[0:02:30] Trustee Elliott (probable): is within the traditional territory of the Coast Salish peoples of Qualicum, Sina'as, and the Tli'aman peoples

[0:02:38] Trustee Elliott (probable): peoples, on whose lands and waters the Islands Trust and Hoyete-Liskeetee Island is located.

[0:02:44] Trustee Elliott (probable): And this Liskeetee Island Local Trust Committee, as all the local trust committees in the trust

[0:02:49] Trustee Elliott (probable): area, are committed to reconciliation and the acknowledgement of Indigenous place and

[0:05:05] Voice 5: first um of course we have not had a lesquite local trust committee meeting lately so

[0:05:13] Voice 5: that is what it is um a couple of highlights from trust council uh council resolved to extend the

[0:05:21] Voice 5: current strategic plan through 2024-25 and including the new corporate planning process

[0:05:30] Voice 5: as a priority and strategic projects that support land use decision making

[0:05:38] Voice 5: that corporate planning process is still under development

[0:05:44] Voice 5: There was also a resolution to request staff to evaluate the implications of a longer referral

[0:05:52] Voice 5: response when developing a consultation with First Nations to improve communications and

[0:05:59] Voice 5: to also to engage with First Nations on how to approve the process.

[0:06:05] Voice 5: Let's see what else there is.

[0:06:07] Voice 5: There's a trust council moved ahead to amend policy 2.3.1, which includes membership for an accessibility committee as mandated by the province.

[0:06:20] Voice 5: So that is moving along. Other not exactly trust-related business, but I have some speakers coming on the 24th from the Gabriola Island Land Stewards Society.

[0:06:41] Voice 5: when they're going to do a presentation on their community land trusts and take to Q and A session.

[0:06:50] Voice 5: I know there's some interest in looking at community land trust as a multipurpose community land trust.

[0:06:58] Voice 5: And the one I thought was similar enough, I think,

[0:07:05] Voice 5: to what we might be investigating their focus on affordable and supportive housing uh local food

[0:07:12] Voice 5: production and small-scale economic development so they're a multi-purpose uh community land trust

[0:07:19] Voice 5: and we're going to have them come and and uh tell us a bit about themselves and answer some

[0:07:24] Voice 5: questions about the the mechanics of setting up and running uh community land trust

[0:07:30] Voice 7: that's it for

[0:07:37] Trustee Elliott (probable): so in the gym paper i asked people for their opinions on whether housing

[0:07:44] Trustee Elliott (probable): was a issue for them on the speedy and what they felt about it and i received a huge amount of

[0:07:51] Trustee Elliott (probable): responses that i am still going through um but i was going to kind of do a little summary here as

[0:07:56] Trustee Elliott (probable): an update so it is definitely a community concern there

[0:08:04] Trustee Elliott (probable): okay um so i've got a ton of responses and i will leave it

[0:08:25] Trustee Elliott (probable): not very local um everybody is very busy here gardening and the rain is awesome because we

[0:08:40] Trustee Elliott (probable): yeah great thank you trustees um for my chair report it has been

[0:08:47] Trustee Elliott (probable): a very busy time. I think I'll focus on just communicating. We had an executive committee

[0:08:55] Trustee Elliott (probable): and Islands Trust Conservancy liaison meeting. This is scheduled once annually, so we just had

[0:09:04] Trustee Elliott (probable): it on July 18th. We talked about a lot of the issues we have in common and how to tackle them.

[0:09:11] Trustee Elliott (probable): One of them is getting an ecologist or biologist information on staff.

[0:09:17] Trustee Elliott (probable): It's sort of been an ongoing question because as land use planners look at, you know, forward thinking development or housing, where are we going to put housing?

[0:09:28] Trustee Elliott (probable): Where is it appropriate? Having the information from the conservancy side on sort of the ecological values so that we know where not to develop.

