[0:00:25] Voice 6: central speaking peoples the stewards of these lands and waters since time immemorial land and

[0:00:34] Voice 6: territory acknowledgements are important today because colonialism is not just a historical

[0:00:38] Voice 6: problem it's ongoing in present day it's important that we strive to do better to build meaningful

[0:00:45] Voice 6: relationships with individuals and indigenous governing bodies listen carefully and be good

[0:00:52] Voice 6: neighbors my name is tim peterson i am elected on mesquite island and i'm the chair of salt

[0:01:23] Voice 8: joining us today is earl rutt chair of the local community commission and

[0:01:31] Voice 6: regional planning manager Chris Hutton, we have plan assistant Salah Kumar, and Rob Pingle, our legislative clerk, and Lisa Millard is our meeting administrator.

[0:03:34] Voice 6: not the other members of the public or staff and vaccine i

[0:03:42] Voice 4: first of all i want to say i'm just

[0:03:45] Voice 4: speaking for myself no organization and i want to raise an issue with you about the budget and how

[0:03:53] Voice 4: it's set are you probably aware of the last couple years the budget increases have exceeded the level

[0:04:00] Voice 4: of inflation quite a bit and i think there's several reasons for this but i just want to

[0:04:06] Voice 4: raise one with you when you approve items you and all the other students when you would review items

[0:04:14] Voice 4: in the staff business case is a cost and that cost is a teeny tiny percent of the cost of this

[0:04:26] Voice 4: project because it only includes hard costs doesn't include staff so i would really think

[0:04:35] Voice 4: it'd be good to consider asking the staff to delete the staff time costs on each item

[0:04:42] Voice 4: because otherwise we're missing most of the costs and what's happening is that the trustees ask for

[0:04:50] Voice 4: project upperclassmen and then the staff come back and say well we can't do that because we have more

[0:04:56] Voice 4: staff so I think it is possible it's difficult to estimate but it's some estimate can be made

[0:05:05] Voice 4: and you can see an example of this when uh apply to apply for a grant they have to estimate fte's

[0:05:12] Voice 4: full-time staff and some estimate ought to be able to remain so that you have some idea

[0:05:21] Voice 4: what this is really going to cost and it would also be very interesting for all the projects

[0:05:30] Voice 4: if you had FTEs to add them all up

[0:05:32] Voice 4: and see if they were at all aligned

[0:05:35] Voice 4: with the number of actual staff FTEs that exist.

[0:05:39] Voice 4: Because if they're way in excess,

[0:05:41] Voice 4: obviously they can't do that.

[0:05:44] Voice 4: So I just think it's something worth considering.

[0:05:48] Voice 4: It really helped all the trustees

[0:05:51] Voice 4: to know what their projects are

[0:05:54] Voice 4: and how to budget efficiently.

[0:05:59] Voice 4: Thank you.

[0:06:00] Voice 5: Patrick can I provide some feedback on that question sure thank you thank you for raising

[0:06:07] Voice 5: that issue and I can tell you that's an issue that's been raised by trust council since I've

[0:06:13] Voice 5: been at trust council and that's some of the conversations we've had the corporate planning

[0:06:18] Voice 5: that we've been trying to bring in which will be tied to operational plans and bring all that

[0:06:25] Voice 5: together because you are absolutely right the hard cost of a project is not the delivery

[0:06:30] Voice 5: For all of the project team projects, which is like our OCP project, there is a feasibility report that the director of planning does put into that agenda package where he does talk about the hours necessary to deliver the work that's being proposed.

[0:06:49] Voice 5: So it's a bit separate, but it is addressed,

[0:06:53] Voice 5: but we are very much looking forward

[0:06:56] Voice 5: to getting the corporate planning fully implemented

[0:06:58] Voice 5: and we have full commitment from our new CAO to do that.

[0:07:03] Voice 5: I know he's already taking steps to move in that direction.

[0:07:07] Voice 5: Good observation.

