[0:00:02] Voice 3: okay i think we should be good okay you can go ahead okay
[0:00:32] Voice 4: um so welcome back everybody um
[0:00:34] Voice 4: to our meeting we've uh been in camera to discuss a variety of matters um and what i'd like to rise
[0:00:42] Voice 4: and report from that meeting is that there'll be a couple of motions here before we conclude
[0:00:53] Voice 4: the meeting actually but i've discussed in the meeting it's been determined that
[0:00:57] Voice 4: that we will be asking staff to bring about a summary report
[0:01:04] Voice 4: to the local trust committee regarding much island
[0:01:07] Voice 4: compliance enforcement and provide a webinar on bylaw
[0:01:14] Voice 4: enforcement associated with activities on that island.
[0:01:18] Voice 4: And the final item is that with respect
[0:01:22] Voice 4: of administrative experience complaint that we have been analyzing um with respect to um
[0:01:31] Voice 4: central holdings development permit application that um a response from the ltc be forwarded to
[0:01:39] Voice 4: the um complaint that's good all right so that's our riser report so you're gonna okay so for
[0:01:49] Voice 1: violent enforcement could we get an lpc resolution requesting the setup of the webinars yes
[0:01:56] Voice 4: um so
[0:01:57] Voice 4: that's what i want to do now before i go into the original report so i want a motion to do
[0:02:04] Voice 4: those two things uh create a help us up with the wording great webinar
[0:02:10] Voice 4: regarding
[0:02:11] Voice 4: regarding the
[0:02:12] Voice 1: bylaw enforcement issues and files on Mudge Island thank you and a bylaw enforcement
[0:02:19] Voice 1: report for the entire Gabriel Island local trust area right at a future meeting right so let's just
[0:02:27] Voice 2: see if we've got that motion um
[0:02:32] Voice 3: but staff provide a webinar regarding bylaw enforcement issues on
[0:02:39] Voice 3: on the bylaws on Mudge Island and by bylaw enforcement issues on Kittler Island.
[0:02:45] Voice 1: So the second part is providing a staff report to the Local Corruption Committee regarding
[0:02:52] Voice 1: bylaw enforcement and compliance bylaws for the Gabriel Island local drought area.
[0:02:58] Voice 1: So give me a chance to get back and then read it back.
[0:03:02] Voice 3: And that includes Mudge Island, right?
[0:03:03] Voice 1: Yes, so the same area so that we've got to break it down to Gabriel Island and Mudge
[0:03:07] Voice 1: she'll separate okay
[0:03:10] Voice 3: okay i'm sorry i'm really confused now i think there should be two or two
[0:03:15] Voice 3: separate motions a webinar regarding bylaw enforcement issues on lunch island comma
[0:03:19] Voice 3: and a staff report to the local trust committee on enforcement files and the gabriella lta yes okay
[0:03:32] Voice 3: okay um provide a webinar regarding enforcement issues on bylaws on lunch island
[0:03:40] Voice 3: and providing a staff report to the local trust committee on enforcement files on the gabriel
[0:03:46] Voice 3: island local trust area so could we have that first motion separate and then i'll be happy to
[0:03:51] Voice 3: move that first one and
[0:03:54] Voice 4: because we want something different on the side no
[0:03:56] Voice 3: no but shouldn't they
[0:03:57] Voice 3: just be separate no
[0:03:58] Voice 4: okay um if there's necessity to have discussion on individual elements of the
[0:04:04] Voice 4: motion yes but in the case of where we're likely in agreement then it just wouldn't work thank you
[0:04:13] Voice 2: so
[0:04:14] Voice 4: that's good move do i have secondary second second
[0:04:17] Voice 4: okay so is that sufficient on that front yes sir thank
[0:04:23] Voice 4: you for your help so then um i think
[0:04:27] Voice 4: the other item then to follow up from our in camera is um a motion along the lines of um
[0:04:33] Voice 4: um that after consideration the government trust committee after consideration of a complaint
[0:04:42] Voice 4: received from um that uh response be made to the complex um
[0:04:54] Voice 3: i would be very happy to
[0:04:57] Voice 3: make that motion
[0:04:58] Voice 2: that'd be awesome perfect do
[0:05:02] Voice 3: we need to describe the response or just
[0:05:04] Voice 3: think a response very good and essentially
[0:05:07] Voice 1: that's what has been drafted yeah so
[0:05:09] Voice 1: uh i think you
[0:05:11] Voice 1: should uh specify the response you're referring to if you have a something based
[0:05:17] Voice 3: on a draft what's
[0:05:19] Voice 3: the date of the letter
[0:05:20] Voice 3: 22 january 22. so
[0:05:22] Voice 4: based upon the draft of uh january 22nd 21. and then
[0:05:34] Voice 3: I mean, you didn't want to move it.