[0:09:41] Trustee Elliott (probable): um is really important and sometimes there just isn't enough communication well the conservancy

[0:09:46] Trustee Elliott (probable): can't provide that expert knowledge because they're doing their own conservancy work so

[0:09:51] Trustee Elliott (probable): there's been a conversation for a while do we need to look at an ecosystem specialist um either on

[0:09:58] Trustee Elliott (probable): the lab use planning side or the island stress conservancy side um for that in-house biological

[0:10:04] Trustee Elliott (probable): expertise there is a continuing conversation about the request to the

[0:10:09] Trustee Elliott (probable): province to update the funding formula and that's going to be so it's a

[0:10:15] Trustee Elliott (probable): conversation between the Conservancy which really does make a strong case for

[0:10:19] Trustee Elliott (probable): the uniqueness of the stress mandate and why they might deserve a little more

[0:10:24] Trustee Elliott (probable): than the funding that has been unchanged since the mid-1990s and of interest to

[0:10:32] Trustee Elliott (probable): me that something i've been pursuing is shoreline protection and more clarification on foreshore

[0:10:38] Trustee Elliott (probable): authorities and the legislation there's very overlapping areas of authority and legislation

[0:10:45] Trustee Elliott (probable): in the foreshore and the waters and so as different communities are dealing with um say anchorages or

[0:10:53] Trustee Elliott (probable): people anchoring and living on boats or mooring boats where it's maybe not appropriate um having

[0:10:59] Trustee Elliott (probable): more clarity as HLCC considers marine conservation areas and that's going to be a question we'll look

[0:11:07] Trustee Elliott (probable): at here today and that interaction of humans in the water and the marine ecosystem. So

[0:11:17] Trustee Elliott (probable): shoreline protection is something that has been advanced and proposed that regional planning

[0:11:23] Trustee Elliott (probable): committee should potentially look at i'm on the regional planning committee and right now we're

[0:11:29] Trustee Elliott (probable): fully focused on the housing toolkits we have our meeting tomorrow you're you're on that as well

[0:11:40] Trustee Elliott (probable): right and so we're looking at this proposed toolkits it looks at 13 different tools that

[0:11:46] Trustee Elliott (probable): that each local trust committee can draw from in terms of potential LUB changes and OCP policies

[0:11:55] Trustee Elliott (probable): that you might want to include to allow for more flexibility for landowners to provide housing,

[0:12:02] Trustee Elliott (probable): because that's really where you're going to see housing supply is people sharing land or developing infrastructure that already exists.

[0:12:11] Trustee Elliott (probable): and so making those provisions in your ocp so that you can develop in that way in a way that's

[0:12:18] Trustee Elliott (probable): responsive to your community is something that we're looking at so it's a regional tool kit

[0:12:23] Trustee Elliott (probable): but each ltc would pull from it what their community might need and so it's going to be

[0:12:30] Trustee Elliott (probable): a really good discussion tomorrow we've got regional planning committee four times a year

[0:12:35] Trustee Elliott (probable): and that's going to be the bulk of it but like I said shoreline protection and water zoning

[0:12:41] Trustee Elliott (probable): authorities is probably something that I would personally like to see that we look at it in a

[0:12:47] Trustee Elliott (probable): regional way in the next couple of years so pursuing that I'll shut up because I could talk

[0:12:53] Trustee Elliott (probable): a lot about all the different things um director Andrew Ball I understood that he was going to be

[0:13:03] Trustee Elliott (probable): be zooming in today so I'm wondering if we have an electoral area director's report

[0:13:08] Trustee Elliott (probable): check the meeting room I don't see anybody in the waiting room so if director fall does come

[0:13:19] Trustee Elliott (probable): online and wants to give him give his report we could add that in at some point okay um and then

[0:13:26] Trustee Elliott (probable): 3.4 first nations report was this added because I asked for it okay it was so um something I

[0:13:35] Trustee Elliott (probable): I'd like to ask trustees what your thoughts are on is, as we consider engaging with First Nations in all of our work, I know we don't want to relegate this to a section of our agenda and just consider it there.