[0:07:49] Voice 6: So I'm just here to do a quick presentation,

[0:07:51] Voice 6: part of a big project for us we've had a few big projects but our maxwell lake water treatment plant

[0:07:57] Voice 6: is a significant one for us that's coming to a significant turning point with a referendum

[0:08:03] coming on may for uh

[0:08:05] Voice 6: loan authorization for it so i'd like to um just go over it quickly this

[0:08:10] Voice 6: is a presentation that was just in our public open houses we've had in february and march we

[0:08:15] Voice 6: talked about this project in the fall as well and so i just thought i'd go through this quickly i

[0:08:20] Voice 6: want to take a lot of your time i just want to make some key points and just try to come here

[0:08:25] Voice 6: as part of also coming to the crd lcc next week as well so my apologies for all for having them

[0:08:31] Voice 6: here there's twice um and also going to be meeting with the fire department uh as well and present

[0:08:36] Voice 6: with them and we just want to make sure uh everybody's aware that we're really you know

[0:08:40] Voice 6: looking for support on the positive over here between the board and staff we've put a lot of

[0:08:46] Voice 6: time and effort into this over the last three four years uh consultant's time and really try

[0:08:52] Voice 6: to come up with similar to our moratorium approach threading the

[0:08:56] Voice 6: needle trying to find the right

[0:08:57] Voice 6: balance between building a plant that makes sense for the long term but also needs financial

[0:09:02] Voice 6: challenges as well so i'm going to go through some of the financial pieces as well so next

[0:09:09] Voice 6: Excellent. Thanks. So this is a rendering as part of actually an application. I'll talk about a grant that we applied for, but they requested to have this type of drawing. So this just

[0:09:22] Voice 6: shows Maxwell Lake is something that has a fence generally around

[0:09:25] Voice 6: it along Maxwell Road. So not everybody's used to seeing what it looks like, but that's the location at the top end of the picture there. That's actually where our earth dam is. And that's, and then the intake is, is the

[0:09:41] Voice 6: sort of lighter blue piece that goes up into the plant and then you'll see those yellow rows that

[0:09:48] Voice 6: I'll describe as well but those are essentially settling ponds after the treatment process so

[0:09:54] Voice 6: I'll get into more of a design here in the following pictures next slide please

[0:09:57] Voice 6: as well so yeah essentially water comes up from the lake at the at the dock like structure you

[0:10:11] Voice 6: see there except that's the intake structure goes up to the plant and primarily when this plant does

[0:10:17] Voice 6: to put in really simple terms it's a big filter takes the organics out what we've had to do with

[0:10:23] Voice 6: the organics at our saint mary plant is typically treat that water take the organics that get

[0:10:28] Voice 6: filtered out and then we take them to places like burgoyne bay for treatments to get the

[0:10:32] Voice 6: the liquid gets disposed of there and it's essentially organic material the majority of

[0:10:38] Voice 6: of this kind material but for this design what we did was those things those are not swimming

[0:10:44] Voice 6: lanes up at the top there they look quite shimmery but they're actually going to be

[0:10:48] Voice 6: settling ponds for the material the organic material so when they settle out we'll be able

[0:10:52] Voice 6: to use that material again we're hopeful that we're actually going to be able to use it for

[0:10:56] Voice 6: material that can be used on the island to actually material for agriculture afterwards so

[0:11:02] and then we're debating okay so does it make sense for us then to take our material from

[0:11:06] from St. Mary

[0:11:06] Voice 6: plant to this as well,

[0:11:08] Voice 6: but we're sorting out the details on that too.

[0:11:10] Voice 6: So this

[0:11:11] Voice 8: is essentially what it looks like though.

[0:11:12] Voice 8: It's not

[0:11:12] Voice 6: too exciting a water treatment plant,

[0:11:14] Voice 6: but we thought it was important to give people a sense

[0:11:17] Voice 6: of what a rendering would look like.

[0:11:18] Voice 6: So next slide please.

[0:11:25] Voice 6: So the main goals of building this plant,

[0:11:29] Voice 6: like right now it's a very simple system.

[0:11:31] Voice 6: There's a chlorine treatment up there

[0:11:33] Voice 6: and that's what St. Mary was like as well.

