[0:00:14] Voice 10: and it's going to be posted on the island's trusted website i want to begin the meeting

[0:00:19] Voice 10: today by acknowledging that we're fortunate to be able to gather here today in the territory of

[0:00:24] Voice 10: coast salish peoples and in particular the penelicate tribe the stewards of these lands

[0:00:29] Voice 10: and waters of time immemorial. Land and territory acknowledgments are important today because

[0:00:36] Voice 10: colonialism is not just a historical promise ongoing in present day. First Nation title,

[0:00:47] Voice 10: although recognized in Canadian law, has yet to significantly shape First Nations Canadian

[0:00:51] Voice 10: and relationships in many areas and the ongoing work of reconciliation um it's part of the

[0:01:00] Voice 10: priorities of islands trust and i i'm actually really happy to say that this local trust

[0:01:06] Voice 10: committee is has broken new ground um with cooperation with with the malacca tribe really

[0:01:14] Voice 10: um engaging with us and us with them and i think we're in as good a place uh as any that i'm aware

[0:01:21] Voice 10: of across the islands trust area so um and really huge appreciation of ken thomas uh counselor from

[0:01:29] Voice 10: malcolm has been such a big part of that at almost all of our meetings and gazing with us and the

[0:01:35] Voice 10: willingness of chief and council to come to our meetings and to invite us to theirs uh it's been

[0:01:40] Voice 10: really really good and i think we're i think we're in a pretty good place at this point um and as we

[0:01:47] Voice 10: continue to move forward together so really appreciative of that um my name is tim peterson

[0:01:52] Voice 10: i'm elected on mesquite island and the chair of the galliano island local trust committee and uh

[0:01:59] Voice 10: also with us today our local trustees ben memberly elise gogro and our planner kim stockville

[0:02:06] Voice 10: and online helping us out uh carly whitney and um emily uh it's not she's taken an inway

[0:02:21] Voice 10: i forgot her last name i apologize brian thank you um so we do have an agenda before us today

[0:03:08] Voice 9: I was delighted to attend our community picnic where I had the honour of serving as judge

[0:03:19] Voice 9: for our world-famous zucchini races.

[0:03:23] Voice 9: Congratulations to all winners, there were almost 30 entries and the winners were Clayton

[0:03:28] Voice 9: Castile, Erin Farquhar and Finn Bryant all were placing their respective categories.

[0:03:34] Voice 9: works. I also continue my work with the accessibility committee

[0:03:38] Voice 9: that we meet tonight. We're developing developing an

[0:03:43] Voice 9: accessibility action plan for the honest trust. And as I

[0:03:47] Voice 9: mentioned, in this month's active page report, we're

[0:03:50] Voice 9: looking at more members of the public to join this advisory

[0:03:53] Voice 9: committee. We're quite happy to hear at the last executive

[0:03:57] Voice 9: committee meeting, that is confirmed that vice chair mod

[0:04:00] Voice 9: will be joining the committee, and that the distressed chair

[0:04:04] Voice 9: where Patrick will join us on this exit issue.

[0:04:16] Voice 9: Looking ahead to tomorrow, September 10th, there will be a virtual Town Hall,

[0:04:22] Voice 9: the draft Trust Policy Statement as part of the Islands 2050 engagement process.

[0:04:29] Voice 9: As you know, the policy statement hasn't had any meaningful update in more than 25 years and this is a really important opportunity to learn about it, learn about the draft and to ask questions and to share your feedback.

[0:04:44] Voice 9: Also later this week on September 12th, I'll be speaking along with Janine Bermenson at the Yellow House Art Centre as part of their 2IC Art exhibit.

