[0:04:53] Voice 8: um thank you um not much report uh but the fetus local trust
[0:04:59] Voice 8: committee um at our last meeting there were a couple members of the community who presented
[0:05:05] Voice 8: from the climate action group and they followed up and asked um for if i would perhaps come to
[0:05:15] Voice 8: to the island for the water,
[0:05:18] Voice 8: a water week that they're doing, or a weekend, sorry.
[0:05:22] Voice 8: I'm just getting up to speed on this.
[0:05:24] Voice 8: Late July with an update
[0:05:26] Voice 8: from the Gabriela Water Footprint Project.
[0:05:30] Voice 8: They mentioned it at Thetis
[0:05:31] Voice 8: and so they're excited about that.
[0:05:33] Voice 8: And they've got some water specialists
[0:05:35] Voice 8: that are interested in how the mapping
[0:05:38] Voice 8: is gonna translate into land use planning
[0:05:41] Voice 8: and how community water networks could be set up.
[0:05:43] Voice 8: So we're working with William Shoba on that.
[0:05:48] Voice 8: That might go there at the end of July.
[0:05:50] Voice 8: Some cross-island sharing.
[0:05:54] Voice 8: Wonderful.

[0:05:57] Voice 4: I would just note that the Salt Spring Local Trust Committee agreed to prioritize rezoning of the property for the Gulf Island Seniors Residence Association project.
[0:06:10] Voice 4: project. It's now focused on wider affordable housing needs instead of strictly senior housing,
[0:06:17] Voice 4: recognizing the reality here on Salt Spring and also looking at potentially expanding
[0:06:23] Voice 4: the services at the adjoining medical facility. We had Linda Adams representing the group
[0:06:34] Voice 4: group and delegation and I believe unanimous for certain that this is a worthy project
[0:06:44] Voice 4: and needs to go ahead expeditiously, nice and short.
[0:06:51] Trustee Patrick: I was going to add for Salt Spring that we were able to announce as well that the consulting
[0:06:56] Trustee Patrick: team had been contracted and the project has finally started and the press release, but
[0:07:03] Trustee Patrick: but a release out to the subscription went out this week.
[0:07:06] Trustee Patrick: So that was all good news.

[0:07:52] Voice 8: No updates except to say that, of course, it's the 35th anniversary and shared overall is going to be presented to Trust Council.
[0:08:01] Voice 8: but remind me is it tonight or tomorrow okay so that'll be really interesting i know she's
[0:08:07] Voice 8: enthusiastic about that okay well thank you i'll
[0:08:11] Voice 4: just add that uh chair govoreau's uh been invited
[0:08:14] Voice 4: to um present at the salt spring uh meeting in july and she spoke at the june i know but she's
[0:08:22] Voice 4: been invited to come back um for the july one and uh i thought you'd been copied on those emails
[0:08:29] Voice 4: else. Maybe not. And also to the July 4th Hornby meeting as well. And of course, the
[0:08:38] Voice 4: Galeano meeting, she's always there. So she can always add a little bit of context, but
[0:08:43] Voice 4: actually talking to Conservancy former chair yesterday, Reese Smith, highlighting that
[0:08:51] Voice 4: it's actually, you know, rather than just receiving these reports, as we often do, especially
[0:08:56] Voice 4: at LTCs, it's nice when there's someone there not only to present but also to answer questions.

