0:30:35] Voice 18: time that islands trust has done this okay um now but it does it is helpful when you see it you can
[0:30:43] Voice 18: it's a lot clearer the problem especially for people like me who i'm not a big numbers guy
[0:30:50] Voice 18: there's different ways to look at data and i get to a point where i actually don't clearly
[0:30:56] Voice 18: clearly understand it anymore unless it's really laid out simply and that's what I liked about what
[0:31:01] Voice 18: they did with the tax notices here it's quite simple so I just wanted to take issue with 25
[0:31:07] Voice 18: because I think it's two percent well

[0:31:46] Trustee Patrick (probable): And we also had some significant expenses this year with the election is paid for by the
[0:31:53] Trustee Patrick (probable): balance trust that's a big chunk of money that has to be put so the process is long it's exhaustive
[0:32:02] Trustee Patrick (probable): it is not a simple it actually starts I guess we'll be starting very soon again I know we're
[0:32:08] Trustee Patrick (probable): already starting to think of the the process starts and we always start with a budget that's
[0:32:15] Trustee Patrick (probable): very robustly large the one that we first see in the fall at the financial planning committee
[0:32:22] Trustee Patrick (probable): and it gets whittled down through the process as we as we go forward so um uh thank you for

[0:35:10] Trustee Patrick (probable): there is a lot to it it is an assembled budget for the entire islands trust area so it's absolutely

[0:35:23] Voice 18: trust programs committee on the finance committee for i think four meetings and and i mean i i do
[0:35:30] Voice 18: i struggle to deal with the the volume of data but there are things as you mentioned like the grant
[0:35:37] Voice 18: revenue is something that's that's um an increase in the budget and just the same way like the lca
[0:35:44] Voice 18: does the same thing when we when the lca gets a grant from the rd um it appears as revenue but
[0:35:50] Voice 18: it also appears as an expense like say for the food bank right it's a
[0:35:54] Voice 18: thousand dollars and that's
[0:35:55] Voice 18: just accounting the other thing that i'm aware of and i'm and i'm not going to be very good at
[0:36:01] Voice 18: explaining it but there are rises in in in um there's like what's it called the non-market
[0:36:12] Voice 18: increases um so there's like there's a whole bunch of different things that affect our local taxes
[0:36:18] Voice 18: that are not directly like there's things that vary what those real numbers are that are not
[0:36:25] Voice 18: directly under the control of the island's trust like non-market
[0:36:29] Voice 18: values bc assessment of course is
[0:36:32] Voice 18: is entirely independent um so when assessments rise by and and we know in the last um the last
[0:36:42] Voice 18: cycle uh not just here but assessments all over the province went up in some cases really
[0:36:48] Voice 18: really alarmingly like over 60 and 70 percent in some cases and some of our neighbors on some of
[0:36:55] Voice 18: the other islands certainly got some shocking assessment values and you know a lot of that
[0:37:00] Voice 18: is driven by this the big money that's come through Vancouver that is now leaving Vancouver
[0:37:07] Voice 18: where people are able to sell those homes in the lower mainland and it's having the effect of
[0:37:14] Voice 18: pushing prices up i spoke to the um the assessment guys in september i guess around ubcm and they
[0:37:24] Voice 18: were saying that the at that point um averages were anywhere from 25 to 40 over asking in the
[0:37:34] Voice 18: gulf islands in general
[0:37:35] Voice 7: um
[0:37:36] Voice 18: so that there's those those are forces that affect the the net that
[0:37:44] Voice 18: that Islands Trust is pulling in from taxes
[0:37:46] Voice 18: that are actually completely out of control
[0:37:48] Voice 18: of what the Islands Trust does in that project.
[0:37:52] Voice 18: So I just wanted to say like, sort of put it,
[0:37:54] Voice 18: I am learning bits about this complexity
[0:37:56] Voice 18: that I was not fully aware of before.
[0:37:59] Voice 18: And I certainly wouldn't say I've mastered it,
[0:38:01] Voice 18: but there is a lot to it, yeah.

[1:08:24] Voice 3: And, you know, one of the challenges we've had generally with notification is that if we print things at the Northern office on Gabriola and try to mail them to Lasky, we often have, I don't know, a week or more, right?

[2:32:28] Voice 3: that letter hasn't gone out yet so we're trying to get that as soon as we can um but in the meantime
[2:32:34] Voice 3: you know we have staff have followed up with Stannis we've left messages and via email and
[2:32:42] Voice 3: voicemail and haven't gotten responses to those so um that in part was why we thought we might
[2:32:49] Voice 3: go to the level of having the ldc dropped a letter so that's the update on that one um the um staff
[2:32:58] Voice 3: also followed up with um working on getting the apca referral on on the um flynnward comments so
[2:33:08] Voice 3: So there were some policies that Flynnward was uncomfortable with and essentially asked to have removed.

[2:33:22] Voice 3: and I think the recommendation was whether or not they agreed to remove those policies or in some other way amend them.