[0:04:53] Voice 9: it will be our talk will focus on our islands are being reshaped by climate change and the

[0:04:59] Voice 9: responsibilities that we have um to the future generations everyone is welcome to attend and

[0:05:07] Voice 9: then next week from september 16th to the 18th um we'll be attending oh we'll be attending trust

[0:05:13] Voice 9: council's quarterly meeting on gabriela i look forward to seeing gabriela again but i also heard

[0:05:18] Voice 9: heard at the ecb that dunlake will just cancel and i especially look forward to hearing from him

[0:05:25] Voice 9: i've been admiring his work for many years he serves presently as special counsel to the premier

[0:05:30] Voice 9: on reconciliation that's my report thank you

[0:05:38] Voice 6: yeah a lot to report for me um it's great to have august off it was great to go around the

[0:05:45] Voice 6: other islands and enjoy all the people on the other islands and i i will say sort of southern

[0:05:51] Voice 6: wealth island is my territory right i mean of all the people i know and so it's great to have

[0:05:56] Voice 6: august to do that um a couple of things i got off the phone with crd last night um we're hoping to

[0:06:02] Voice 6: hear about our bc builds grant in two weeks so that'll be be nice to hear if that comes up and

[0:06:09] Voice 6: And lastly, there's been a lot of chatter in my ear about a Crownland application for NOLS.

[0:06:18] Voice 6: And so I just wanted to put a bit of context on what NOLS is.

[0:06:25] Voice 6: NOLS is a nonprofit organization that teaches outdoor skills, leadership, and wilderness ethics.

[0:06:34] Voice 6: Now, they've been operating

[0:06:36] Voice 6: in BC since 1995.

[0:06:39] Voice 6: This is a renewal of a 20-year, so every 20 years they have to renew their application

[0:06:45] Voice 6: with the federal government for access on Crown lands to where they do kayak up and

[0:06:52] Voice 6: down the coast.

[0:06:57] Voice 6: One of the chatter has been sort of negative towards Knowles.

[0:07:01] Voice 6: I have no position whatsoever one way or the other.

[0:07:06] Voice 6: it's just that I would have people

[0:07:09] Voice 6: keep it in context

[0:07:10] Voice 6: they've been here for 25 years

[0:07:12] Voice 6: they do kayak tours

[0:07:14] Voice 6: are they affiliated with the U.S. military

[0:07:18] Voice 6: loosely

[0:07:18] Voice 6: right

[0:07:20] Voice 6: should this application come under scrutiny

[0:07:23] Voice 6: absolutely

[0:07:23] Voice 6: I mean there's a lot of First Nations in the territories

[0:07:26] Voice 6: that they're asking for permission from

[0:07:28] Voice 6: the only one in our area is the Edith Point

[0:07:31] Voice 6: right

[0:07:31] Voice 6: a couple on Mesquite

[0:07:36] Voice 6: And the rest are all north and west coast, which is where they traditionally do their

[0:07:40] Voice 6: tours.

[0:07:42] Voice 6: So I would urge everybody who has concerns or wants to know more about it to contact

[0:07:47] Voice 6: Elizabeth May.

[0:07:48] Voice 6: This is a federal jurisdiction and she will be able to inform way better than probably

[0:07:56] Voice 6: any of us can.

[0:07:57] Voice 6: But like I say, I just wanted to put it in a little bit of context.

[0:08:22] Voice 10: There's a Laskini Local Trust Committee has a referral for one site on Laskini.

[0:08:29] Voice 10: I know there's two on TechSata.

[0:08:31] Voice 10: There's definitely been a lot of chatter.

[0:08:33] Voice 10: that are throughout the islands around it.

[0:08:36] Voice 10: Again, upon the skinny there,

[0:08:40] Voice 10: my position is to forward the concerns

[0:08:43] Voice 10: that we're hearing from the community to the province.

[0:08:46] Voice 10: The province is actually a mystery of water lands

[0:08:51] Voice 10: and however they have,

[0:08:52] Voice 10: they're gonna be the proving body for those applications.