[0:09:04] Voice 4: helps highlight the good work of the Conservancy that we're not always
[0:09:08] Voice 4: necessarily fully aware of.
[0:09:10] Voice 8: And actually I should actually to articulate or to share about the good
[0:09:14] Voice 8: news of the Conservancy, forgive me I forgot, last Wednesday we had a celebration on Gabriela Island
[0:09:21] Voice 8: celebrating the Coons Naptep Covenant
[0:09:24] Voice 8: securement. So I was there with Trustee Yates,
[0:09:28] Voice 8: there were several staff, Catherine Martel, and
[0:09:32] Voice 8: really it was just a lovely coming together. We got to see the land.
[0:09:38] Voice 8: It's quite a special story
[0:09:40] Voice 8: of stewardship over 23 years. It had been basically
[0:09:44] Voice 8: a devastated mining area. It had been used for
[0:09:48] Voice 8: gravel quarrying and um so when the owner yarrow coons purchased it 23 years ago um these pools
[0:09:57] Voice 8: had formed and there and what captivated her was these newts and there's just so many newts
[0:10:04] Voice 8: swimming around in the pools and the alders had come back and it was re-greening and so in about
[0:10:09] Voice 8: 23 years the the land is sort of repairing itself and so it was a really good example of
[0:10:15] Voice 8: of stewardship and action and a really good theme that celebration so thanks for letting me share

[0:10:27] Trustee Patrick: moving on then to item eight which is preparation for trust council meeting eight one
[0:10:32] Trustee Patrick: one is updated uh resolutions without meeting report does this need to be forwarded to trust

[0:10:46] Trustee Patrick: We also had the revised delegation

[0:11:23] Voice 4: will be compensated for attendance at special trust council meeting so never heard of that

[0:11:35] Voice 6: that is because it's not it's not committee of the whole it's an actual special trust council meeting
[0:11:40] Voice 6: meeting and so it counts as the same way a regular Trust Council meeting okay

[0:11:48] Voice 4: compensation I mean we don't generally get extra compensation for a regular Trust Council meeting
[0:11:53] Voice 4: it just it sounds like there's going to be specific compensation and maybe it just needs reworded
[0:12:01] Voice 4: because that's what kind of what it looks like to me please
[0:12:04] Trustee Patrick: go ahead hi

[0:12:16] Voice 7: Trustees receive what's called a base remuneration
[0:12:19] Voice 7: for trust council participation and the work of that body.
[0:12:23] Voice 7: There is no additional compensation
[0:12:25] Voice 7: for trust council meetings specifically.
[0:12:28] Voice 7: Currently there's no additional compensation
[0:12:29] Voice 7: for community level meetings or special council meetings
[0:12:32] Voice 7: or anything of that nature.
[0:12:33] Voice 7: So if we need to amend that wording, we can do so.
[0:12:38] Voice 4: Yeah, I would just recommend that perhaps
[0:12:40] Voice 4: that sentence can be removed.
[0:12:42] Voice 4: it does tend to suggest something that's not really

[0:13:46] Voice 6: We just need to have a final decision today so that we're able to complete any submissions for those requests in time for the July 2nd deadline.

[0:14:01] Voice 5: Just questioning, we're in a unique situation in Victoria.
[0:14:08] Voice 5: where to me ministers and ministry staff are available year-round and and we get a very very
[0:14:17] Voice 5: small sound bite at ubcm that gets sometimes perhaps lost in the other 300 people trying
[0:14:24] Voice 5: to talk to the minister and solicit and just wanting strategically speaking if we're just
[0:14:30] Voice 5: not better off year-round doing the request for meetings of staff or ministers
[0:14:36] Voice 5: in our backyard rather than trying to cram it
[0:14:39] Voice 5: into a UBCM opportunity,
[0:14:42] Voice 5: especially if not everybody's going to be attending.
[0:14:45] Voice 5: I just, I don't see the leveraged advantage
[0:14:50] Voice 5: of asking for these meetings at UBCM for us
[0:14:54] Voice 5: because we have this access all the time.
[0:14:58] Voice 5: So I just ask staff or whoever,
[0:15:01] Voice 5: are we better off putting our energy into meetings
[0:15:04] Voice 5: meetings outside of UBCM rather than inside of UBCM?
[0:15:09] Voice 5: I just want to see the advantage.
[0:15:10] Voice 5: In fact, to me, it's almost a disadvantage.
[0:15:13] Trustee Patrick: I think the difference is strategy.
[0:15:15] Trustee Patrick: Just to ask for a meeting to chat, these are not good strategies.
[0:15:20] Trustee Patrick: You have 15 minutes, but when you have a specific ask that you have been
[0:15:26] Trustee Patrick: lobbying for, working for, then that is the purpose of UBCM,
[0:15:30] Trustee Patrick: is to bring that collective lobbying together.
[0:15:33] Trustee Patrick: together. So I think it's being strategic and going in with about 15 minutes, you've got one
[0:15:40] Trustee Patrick: clear, distinct ask, and that you basically pitch that ask. And I
[0:15:45] Trustee Patrick: think you kind of hope that
[0:15:46] Trustee Patrick: there's other municipalities and so forth, likely making those same pitches. And I think that's
[0:15:52] Trustee Patrick: where the power becomes of strength at UBCM as if a minister kind of hears a repetitive theme.
[0:15:58] Trustee Patrick: I think that helps them in moving an item, perhaps, from thought to action.
[0:16:06] Trustee Patrick: Vice Chair Elliott.