[0:11:36] Voice 6: But we've been band-aided by Island Health to promise

[0:11:38] Voice 6: province essentially to put in a new piece new treatment and it's an upgrade from coordination

[0:11:43] Voice 6: so um and this 4-3-2-1 surface water objective this is a standard objective that a lot of smaller

[0:11:51] Voice 6: systems across the province that the province wants us all to meet so that's a form of just

[0:11:55] Voice 6: it's a layer of four different types of treatments at the end of the day

[0:11:59] Voice 6: but right now the chlorination is the key uh treatment up at maxwell simple building that's

[0:12:06] Voice 6: up there just the box that we have to add chlorine but the big difference in what we're trying to do

[0:12:12] Voice 6: with improving the quality is when you remove the organics there's less surface material surface

[0:12:19] Voice 6: area for the chlorine to attach to for the long term so the chlorine stays longer in the system

[0:12:25] Voice 6: so then we have some issues with some exceedances with residuals of chlorine on the Maxwell side

[0:12:30] Voice 6: the St. Mary's sign

[0:12:31] Voice 6: we put in the plant it's filtered out a lot of organics so we've reduced

[0:12:35] Voice 6: our chlorine levels and the leftover chlorine residuals we call it are removed from the system

[0:12:40] Voice 6: as well so sorry not completely removed nothing's ever complete but it's greatly reduced so um so

[0:12:47] Voice 6: and part of the design as well also was allow for this future water supply so we've done all

[0:12:52] Voice 6: this work on the moratorium and looking at future supply with raising the weir connecting the two

[0:12:58] Voice 6: systems together and making sure the design of this plant there's actually an increase in the

[0:13:02] Voice 6: capacity of the design of this plant to make sure that we do we can't treat enough water if we won't

[0:13:08] Voice 6: have the ability to have more capacity on our system in the future so these have all been

[0:13:12] Voice 6: coordinated and aligned together so um there is some power things we were able to minimize as

[0:13:18] Voice 6: well we are going to have to have a really large phase three hydro system up there initially for

[0:13:23] Voice 6: expensive power system and we were able to avoid that with some design changes and i mentioned the

[0:13:29] Voice 6: waste of disposal costs as well so may is the big date for the loan authorization so we're asking

[0:13:34] Voice 6: for 11.7 million dollars for the rate payers to be able to authorize that loan um we don't get us

[0:13:40] Voice 6: loans like most places do through the municipal finance authority we go to the royal bank for

[0:13:46] Voice 6: this one and that's same with the other one so we don't get the best rate so even more pressure is

[0:13:50] Voice 6: on us to try to make sure that we do the most we can to reduce costs because we're not always

[0:13:55] Voice 6: getting the best rates so uh next slide please uh we've presented this and i think you've probably

[0:14:04] Voice 6: seen this but i've just been mentioning how this fits into the big picture as well so i've

[0:14:08] Voice 6: mentioned our other infrastructure projects we're looking at all these system improvements to work

[0:14:13] Voice 6: towards 2027 and then reassessing the system in the same way i'm looking to see what our capacity

[0:14:18] Voice 6: is like then so uh next slide please uh was there one before there i don't probably find this

[0:14:34] Voice 6: that's okay that's a more detailed design um yeah so this is available on our website too so you can

[0:14:41] Voice 6: look at these details um but essentially one of the key things to highlight is that the plan cost

[0:14:46] Voice 6: currently is 12.7 million plus contingency costs you know the volatility that's going on right now

[0:14:52] Voice 6: financially we're really trying to work with our consultants and where this pricing is going to go

[0:14:57] Voice 6: at the end of the day but if we get approved for 11.7 million from the rate payers we have to work

[0:15:02] Voice 6: with that amount of money we can't increase it we have to figure out another way if we have another

[0:15:07] Voice 6: one of the options is to apply for this grant that we've looked into as well i'll mention that later

[0:15:12] Voice 6: on but just this third paragraph there talks about the capacity being increased to 46 liters a second

[0:15:20] Voice 6: so that just allows us for what the original design was this allows us for to be able to treat

[0:15:26] Voice 6: more water if we want to expand our system health growth one of the big issues for us is that our

[0:15:31] Voice 6: our demand is really low in the winter and really high in the summertime.

[0:15:35] Voice 6: So being able to treat water at different volumes, high and low,

[0:15:39] Voice 6: is one of the reasons why we go with this type of technology and supply.