[0:08:59] Voice 10: But also wanted to mention that trust council

[0:09:02] Voice 10: give first reading to the draft policy statement in on july 29th which means that referrals to

[0:09:08] Voice 10: first nations and other agencies has launched um trust council committed to a six-month public

[0:09:15] Voice 10: engagement period and there'll be online and paper surveys and each local trust committee has

[0:09:21] Voice 10: developed a determination of what level of local engagement seems appropriate everything for

[0:09:28] Voice 10: presentations at the town hall section of local trust committee to standalone events

[0:09:33] Voice 10: and in due course we will have the um presentation here on galliano

[0:09:40] Voice 10: uh uh trustee govro mentioned the webinar tomorrow night um just uh remind that you

[0:09:48] Voice 10: need to register in advance just by going to the website if you're interested in attending

[0:09:52] Voice 10: um trust council next week um agenda is going to include the disposition of a number of

[0:10:01] Voice 10: recommendations for the 2022 governance report uh the cao is going to brief on the current

[0:10:07] Voice 10: operational review we'll be looking at a early version of some of the budget items

[0:10:13] Voice 10: and committee chair reports and a bias law compliance and enforcement policy review

[0:10:18] Voice 10: you um i'm also excited that douglas white is coming to speak to trust council i had the

[0:10:27] Voice 10: opportunity to attend a talk by him last fall on gabriela his cd is hugely impressive he's been

[0:10:36] Voice 10: a lawyer for many years he's a former counselor former chief of this new name

[0:10:44] Voice 1: a

[0:10:44] Voice 10: nation and he'll be talking about islands trust and first nations relationships and partnerships

[0:10:51] Voice 10: and i think that especially as someone who has the ear of the premier is an indigenous person

[0:10:59] Voice 10: is a lawyer is a former chief and counselor his broad range of experience i think has

[0:11:08] Voice 10: a lot to offer for trustees to to think about and there's gonna be a lot of learning going

[0:11:13] Voice 10: on he's just and he's also incredibly engaging speaker he's just really fun to listen to um

[0:11:21] Voice 10: also next week the executive committee is going to meet with the new minister for housing and

[0:11:25] Voice 10: municipal affairs uh christine boyle um just a early introductory meeting and she's been

[0:11:32] Voice 10: um to shuffle the cabinet shuffle uh so she's the new minister there um and we've also received

[0:11:39] Voice 10: I received confirmation of meetings with ministry staff

[0:11:43] Voice 10: at the Union of BC Municipalities conference later in the month.

[0:11:48] Voice 10: Water, land and resource, sure ship,

[0:11:51] Voice 10: specifically on Crown land leases and referrals,

[0:11:54] Voice 10: which is a topic that's of interest well before the Knowles application

[0:12:00] Voice 10: garnered so much attention,

[0:12:02] Voice 10: but certainly every island I've been to,

[0:12:05] Voice 10: to the local community is very interested in any Crown leases

[0:12:10] Voice 10: and any disposition of Crown,

[0:12:12] Voice 10: so-called Crown lands on the islands.

[0:12:15] Voice 10: And of course, there's an extremely high level of interest

[0:12:18] Voice 10: from First Nations, and they use Crown lands advisedly

[0:12:25] Voice 10: with advice from the, I've had from First Nations

[0:12:29] Voice 10: and how they feel about it.

[0:12:30] Voice 10: So it's a bit of a hot button issue,

[0:12:33] Voice 10: well before the Knowles thing.

[0:12:35] Voice 10: so we're we're happy to have that meeting coming we're also going to be meeting with bc assessment

[0:12:40] Voice 10: um we want to understand better the process on islands and the impacts of the ability or

[0:12:47] Voice 10: inability to insure properties with regards to how that might or should affect assessed values

[0:12:54] Voice 10: i don't know um if that's been uh really a topic that's come to the fore on galliano so much but

[0:13:01] Voice 10: i've definitely heard across the islands people are increasingly having difficulty securing

[0:13:07] Voice 10: insurance at all in some cases or in very high rates um we'll also be meeting with uh

[0:13:18] Voice 10: municipal affairs staff um the housing needs assessments that came out the methodology does

[0:13:24] Voice 10: not seem uh like it's as applicable to the islands as it might be and when we look at the expense

[0:13:34] Voice 10: We're basically requesting that if we're going to spend that kind of money that the province

[0:13:40] Voice 10: helps support at least consideration of a methodology that's more appropriate for the