[0:16:10] Voice 8: To me, it is about continuing the relationship and highlighting that we are here and we have, you know, again, that focused ask.
[0:16:20] Voice 8: If we don't ask, then we'll get it.
[0:16:23] Voice 8: And I think just being in location in Victoria,
[0:16:28] Voice 8: I think UBCM is a forum where they're set up to engage.
[0:16:32] Voice 8: It's for relationship building, it's for strategic asks.
[0:16:35] Voice 8: And if you don't want, maybe not on the radar so much.
[0:16:40] Voice 8: So I'm looking back at notes from our meeting with Minister Fleming in 2023.
[0:16:46] Voice 8: We had talked about having regular meetings,
[0:16:48] Voice 8: meetings um active transportation plans even a focused task force to deal with issues of concern
[0:16:56] Voice 8: um separated pathways between the highways for safety and one meeting and with the crd and
[0:17:03] Voice 8: the south moti branch and then we weren't able to follow up because we don't have policy advisors
[0:17:10] Voice 8: or people able to work on that but um the minister was really open to a trust-wide transportation
[0:17:17] Voice 8: transportation plan come to me with a trust-wide transportation plan that is different than rural
[0:17:23] Voice 8: highways in the rest of the province because you know all of these different elements and so that
[0:17:30] Voice 8: to me would be something we could follow up on there's a new transportation minister you might
[0:17:34] Voice 8: want to re-establish um this or put that request forward again minister farnsworth and then bc
[0:17:42] Voice 8: ferries i think that's um so i don't know if we're getting into the meat of who's rather than
[0:17:49] Voice 8: the why yeah but i think there's value brainstorm a bit yeah for farnworth i think farnworth on
[0:17:57] Voice 8: roads rural roads in the islands and how they're different from rural highways in the rest of the
[0:18:04] Voice 8: province um the safety issue is is huge especially for ferries to villages um gabriela is um again
[0:18:17] Voice 8: primed to be a pilot project that safe access to ferry and how we can we could develop that ask
[0:18:27] Voice 8: from our ocp engagement and what citizens are asking for slowing down reduced speeds in certain
[0:18:33] Voice 8: areas a safe pathway to from the ferry to the village that's kind of too focused but we could
[0:18:41] Voice 8: talk about rural roads in the islands in general and there needs to be an updated protocol agreement
[0:18:46] Voice 8: which we've been asking for more regular meetings with ministry staff to work on areas of concern
[0:18:54] Voice 8: concern um and i think bc ferries is we've got to have some avenue for community voices
[0:19:01] Voice 8: to be represented in their engagement i don't think anyway so that's that's what i had for
[0:19:08] Voice 8: transportation it's kind of all over yeah
[0:19:11] Voice 4: i was also going to bring up the transportation issue
[0:19:15] Voice 4: i think um if there's one item it's to uh sort of refocus on the task force issue so that we
[0:19:24] Voice 4: could have an ongoing discussion about all these very important issues i mean i know when we sat
[0:19:29] Voice 4: down with minister fleming uh the act of transportation routes and exactly what you
[0:19:34] Voice 4: were talking about that safe transition from ferries um it's an issue on all of the islands
[0:19:40] Voice 4: as far as everyone i've been to that's an issue um but i think that if we focus on the um the