[0:15:44] Voice 6: So I talked about the other things there.

[0:15:47] Voice 6: So next slide, please.

[0:15:53] Voice 6: This was our process.

[0:15:54] Voice 6: So we were at the public engagement part,

[0:15:56] Voice 6: and we're getting into the loan authorization portion there,

[0:16:00] Voice 6: and then tendering and construction, which started the summer or fall of this year.

[0:16:04] Voice 6: and we are aiming for winter of the end of 2026 to have the plant completed that would be like

[0:16:10] Voice 6: coming very quickly so a bit

[0:16:13] Voice 7: of ambitious schedule

[0:16:14] Voice 6: but that's how we tend to operate so we'll see if

[0:16:16] Voice 6: we actually hopefully that works if a referendum passes we should be able to achieve that timeline

[0:16:22] Voice 6: next slide please um this just shows the full schedule and all the pieces that we're doing

[0:16:29] Voice 6: there's all the permitting and the one thing that's been an important part of this is our

[0:16:33] Voice 6: our indigenous communities and putting it out

[0:16:36] Voice 6: as part of sort of two processes.

[0:16:38] Voice 6: One is the standard heritage permit process

[0:16:41] Voice 6: that we follow with the province,

[0:16:43] Voice 6: which really just scans the area.

[0:16:45] Voice 6: And we've worked with three first nations

[0:16:47] Voice 6: to do their assessments of the area

[0:16:50] Voice 1: and take samples.

[0:16:52] Voice 6: And, but we also have

[0:16:54] Voice 6: our, we're following protocols,

[0:16:55] Voice 6: working with those three nations

[0:16:57] Voice 6: that offer more information than just the typical

[0:17:00] Voice 6: information so we understand the whole project.

[0:17:02] Voice 6: So, yeah, so like you see with my name there for the end of 2026.

[0:17:10] Voice 6: Next slide, please.

[0:17:12] Voice 6: This just shows that there's a bunch of permitting involved, just to show you all the different components.

[0:17:17] Voice 6: So we can pass by this one unless there's any questions.

[0:17:21] Voice 6: Our funding strategy.

[0:17:24] Voice 6: So this is the one that we've provided two options here.

[0:17:27] Voice 6: So we were really excited when we saw a grant opportunity as an improvement district.

[0:17:32] Voice 6: If you know the issue we've talked about many times, we don't get to apply for grants.

[0:17:36] Voice 6: So for the first time in a very long time, none of our staff had applied for grants before in the district.

[0:17:42] Voice 6: So we applied for this federal grant for this CHIF funding, the Canadian Housing Infrastructure Grant.

[0:17:48] Voice 6: So that's built into option two.

[0:17:50] Voice 6: So it was really quite a good time for us after doing all the moratorium review and the supply studies and the climate change impacts.

[0:17:59] Voice 6: And all that

[0:17:59] Voice 1: work actually fed really nicely

[0:18:01] Voice 6: into this grant application.

[0:18:03] Voice 6: And the difference with this one is that it was a direct stream funding application that

[0:18:08] Voice 6: was announced prior to the main one that I think like CRD and other municipalities are

[0:18:12] Voice 6: going to be applying for looking into looking at options for that.

[0:18:15] Voice 6: That big pot that's for all municipalities across Canada is $6 billion.

[0:18:20] Voice 6: The pot for direct stream was $1 billion.

[0:18:22] Voice 6: So we're hopeful that probably one of those unique situations that we can get in there.

[0:18:27] Voice 6: One of the challenges, of course, is that the election came up, the federal election

[0:18:30] Voice 6: and everything shuts down.