[0:05:35] Voice 3: I don't believe.
[0:05:37] Voice 3: Okay, so move by.
[0:05:39] Voice 4: I
[0:05:39] Voice 3: have no second.
[0:05:40] Voice 3: April LTC responds to the administrative governance complaint with the letter dropped in January 22nd, 2024.
[0:05:48] Voice 3: I will second that.
[0:05:51] Voice 2: Good.
[0:05:52] Voice 2: Okay, we got all those.
[0:05:54] Voice 2: Okay.
[0:05:56] Voice 4: I think that concludes our coming up cameras.
[0:05:59] Voice 4: and we finished up at section uh 12 reports um just looking through this conservancy report
[0:06:10] Voice 4: nothing on our agenda today uh application reports are there any questions for staff
[0:06:15] Voice 4: about applications on the bottom i
[0:06:20] Voice 3: think i kind of we kind of i already asked my
[0:06:22] Voice 3: action right yeah i'll
[0:06:26] Voice 4: continue to leave yeah so trustee local expense report that's for
[0:06:30] Voice 4: for information. We'll receive that. Adopted policies and standing resolutions. We'll receive
[0:06:36] Voice 4: that unless there's a potential third amendment.
[0:06:38] Voice 3: A really quick question, and this goes back to
[0:06:41] Voice 3: Magellan. One of the complainants asked me whether our standing resolution with regard to deferring
[0:06:47] Voice 3: bylaw enforcement on non-compliant housing also applies to Magellan. And I didn't think it did
[0:06:55] Voice 3: in because they have a separate and i wasn't sure right
[0:06:59] Voice 1: so chair out of an abundance of caution
[0:07:03] Voice 1: uh because i don't believe it was clear at the time the moment it was adopted it was not clear
[0:07:09] Voice 1: to me that it excluded much right so
[0:07:12] Voice 1: just that's okay
[0:07:14] Voice 1: compared to those on much yeah i said okay
[0:07:17] Voice 1: it applies to the entire gabriel local trust area right the
[0:07:20] Voice 1: ldc can certainly change that exclude
[0:07:23] Voice 1: them if you wish or make a separate resolution for much because they are covered by a separate
[0:07:28] Voice 1: landing spot yeah
[0:07:29] Voice 3: what does our exact standing resolution say because we might need to
[0:07:34] Voice 3: strengthen that otherwise i forgot i
[0:07:37] Voice 1: think it just stays gabriel i
[0:07:39] Voice 3: think it does too
[0:07:40] Voice 1: so we can seek
[0:07:42] Voice 4: advice from staff for you to amend it for our next step team
[0:07:49] Voice 4: and
[0:07:49] Voice 3: whether we want and whether we want to amend it and that's a different question consideration
[0:07:53] Voice 1: yeah and that could be incorporated with the report yeah here's review your standing resolution
[0:08:00] Voice 1: to make amendments yeah so
[0:08:01] Voice 1: you're gonna pick that
[0:08:02] Voice 4: up we don't need to go that direction no
[0:08:04] Voice 1: okay
[0:08:05] Voice 4: level call trust committee web page the website does seem to be working better which
[0:08:14] Voice 4: good news uh climate change action updates this is kind of a new item which i see popping up
[0:08:20] Voice 4: everywhere do we
[0:08:22] Voice 2: have something i don't
[0:08:24] Voice 4: know that we have anything do we i think it's
[0:08:26] Voice 4: i think it's
[0:08:27] Voice 4: a standing item that as work is underway it will be looked at but i think it's worthy of noting
[0:08:36] Voice 4: tell me if i'm wrong uh thank you by the way i didn't acknowledge you joined us this afternoon
[0:08:43] Voice 4: new we're very happy you did you did but there's two interesting things associated with the work
[0:08:49] Voice 4: of the honest trust and then we look at everything that we do now through two new lenses one being
[0:08:55] Voice 4: climate change and the other being uh first nations reconciliation so all of that is
[0:09:02] Voice 4: continuous and ongoing
[0:09:06] Voice 4: okay uh first nations relationship uh building update um can i say
[0:09:13] Voice 4: i'm gonna say we're hoping to meet with this in the name of first nation in the coming weeks um
[0:09:19] Voice 4: perhaps we'll have an opportunity for them to report to us
[0:09:28] Voice 4: Okay, we're program active projects. Anybody want to change that?