[0:13:46] Voice 10: islands and also as the housing needs of islands and rural communities are different and also

[0:13:56] Voice 10: regulation of tiny homes on wheels um ministry staff have also been scheduled to present at

[0:14:05] Voice 10: december trust council on the short-term rental regulations and um opting into the principal

[0:14:11] Voice 10: residence requirement a few islands have done so um but uh executive committee thought it'd be good

[0:14:17] Voice 10: for trustees from across the trust area to have an opportunity to have a presentation and some

[0:14:23] Voice 10: and questions for someone from the ministry to really sort of dig into what some of the

[0:14:29] Voice 10: implications are there's i think there's probably pros and cons and then there's no one size fits

[0:14:35] Voice 10: all uh much as the province likes there is and then finally i just want to remind everyone that

[0:14:42] Voice 10: at the end of the month here on september 30th is the national day for truth and reconciliation

[0:14:47] Voice 10: reconciliation, even though time goes by quickly. This is actually a new step for Canada to have

[0:14:56] Voice 10: a day that recognizes and really gives us an opportunity nationally to pause and think about

[0:15:05] Voice 10: the importance of truth and reconciliation. That's an important thing to think about.

[0:15:12] Voice 10: I know when I wear the orange shirt myself, it's to help remind me and others that

[0:15:18] Voice 10: But a lot of history in Canada, and we're still in the middle of history.

[0:15:24] Voice 10: We have a long way to go, and working together is the only solution.

[0:15:30] Voice 10: So I will leave that there for my report.

[0:15:35] Voice 10: And we have no electoral area today, a director today.

[0:15:41] Voice 10: And if there's anything anyone wants to bring up for First Nations report.

[0:15:46] Voice 7: Now look, it's very glad to be a part of all of this, and they're very quick, basically,

[0:15:51] Voice 7: because we had a major gap last week, so.

[0:15:54] Voice 10: Yeah, and it's a busy time of year for everyone.

[0:15:58] Voice 10: Okay, so next up we have a town hall and questions session.

[0:16:02] Voice 10: Just to remind everyone to speak to the issues, not to individuals, preferably to what's on today's agenda.

[0:16:11] Voice 10: other than that to what's in the jurisdiction of the local trust committee and finally what's in

[0:16:16] Voice 10: the jurisdiction of islands trust um please be succinct and to the point as possible and i'll

[0:16:23] Voice 10: look for a show of hands oh and use

[0:16:26] Voice 10: uh speak to trustees not staff and i'll

[0:16:30] Voice 10: just look for a show of hands to see uh who would like to address the committee today so one two

[0:16:43] Voice 6: For quite some time, I have been concerned about the way that staff approaches some applications.

[0:16:51] Voice 6: They seem to regard them as an immaculate application and

[0:16:57] Voice 5: then regard it in a vacuum

[0:17:00] Voice 5: without any or very little community contact.

[0:17:07] Voice 5: and one example before us is the really dvp for

[0:17:13] Voice 10: constructing a hard structure

[0:17:19] Voice 6: on the shoreline to prevent erosion first

[0:17:24] Voice 10: question is why was parks and recreation

[0:17:27] Voice 10: commission on galliano not advised that this application as

[0:17:32] Voice 5: it is a vapor and is charged with

[0:17:34] Voice 5: maintaining a public site with public dollars and they just seem to have been forgotten

[0:17:42] Voice 5: in the application. The reason why I ask is the shore access at Arbutus

[0:17:53] Voice 5: is being affected by the same type

[0:17:56] Voice 6: of shore erosion problems as the subject property

[0:18:00] Voice 6: property, which is one property over? And

[0:18:06] Voice 5: secondly, why wasn't the owner of the cable

[0:18:10] Voice 5: that comes ashore in the shore access advised of the application?

[0:18:16] Voice 6: A question about the engineering

[0:18:18] Voice 6: report. Did it take into consideration the potential effects of deflection or reflection

[0:18:27] Voice 6: reflection of wave action with the installation of the hard approach to

[0:18:34] Voice 5: protect the shoreline.