[0:19:47] Voice 4: task force or working group or i think it's task force in the in the um in the agreement that we
[0:19:53] Voice 4: have
[0:19:53] Voice 3: and
[0:19:54] Voice 4: and make that a reality then that will give us the forum to have the ongoing discussions
[0:19:59] Voice 4: and and so i think that would be the the focus i would support um and then i would just also add
[0:20:05] Voice 4: i don't know that we've had um an opportunity to sit down with um uh minister boyle uh in
[0:20:14] Voice 4: indigenous relations and reconciliation in addition to um uh minister kalon needing to be
[0:20:24] Voice 4: reminded of our unique situation because of our geographical spread the sheer number of of nations
[0:20:33] Voice 4: um with interest in the trust area i wonder if it's i think it might be good to sit down with
[0:20:39] Voice 4: with Mr. Boyle and just remind.
[0:20:46] Voice 4: I don't believe there's any other jurisdiction
[0:20:48] Voice 4: in the province that is in a position as we are
[0:20:53] Voice 4: with so many nations to work with and engage.
[0:20:56] Voice 4: You know, the province gave us some money
[0:21:00] Voice 4: a couple of years ago.
[0:21:02] Voice 4: It's woefully inadequate to the task.
[0:21:04] Voice 4: I think somehow we need to at least have the minister
[0:21:07] Voice 4: her up to speed on the reality of our situation.
[0:21:12] Voice 4: That's my thought.
[0:21:17] Trustee Patrick: Any other thoughts? I don't trust the element you were talking about.
[0:21:21] Voice 8: Yeah, the question of ground leases and
[0:21:24] Voice 8: agreements and is there a shift in
[0:21:29] Voice 8: direction from the province towards
[0:21:33] Voice 8: economic security, increasing infrastructure
[0:21:37] Voice 8: and I think having the
[0:21:41] Voice 8: conversation about what preservative protecting the trust area looks like in that context is
[0:21:46] Voice 8: very important and the minister of engineering dick's energy and climate solutions i believe
[0:21:53] Voice 8: their ministry oversees marine tenures leases licenses and permits perhaps having a conversation
[0:22:03] Voice 8: to highlight that it shouldn't just be pro forma approving a marine tenure
[0:22:10] Voice 8: in for example pretty harbor um because that perhaps the mandate was you know increase
[0:22:20] Voice 8: economic local food production the trust is a special area and that it needs to be protected
[0:22:27] Voice 8: and so i think the request coming from thetis was ask our minister to advocate to the other
[0:22:32] Voice 8: ministries and then advice from staff came back well we have a dispute resolution um mechanism
[0:22:38] Voice 8: And so I know that's being explored staff to staff, but I think it would be worth a conversation with the minister to highlight that their economic priorities should not override the local authority and the preserve and protect mandate for the trust area.
[0:22:59] Voice 8: And I think something has missed a step.
[0:23:02] Voice 8: So that's a political request that I think is grounded in what's just happened on DITAS.
[0:23:09] Voice 8: I think between
[0:23:10] Trustee Patrick: Thetis and Salt Springs example,
[0:23:12] Trustee Patrick: really active examples to bring to the attention.
[0:23:17] Voice 8: Yeah,
[0:23:18] Voice 2: I think there's other examples if you start looking around the trust area as well.
[0:23:24] Trustee Patrick: I think Minister Farnworth has a very specific follow-up on,