[0:09:33] Voice 2: No. Then
[0:09:34] Voice 4: let's receive that information.
[0:09:36] Voice 4: Future projects report dated February 14th. Help me out.
[0:09:41] Voice 4: There was consideration of adding adding and we did that by motion earlier.
[0:09:46] Voice 4: earlier, adding future housing short-term vacation rental
[0:09:51] Voice 4: options associated with the TUPs and so on.
[0:09:54] Voice 4: So
[0:09:54] Voice 3: the future projects, the first item
[0:09:57] Voice 3: is DeCoursey Island OCP and LEV review.
[0:10:00] Voice 3: The short-term vacation rent will just be added under that.
[0:10:03] Voice 3: It's in future.
[0:10:04] Voice 3: Yeah.
[0:10:04] Voice 2: Yeah.
[0:10:05] Voice 3: OK.
[0:10:05] Voice 3: That makes sense.
[0:10:06] Voice 3: I actually did have a question.
[0:10:08] Voice 3: There's, sorry, going back to the applications,
[0:10:12] Voice 3: I didn't realize how many open applications
[0:10:16] Voice 3: for short-term vacation rentals there are most have been referred to as in the First Nation
[0:10:23] Voice 3: um so how does that I guess staff will have some conversation about with the applicants about how
[0:10:31] Voice 3: our opting in potential could affect them in November because we don't want them to apply
[0:10:37] Voice 3: pay a fee and if they don't meet the principal residency requirement um goodbye yeah
[0:10:46] Voice 1: Through the chair, the file managers or the planners assigned to the applications will
[0:10:53] Voice 1: likely reach out to applicants to inform them and then if there's some, it will be up to
[0:11:02] Voice 1: the applicant to decide what they want to do with their application if they withdraw
[0:11:05] Voice 1: it.
[0:11:06] Voice 1: Then there will be, it will go to our fees file to see if they would be eligible for
[0:11:11] Voice 1: is for some form of refund or some portion of the feedback um they may want to proceed and
[0:11:17] Voice 1: in that case though you know they could do that um and then there's a possibility for them to
[0:11:23] Voice 1: still meet that principal real sense requirement um in those cases and they may wish to proceed
[0:11:28] Voice 3: okay that was
[0:11:33] Voice 4: all my questions good so i think that concludes that section i think our next
[0:11:40] Voice 4: meeting is uh march the 21st here here in person
[0:11:46] Voice 3: i'm actually hoping to be elsewhere uh there's an
[0:11:52] Voice 3: island indigenous food gathering on the 21st and 22nd it's in um it's rupert it's pretty far away
[0:12:01] Voice 3: but uh there's a zoom in well there yeah there's a potential so um i know there's no wiggle room
[0:12:08] Voice 3: to change the date but uh really it impacts us some food i think it would be a good opportunity
[0:12:14] Voice 3: to build a relationship so
[0:12:17] Voice 4: are we talking about that may
[0:12:20] Voice 3: be a way and but i'm i would zoom in
[0:12:23] Voice 3: without meeting potentially okay first
[0:12:26] Voice 3: um
[0:12:27] Voice 4: that sounds fine yeah
[0:12:30] Voice 2: okay unless
[0:12:32] Voice 4: and i think we should
[0:12:34] Voice 4: um continue to sustain the opportunities of public to attend the public absolutely
[0:12:39] Voice 4: okay
[0:12:40] Voice 3: so
[0:12:42] Voice 4: then that's fine um i think that concludes our business today if there's
[0:12:46] Voice 4: no further business i'd ask for adjournment i
[0:12:48] Voice 3: move to adjourn thank you
[0:12:49] Voice 4: thank you
[0:12:52] Voice 4: thank you