[0:18:36] Voice 5: There is a potential example of unintended consequences of accelerated erosion in

[0:18:45] Voice 6: another area,

[0:18:46] Voice 6: area, Morning Beach. Within the last 10 years, LCC approved a hard shoreline

[0:18:55] Voice 10: erosion protection

[0:18:56] Voice 10: on Morning Beach, and we now have significant polarity erosion

[0:19:00] Voice 6: at the shore access on Downwood

[0:19:03] Voice 6: Beach. Did the engineering study for this particular application look at those potential

[0:19:11] Voice 6: potential impacts. And thirdly, the staff report makes absolutely no reference to sections

[0:19:20] Voice 6: 3.5.21 and 3.5.26 of the draft Island Trust Policy Statement, nor

[0:19:30] Voice 6: does it refer to potential

[0:19:32] Voice 6: conflict with the previous draft of the Policy

[0:19:35] Voice 5: Statement. Something is missing in the staff

[0:19:39] Voice 5: report. Thank you.

[0:19:44] Voice 8: Yeah, I was noticing when I was reading this stuff this morning that the items trust policy statement by law referral form,

[0:19:54] Voice 8: it doesn't include the Federal Agency of Crown Indigenous Relations and Urban Affairs Canada under federal agencies,

[0:20:01] Voice 8: and I don't see any referrals to First Nations at all.

[0:20:16] Voice 10: So Dan, I can't speak to the federal piece, I don't know if staff here can, but I can

[0:20:23] Voice 10: tell you that there has been a bunch of consultation with First Nations that has been incorporated

[0:20:31] Voice 10: it into this draft certainly maybe not everything um but there has been a bunch of engagement so

[0:20:40] Voice 10: far that is reflected in the draft and um as i mentioned in my chair's report uh now that the

[0:20:47] Voice 10: draft has received first reading it goes back out to nations and other agencies for referral

[0:20:53] Voice 10: and uh maybe on the break i'll uh i'll have a chat with you and get get the uh the federal

[0:21:02] Voice 10: agencies that you think are missing and then i can refer to uh senior staff and see if that's

[0:21:07] Voice 10: something we could do should do and if it's an oversight or there's some explanation for that

[0:21:18] Voice 8: you know it's now in draft form and you know i don't know which first nations have been

[0:21:24] Voice 8: consulted i would just like to have that particular uh bylaw referred to first nations

[0:21:32] Voice 8: because now it's kind of official in a way it's gone past first meeting so they might have some

[0:21:39] Voice 8: interest in that and i'm sure yeah

[0:21:42] Voice 10: and and all the nations in the trust area um did put input

[0:21:48] Voice 10: into the draft and are now going to have the draft yeah

[0:21:52] Voice 8: referred back to the nbc and they're being

[0:21:59] Voice 9: sorry

[0:22:00] Voice 6: yeah just sort of comment on this too so this draft did go to first nations

[0:22:08] Voice 6: and I've always been critical with how this process has been being played out because

[0:22:13] Voice 6: now it's going to all of these other agencies it's coming to the public the only way to get

[0:22:19] Voice 6: it to the public was to give it first reading that's that's the only

[0:22:22] Voice 6: step that we knew that

[0:22:23] Voice 6: we were afforded to give it to the public it's clear that regardless of where we go from here

[0:22:29] Voice 6: it's got to go back to First Nations for for consultation again so you're absolutely right

[0:22:34] Voice 6: I mean, I think everybody should be listed here, but, you know, I feel that the way this

[0:22:43] Voice 6: whole process has sort of played itself out has been sort of counter to getting valuable

[0:22:51] Voice 6: input all at the same time.

[0:22:56] Voice 6: It's definitely going back to First Nations again.

[0:22:58] Voice 6: I mean, there's just no question, but we don't see anything listed.