[0:18:32] Voice 6: we'd love to be hearing the results of the grant application before the referendum

[0:18:36] Voice 6: i don't think we're going to hit that sweet spot before may 8th but we're still making sure that

[0:18:42] Voice 6: people understand we're trying everything we can to reduce the cost of this plan so the impacts

[0:18:47] Voice 6: that this would have just about how it's being paid for this loan once we get the loan um what

[0:18:54] Voice 6: we've anticipated is that with the overall per house on average 400 is the increase but we've

[0:19:00] Voice 6: already the board has already approved integration into our budget so our parcel taxes have gone up

[0:19:05] Voice 6: starting in 2023 by 80 dollars originally and went up to 120 was added 100 was added this year

[0:19:12] Voice 6: and 100 will be added next year that funds gradually you know reduces the impact gives

[0:19:19] Voice 6: some time for people to adjust those increases however if we get this chip grant that would

[0:19:25] Voice 6: eliminate the next the 100 increase next year for sure and likely be able to reduce some of

[0:19:30] Voice 6: our taxes as well like some of our utility rate increases that we have scheduled we reduce those

[0:19:38] Voice 6: for next year so yeah we have some moving information a little bit when it comes to how

[0:19:43] Voice 6: we're actually going to fund this but we get through this positive vote for the for the

[0:19:48] Voice 6: Maxwell Treatment Plant loan, then we'll then try to work the best we can with this situation.

[0:19:55] Voice 6: Yeah, we're really

[0:19:55] Voice 6: concerned about the increasing costs, just the way that the market is in the

[0:19:58] Voice 6: world. It might be good to wait a little bit, you know, even after we get the loan, just to wait and

[0:20:02] Voice 6: see if things might settle down. It doesn't feel like that every morning when we look at the news,

[0:20:07] Voice 6: but we'd like to make sure that, you know, when it comes to it, this is just so much uncertainty

[0:20:11] Voice 6: for all the suppliers down the chain when it comes to parts for this plant. They're just putting in

[0:20:16] Voice 6: buffers just to be cautious they're not sure what's happening so um so we'll still be very

[0:20:21] Voice 6: cautious in our approaches um any questions about our funding strategy there it's sort of the

[0:20:27] Voice 6: number one is the straightforward plan without a grant and number two is okay

[0:20:35] Voice 6: and i just explained that in detail so there's the more detailed version

[0:20:40] Voice 6: where things um there's one piece there that there's cec revenues listed on there and that

[0:20:45] Voice 6: That is new for us as well because we have our moratorium.

[0:20:48] Voice 6: If we have this limited 300 short-term available units,

[0:20:53] Voice 6: that produces revenue for us,

[0:20:55] Voice 6: which we haven't had for 10 years.

[0:20:57] Voice 6: We don't get income from new connections.

[0:20:59] Voice 6: We've had 10 years with no new connections.

[0:21:01] Voice 6: So this is the benefit of having some new connections

[0:21:04] Voice 6: that provides revenue for the infrastructure

[0:21:06] Voice 6: for local systems.

[0:21:07] Voice 6: So next slide, please.

[0:21:11] Voice 6: And this is a list of some of the other things

[0:21:13] Voice 6: that we're doing on the island.

[0:21:14] Voice 6: And so we just added it in from around our system.

[0:21:19] Voice 6: But yeah, the one thing is our,

[0:21:21] Voice 6: we've now got a rebate program for water conservation

[0:21:24] Voice 6: down the bottom there,

[0:21:25] Voice 6: which is similar to what the CRE was offering for.

[0:21:28] Voice 6: And we weren't included in that original.

[0:21:30] Voice 6: So now we've added money to sort of the same program

[0:21:32] Voice 6: that TSS is running now available to our rebates

[0:21:35] Voice 6: for water conservation.

[0:21:38] Voice 6: I think that's the next slide.

[0:21:41] Voice 6: That's it.

[0:21:59] Voice 6: every name on the title gets a vote and uh may 8th we actually have our agm where you can come

[0:22:04] Voice 6: and vote in person as well so our board is really keen to make sure that everybody has all the

[0:22:09] Voice 6: information to give us a positive

[0:22:11] Voice 6: vote to be able to move the system forward.

[0:23:12] Voice 5: going into the future that serve the island

[0:24:05] Voice 5: goodness. Busy drift with this week. I see that Steve Wright from South Pender is

[0:24:13] Voice 5: continuing to challenge me because I talk about housing a diverse island community on

[0:24:18] Voice 5: Salt Spring. Last term in 2021, when he was a trustee, he proposed removing part five of the

[0:24:25] Voice 5: the sustainable communities from the policy statement.