[0:13:53] Trustee Elliott (probable): there. But I thought I'd bring this idea forward of having a First Nations report perhaps added

[0:13:59] Trustee Elliott (probable): as a standing item on your regular agenda so that if there's any communication that

[0:14:05] Trustee Elliott (probable): does come through, it's just an opportunity that we can update the community on. For instance,

[0:14:12] Trustee Elliott (probable): we could talk about the letters of introduction that are going out. So would you like that

[0:14:17] Trustee Elliott (probable): perhaps added as a standing section? Okay, should we have a resolution of that effect?

[0:15:57] Trustee Elliott (probable): I'm very pleased to report that we, staff, have provided and we've reviewed a draft of the letters of introduction to all the First Nations in the Trust area.

[0:16:10] Trustee Elliott (probable): So for Laskiti, Sanas, Tla'amin, and, forgive me, I don't have my notes, and Kuala Lumpur.

[0:16:24] Trustee Elliott (probable): And so these letters were written to each nation and written on behalf of all the trust areas and the Islands Trust Conservancy who work in their territory.

[0:16:38] Trustee Elliott (probable): So these have just been drafted and passed through the vice chairs, and they include the Islands Trust Council's reconciliation declaration, the Islands Trust Conservancy Board's reconciliation declarations, which were attached.

[0:16:55] Trustee Elliott (probable): in particular for the Sana'a First Nation we have the protocol agreement that has been that has

[0:17:03] Trustee Elliott (probable): received approval from Alaska Trust Council although we do continue to wait for approval

[0:17:08] Trustee Elliott (probable): of the Ministry of Municipal Affairs and basically an invitation we look forward to scheduling a

[0:17:14] Trustee Elliott (probable): meeting and holding our first working group meetings together so it really just introduces

[0:17:21] Trustee Elliott (probable): your community, pictures of your local trust community trustees, and specifically talks

[0:17:28] Trustee Elliott (probable): about discussing the official community plan and land use bylaw review project, the proposed

[0:17:35] Trustee Elliott (probable): bylaw, obviously, which has not been amended or advanced since October 2021, waiting for

[0:17:43] Trustee Elliott (probable): ongoing feedback from the First Nations.

[0:17:47] Trustee Elliott (probable): So we've paused that project to respect the nation's ability to come back with comments, and we're looking forward to meeting with them.

[0:41:47] Voice 6: i believe last meeting and the meeting procedures by us makes it very obvious that

[0:41:54] Voice 6: that if the Islands Trust is going to publish any words

3.1 Trustee Reports 
Trustee Peterson reported on the following: 
 Recent Trust Council highlights include extending the Strategic Plan to 2024-25; 
working with the new corporate planning process; engaging First Nations regarding 
referral response best practices; and providing for a new Accessibility Committee as 
mandated by the Province.

 Speakers from the Gabriola Land Stewards Society are coming to Lasqueti Island on 
August 24, 2023 to present on their Community Land Trust which focuses on 
affordable housing, local food production, and small-scale economic development. 
 
Trustee Lironi reported on the following: 
 In the June 2023 edition of the local newspaper, Trustee Lironi asked locals if 
housing was an issue for them on Lasqueti. Many responses were received and will 
be summarised. 
 Attended a wildfire fighting training session. 
3.2 Chair's Report 
Chair Elliott reported on the following: 
 Attending an Executive Committee and Islands Trust Conservancy annual liaison 
meeting on July 18, 2023 at which there was discussion on having an ecosystem 
specialist on staff for better land use decision-making. 
 Reviewing shoreline protection and foreshore jurisdiction issues. 
 The Regional Planning Committee is focused on the proposed Housing Toolkit of 13 
optional tools for use by Local Trust Committees to possibly include in their Land 
Use Bylaws (LUB)s and Official Community Plans (OCP)s to give greater flexibility for 
landowners to provide extra housing. 
3.3 Electoral Area Director's Report

LA-LTC-2023-024 
It was MOVED and SECONDED, 
that the Lasqueti Island Local Trust Committee request staff to include a First Nations 
Report section in all future regular Lasqueti Island Local Trust Committee business 
meeting agendas.

letters of introduction to all First Nations in the Trust Area; and these letters should be 
going out shortly.

recently hired Robyn Kefi for the position of Senior Indigenous Relations Advisor. 
A Trustee clarified that there were 13 or 14 First Nations that have interest in the 
Lasqueti area.