[0:24:29] Voice 5: Instead, Trust Council affirmed its understanding

[0:24:31] Voice 5: that the mandate of the trust includes the concept

[0:24:34] Voice 5: and the protection of healthy and inclusive communities,

[0:24:37] Voice 5: including but not limited housing.

[0:24:40] Voice 5: It went further to request that the new trust policy

[0:24:42] Voice 5: statement include policy related to sustainable communities

[0:24:45] Voice 5: and affordable housing.

[0:24:47] Voice 5: That was the will of Trust Council, not little old me.

[0:24:53] Voice 5: Now he wants you to think that I censored

[0:24:55] Voice 5: the complete communities assessment report did he compare the versions the data and the mapping

[0:25:01] Voice 5: did not change the proposed scenarios scenario did not change the ltc had endorsed a detailed

[0:25:09] Voice 5: public engagement plan that was based on equitable engagement and it included first nations engagement

[0:25:14] Voice 5: as well as extensive community

[0:25:16] Voice 7: engagement however

[0:25:18] Voice 5: just a survey that 300 people responded to

[0:25:21] Voice 5: and two open houses that only 50 people attended were conducted.

[0:25:25] Voice 5: Wrapped scenarios were handed out at the second open house,

[0:25:28] Voice 5: but no feedback was collected on the scenarios.

[0:25:31] Voice 5: The report had made it sound like extensive engagement occurred on the scenarios,

[0:25:37] Voice 5: and there was none, and there was also no First Nations engagement.

[0:25:41] Voice 5: We ask that the report be clear on the engagement that occurred

[0:25:45] Voice 5: and to present the information accurately.

[0:25:48] Voice 5: I'd

[0:25:49] Voice 1: like to remind

[0:25:49] Voice 5: Steve and others that last term Trust Council also affirmed its understanding that the preservation and protection of the natural, terrestrial, and marine environment is central to the mandate of the Islands Trust, and that this responsibility must be given special and profound consideration in all our decisions and in all we do.

[0:26:10] Voice 5: These are not competing things. We must do land use planning with an aim of creating a healthy community that lives in harmony with the natural environment.

[0:26:19] Voice 5: And a couple of things on the original mandate conversation that folks need to go back and do some reading there, too.

[0:26:30] Voice 5: I want to look at the Hansard.

[0:26:32] Voice 5: The Hansard from 1973 that brought forward the Islands Trust.

[0:26:36] Voice 5: Its recommendations were clear.

[0:26:39] Voice 5: Environment is important.

[0:26:40] Voice 5: But it also talked about the necessity to do this work in the best interests of the islands and their residents.

[0:26:48] Voice 5: in due regard to the broader

[0:26:50] Voice 5: province. It talks about

[0:26:52] Voice 5: a coordinating entity to bring

[0:26:53] Voice 5: all of these things together,

[0:26:55] Voice 5: not just environmental protection,

[0:26:58] Voice 5: but our roads, our ferries,

[0:27:00] Voice 5: parks,

[0:27:02] Voice 5: work with regional districts, citizen groups,

[0:27:04] Voice 5: and envision a full cooperative

[0:27:06] Voice 5: body. The first

[0:27:08] Voice 5: policy from 1975,

[0:27:10] Voice 5: 1975,

[0:27:12] Voice 5: policy of the Islands Trust.

[0:27:14] Voice 5: Of course, it had protection

[0:27:16] Voice 5: of the environment. But it also said recognition that the islands are first of all an existing

[0:27:22] Voice 5: community of people and the welfare of those people and those who will join them and come

[0:27:28] Voice 5: after them must always be a primary concern of the trust. So once again, I'll reaffirm

[0:27:39] Voice 5: that the upcoming OCP landings bylaw project that we want to hear

[0:27:44] Voice 5: all your voices. We want

[0:27:48] Voice 5: modifying consensus both within the community and with First Nations, whose unceded territory

[0:27:54] Voice 5: we're off to find.

[0:27:57] Voice 5: So I just really, for those that are spreading fear that we're going to somehow ram some

[0:28:03] Voice 5: unsavory things past you, I'd like to quote Chrystia Freeland, who recently was talking

[0:28:10] Voice 5: about the tariffs.

[0:28:11] Voice 5: She said, guys, just cut it out.

[0:28:13] Voice 5: Just stop it.

[0:28:16] Voice 5: let's work on this project and work on it as a community all together please okay now on the

[0:28:23] Voice 5: meeting front um i do have some exciting news um islands trust has been working on trying to find

[0:28:30] Voice 5: a path forward for permitting tiny homes on wheels i'm on the steering committee of that project uh

[0:28:36] Voice 5: and we also have four other regional districts on that steering committee a technical panel

[0:28:41] Voice 5: recently worked they came up with a path forward that paper was just delivered to

[0:28:46] Voice 5: us last week it's being delivered this weekend at the ABI CC and it looks like

[0:28:51] Voice 5: regional district in Nanaimo will be the first to really move it putting the

[0:28:54] Voice 5: solution into play so this is about new newly constructed tiny homes on wheels

[0:29:03] Voice 5: that are built to a manufactured home standard and it looks like they have a

[0:29:07] Voice 5: path the crd staff are in that circle of communications dealing with the ones that

[0:29:13] Voice 5: already exist is a separate separate path but there there's there's potential path forward

[0:29:18] Voice 5: on addressing those as well so this has been a big step to find a path to get

[0:29:24] Voice 5: permitted structures that are tiny homes on wheels um this um this week the salzburg foundation

[0:29:33] Voice 5: gathered a funders table to talk about

[0:29:37] Voice 5: ISRA's King's Lane housing project

[0:29:39] Voice 5: and to seek ideas to raise money

[0:29:41] Voice 5: for this 50-minute rental property.

[0:29:44] Voice 5: So it's good to see the community coming together

[0:29:46] Voice 5: to find ways to get that project over the finish line.

[0:29:52] Voice 5: CAO Brownie and I met with Rob Botterall last week,

[0:29:55] Voice 5: and Rob has pledged to meet regularly with us going forward.

[0:30:00] Voice 5: In my Chair of Trust Council role, I chaired the executive meeting along with the Gambier and Gabriola Trust Committees.

[0:30:08] Voice 5: Both have OCP projects, so I get to see a lot of OCP projects moving forward.

[0:30:13] Voice 5: And I toured Keats and Gambier Islands, which were very different than the Southern Gulf Islands.

[0:30:18] Voice 5: They're really recreational-based islands.

[0:30:22] Voice 5: I attended the Trust Program Committee, which made good progress on the Trust Policy Statement.

[0:30:28] Voice 5: governance committee this week as well as the ceo performance and evaluation committee and that's

[0:30:33] Voice 5: my report thank

[0:30:35] Voice 6: you trustee patrick um for my

[0:30:36] Voice 8: chair's report uh just patrick has covered part

[0:30:39] Voice 8: of what i was going to say um but uh of interest um

[0:30:45] Voice 6: our uh our finance department this year was

[0:30:50] Voice 6: able to get some figures from the province that we haven't had access to uh uh in past years

[0:30:56] Voice 6: and so those figures show that the average value of a property in the island's trust area is

[0:31:02] Voice 6: currently 825 784 dollars and the tax increase that trust council approved on that average

[0:31:16] Voice 6: property would amount to 32 a year which would bring the taxes for the island's trust portion

[0:31:24] Voice 6: of the tax bill up to 424 a year for that average property of course bc assessments uh slightly

[0:31:31] Voice 6: arcane system means that averages don't always work out exactly the same on individual properties

[0:31:37] Voice 6: but it's the first time we've had that access to those provincial figures to be able to show

[0:31:43] Voice 6: what the increase means for the average property so i just share that information i find that

[0:31:48] Voice 6: interesting um trustee patrick uh mentioned the uh the work of the policy statement has been uh

[0:31:58] Voice 6: transferred from committee of the whole to the trust programs committee

[0:32:02] Voice 6: and her capacity as chair of trust council she's appointed new members to join that committee

[0:32:07] and uh we have uh made good progress so far and

[0:32:11] Voice 6: i i believe that we are on track to uh

[0:32:14] Voice 6: to get the draft back to Committee of the Whole

[0:32:21] Voice 6: and on to Trust Council, hopefully in June.