Members of the public spoke on or asked the following: 
 Why has the phrase “Town Hall” been changed to “Public Comments” in the regular Local 
Trust Committee (LTC) agendas? “Town Hall” should be reinstated. 
 The comments on housing given to Trustee Lironi should be made public. 
o Trustee Lironi responded that the 12 pages of comments would be summarised into a 
cohesive document. 
o Chair Elliott added that the comments would need to go through staff and have 
identifiers redacted before being presented to the public. 
 24 hours public notification is insufficient for a Local Trust Committee (LTC) meeting. 
o Chair Elliott responded that this issue would be discussed later in the agenda. 
 Why is the longstanding OCP review project not going forward? 
 Regarding an email received from Trustee Lironi about lost stuff. 
o Trustee Lironi responded that the administrator for the Judith Fisher Centre could email 
the pertinent information. 
 Should the recent Advisory Planning Commission (APC) minutes of April 20, 2023 be struck 
from the record since there was no public notice given for the meeting? 
o Trustee Peterson responded that the Director of Legislative Services had clarified that 
since the only decision made at the APC meeting was elections, the minutes were valid. 
What is uncertain is if the APC minutes should have gone directly back to the APC and 
not been included in the current agenda. 
 Would Chair Elliott ask the planner who was present at that APC meeting why she was able 
to take on the role of chair until a new chair was elected, but not take on the role of 
secretary and provide public notification of the meeting? This task used to be taken on by 
staff in the absence of an elected APC.  
o Trustee Peterson noted that it was an oversight that notice of the APC meeting was not 
given; and he will check with Legislative Services regarding the status of the APC 
minutes. 
 Twenty four hours of notice for LTC meetings is inadequate; the LTC meetings should be 
given five days notice. 
 The most recent LTC draft minutes do not specify which LTC members, Staff, Recorder, and 
others have attended in person or electronically. This specification used to be required and 
is important for historical record. 
o Chair Elliott responded that it did not seem pertinent that a person’s presence at a 
meeting be recorded as electronic or in person. 
 The LTC budget seems inadequate for the current rate of LTC spending. 
o Chair Elliott noted that some LTCs run over budget due to unforeseen meeting 
expenses. Budgets are a proposed approximation. 
 Regarding the announcement of the Livingstone Covenant and the donors’ statement about 
mitigating climate change published in a recent Trust Conservancy press release; this 
contradicts the Islands Trust concerns with vetting information for scientific accuracy. 
o Chair Elliott responded that she believed it was the right of a donating property owner 
to make their own statements of intention with respectful non-interference by the 
Islands Trust.

protocol consequences for the Advisory Planning Commission (APC) meeting of April 20, 
2023 being held without proper public meeting notice been given, noting that the only 
decisions made at that meeting were for elections of chair, vice-chair, and secretary.

Chair Elliott noted that activity item 4. “Schedule meeting between the LA LTC and 
Snaw-naw-as First Nation to discuss OCP Bylaw No. 98,” is contained as a request in the 
introductory letter set to go out next week to Snaw-naw-as First Nation; and, that this 
answers to the member of the public who expressed concern in the “Public Comments” 
portion of the meeting regarding the very slow progress of the Lasqueti OCP Review 
Project. 
6.2 Standing Resolution for First Nations Consultation for Proposed Antenna Systems - 
Staff Report 
The Planner presented the staff report that provides analysis of the Salt Spring Island 
standing resolution on First Nations consultation for antenna systems, noting that the 
Salt Spring standing resolution addresses the First Nations engagement gap in the 
Model Cell Tower Strategy adopted by the LTC in 2021. 
 