[0:32:26] Voice 6: And also mentioned the CAO Performance Evaluation Committee.

[0:32:32] Voice 6: Sort of colloquially, it seems that the CAO is fitting in well

[0:32:36] Voice 6: and getting up to speed on the various moving parts of the organization.

[0:32:42] Voice 6: and I'm hearing all good things, which is great news.

[0:32:48] Voice 6: Also coming up in the Committee of the Whole being a relatively new tool

[0:32:54] Voice 6: for Trust Council, we are planning an examination

[0:33:00] Voice 6: of the 2022 governance report.

[0:33:03] Voice 6: As mentioned, the governance committee met yesterday to prepare

[0:33:10] Voice 6: for getting that in front of committee the whole be the first time that trust council has

[0:33:15] Voice 6: actually considered all the recommendations of that report in in a deeper dive um and another

[0:33:23] Voice 6: thing that will be coming up is uh reviewing uh potential new code of conduct policy

[0:33:30] Voice 6: and yes and finally uh association of anticoagulants communities convention is starting

[0:33:36] Voice 6: on Friday. I will also be attending as well as Justice Patrick, Vice-Chair Elliott, and our CAO.

[0:33:48] And looking forward to that, I'll be presenting on

[0:33:53] Voice 6: behalf of Ad Hoc Group,

[0:33:56] Voice 6: local vendors for mental health. And hopefully we have a productive time there and have some

[0:34:03] Voice 6: opportunity to do some networking with our colleagues and grab the ear of any provincial

[0:34:10] Voice 6: authorities we happen to happen to happen upon so with that then uh over to the uh lcc director

[0:34:35] we hope to have a consultant online this month

[0:34:40] for helping us to put together

[0:34:46] Voice 6: And this we're working closely with North Salisbury Power,

[0:34:50] Voice 6: we're working closely with the local press committee

[0:34:52] Voice 6: to try and put out an updated strategy

[0:34:56] Voice 6: that is comprehensive and has buy-in

[0:34:58] Voice 6: from all of the local government bodies

[0:35:01] Voice 6: that have a say in unsolved spray deaths.

[0:35:04] We

[0:35:06] Voice 6: should have that process underway,

[0:35:09] Voice 6: hopefully by the end of this month.

[0:35:12] Voice 6: We are also working to get expressions of interest

[0:35:15] Voice 6: from the community for use of the Phoenix school property,

[0:35:18] Voice 6: which we have acquired by lease from school districts before.

[0:35:22] We're looking at ways to maximize that

[0:35:25] Voice 6: property

[0:35:27] Voice 6: both over the short term while we're using it,

[0:35:30] Voice 6: part of it temporarily for our staff,

[0:35:35] Voice 6: but also we are also beginning diligence on the Danties Fire Hall completion of the new fire

[0:35:46] Voice 6: hall building that we're getting a professional architectural survey of the facility to let us

[0:35:52] Voice 6: know just what we're dealing with in terms of deferred maintenance and other issues to let us

[0:35:56] Voice 6: know what we can do with the property as it is and what the options are moving forward so that's

[0:36:05] Voice 6: That's another thing that's coming along.

[0:36:09] Voice 6: Tonight at our regular evening meeting,

[0:36:11] Voice 6: we'll be hosting a round table of concerns

[0:36:14] Voice 6: related to the energy smart.

[0:38:01] Voice 6: the processes decide without our participation work for us and for the community in the more open

[0:56:20] Voice 6: thereby eliminating the possibility for them

[0:56:34] Voice 6: we do have a few of them that have been in existence

[0:56:48] Voice 6: language contracts we have to my knowledge have have an active rezoning application um and they

[0:56:54] Voice 6: are they're a little bit complicated because of the way that covenants versus bylaws are structured

[0:56:58] Voice 6: they do take time and they are not something that um you know i think partly it's fair to say that

[0:57:05] for most property owners doing a land use project and there's really no future benefit you know you

[0:57:13] just continue and what you've got it's

[0:57:18] Voice 6: to uh to follow up on a lot and uh and work with those those owners uh bring them into compliance