LA-LTC-2023-027

that the Lasqueti Island Local Trust Committee adopt the following standing resolution 
with respect to First Nations consultation in accordance with the “Strategy for Antenna 
Systems” in the Local Trust Area: 
a. The proponent will consult with the Local Trust Area representative during the 
preconsultation phase to determine proximity of the proposed antenna system to 
known archaeological sites and/or areas of archaeological potential and obtain a list of 
First Nations rights and title holders; 
b. The proponent is recommended to undertake consultation during the pre-
consultation phase with the Islands Trust and a First Nations cultural knowledge holder 
for the siting of the proposed antenna system as it relates to cultural and sacred sites; 
c. The proponent will obtain and provide a BC Archaeological Information request 
response from the BC Archaeology Branch to confirm proximity of the proposed 
antenna system to known archaeological sites and/or areas of archaeological potential 
including permit requirements under the Heritage Conservation Act; 
d. The proponent will obtain and provide an Archeological Impact Assessment for 
antenna systems proposed to be sited on or within 100 metres of a known 
archaeological site of cultural/sacred site identified by a First Nations cultural 
knowledge holder; and 
e. The proponent will provide written notice – including, if applicable, the Archeological 
Impact Assessment – sent by regular mail or hand delivered to all First Nations rights 
and title holders identified during the pre-consultation phase.

8. LOCAL TRUST COMMITTEE PROJECTS 
8.1 Minor Project: Meeting Procedures Bylaw - Staff Report  
The Planner presented the staff report that updates the LTC on options for public 
notification of meeting changes to times, dates, or venues; and, timing for submissions 
of delegations’ materials, noting the following: 
 The Lasqueti Island Meeting Procedures Bylaw allows that two trustees may call a 
special meeting with forty-eight hours public notice, which conflicts with the 
standing resolution to give five days public notification. 
 Planning staff is recommending that the existing standing resolution be rescinded; 
and that the Meeting Procedures Bylaw be amended to require twenty-four hours 
public notification of LTC meetings. 
 The Meeting Procedures Bylaw minor project is left over from a time when multiple 
minor projects per LTC were allowable. 
Trustee Peterson clarified the following: 
 If one LTC member can be present at an LTC meeting, the other members may 
attend electronically; so, the venue is not changed. 
 Although Section 43 of the Meeting Procedures Bylaw says that only one trustee 
may attend electronically, Section 45 waives that requirement.  
 If a regular LTC meeting is canceled, it can be held later as a special meeting.

The LTC reviewed the letter which references the Marine Park surrounding Squitty Bay 
and the recent BC Parks Foundation purchase of property adjacent to this area. 
Trustee Peterson explained that the correspondent was asking that the additional 
protected terrestrial shoreline be considered for zoning change from Marine General 
(M2) to Marine Conservation (M1) and added to the OCP/LUB Review Project.

Trustee Lironi shared that her recent survey of the community on housing, conducted in 
the June 2023 local paper with an online version, received public responses that 
expressed concern that the population increase on Lasqueti of approximately hundred 
people, as noted in the recent census, is straining resources. 
The LTC considered that the collection of email responses received, unattached to a 
current project, can be vetted, edited, published as correspondence, and included in a 
summary report. 
12. REPORTS 
12.1 Trust Conservancy Report dated June, 2023 
Chair Elliott announced the significant new Livingstone Forest conservation covenant of 
11.35 hectares of forest and wetland on Lasqueti Island placed by longstanding 
conservation stewards Christine Ferris and Doug Hopwood.  
 
Trustee Peterson added that it was the first conservation covenant on Lasqueti Island 
done through the Islands Trust’s Natural Area Protection Tax Exemption Program 
(NAPTEP). 
Chair Elliott announced an upcoming celebration of the covenant proposed for August 
30, 2023.

Trustee Peterson expressed concern that the permitting of only one minor project and 
one major project per LTC is having the unintended consequence of unfairness to LTCs 
that do not have an expensive enough project to meet the criteria of a major project; 
thus, shorting that LTC with the resources for only one minor project that may be 
delayed for reasons beyond staff constraints.