[0:23:03] Voice 6: think maybe they didn't list them because that process had already been taking

[0:23:06] Voice 6: place initially at first right so it went to first nations first and then it came to us

[0:23:23] Voice 9: chair peter said um i'm not going to fall in this process i'm just looking on the

[0:23:29] Voice 9: policy statement web page and it looks like that there is a base for engagement with indigenous

[0:23:35] Voice 9: governing bodies that's starting this fall to next spring and this fall formal referral of policy

[0:23:42] Voice 9: statement 12 indigenous governing bodies in the trust area so i believe that what's in the agenda

[0:23:48] Voice 9: package is separate so there must be a separate referral um there is some

[0:23:53] Voice 9: information on the um

[0:23:55] Voice 9: web page but if you need anything further i can connect you with three and a half percent

[0:24:00] Voice 8: yeah and i

[0:24:17] Voice 10: think i think to your point with a piece of information i'm going to be taking back

[0:24:21] Voice 10: back to senior staff, is that when LTCs are getting this referral, because it's not explicitly

[0:24:29] Voice 10: stated that First Nations have and are going to be continuing to be consulted in this report,

[0:24:37] Voice 10: this referral that we have here, that it raises that question.

[0:24:41] Voice 8: But, you know, for transparency's sake, I mean, there's some documentation.

[0:24:49] Voice 10: mean i could i could show you lots of stuff but not in this meeting oh yeah it's

[0:24:54] Voice 9: a really good point a good question and um the galliano ltc last year when um we were talking

[0:25:02] Voice 9: about options for community engagement there's going to be a town hall scheduled specifically

[0:25:07] Voice 9: on the policy statement i believe it's for the october meeting this is perhaps some information

[0:25:12] Voice 9: information, the LTC we want to have ready in their back pocket. I'll try to do the same

[0:25:17] Voice 9: because it has a Trust Area Services staff member not be in attendance. So it's LTC led.

[0:25:46] Voice 9: want to address um the issue of public access to trust information and there are actually three

[0:25:53] Voice 9: current examples of concern um the uh upcoming town hall which is this wednesday evening on the

[0:26:02] Voice 9: press policy statement um it's called the town hall and yet people have to submit questions in

[0:27:26] Voice 9: explain what the trust is about what the trust policy statement is about what the directives

[0:27:31] Voice 9: are about what the bylaws are and so people are many people that i talk to are starting from a very

[0:27:42] Voice 9: very low understanding of the whole complicated piece and it is complicated.

[0:27:49] Voice 9: So the second issue of concern is the scheduling of the Galliano community information meeting

[0:27:59] Voice 9: on October 18.

[0:28:02] Voice 9: And the fact that that's being scheduled, not as a stand-alone meeting, but at the beginning

[0:28:08] Voice 9: name of the regular local trust community meeting and i've mentioned this in relation to other um

[0:29:23] Voice 9: bylaw 299. And I suspect that, again, many people are not aware of this particular bylaw,

[0:29:32] Voice 9: and it was something that was presented in the last Trust Council meeting on Salt Spring

[0:29:38] Voice 9: in June and it's now coming to the individual LTCs to approve and this basically um um is is a is a

[0:29:51] Voice 9: change I guess to the public notification bylaw that removes the requirement to post

[0:30:00] Voice 9: Trust information, whether it's development permits or rezoning applications in public newspapers.

[0:30:08] Voice 9: And instead, to just rely on the trust website and on their social media site.

[0:30:16] Voice 9: Now, if anybody has tried to find information on the trust website, you will know that that isn't an easy task.

[0:30:25] Voice 9: And the social media site, as I understand it, only has just over 900 followers.

[0:30:31] Voice 9: This may not affect us as much on Galliano, because we don't have a regular newspaper.

[0:30:40] Voice 9: I don't know if it affects postings and notices that might go on the after page.

[0:30:45] Voice 9: It certainly affects, um, there will be no advertising in the Gulf on this trip.

[0:30:51] Voice 9: quickly. I realize many people don't read it very quickly, can't even pick it up. I actually subscribe online and I read it regularly. So I think it's really unfortunate in, you know, a time when people are really kind of juggling a lot of information and trying to stay up to date and have a further reduction in public notification. [0:35:35] Voice 10: and my understanding is that the driftwood is essentially the only print publication

[0:35:44] Voice 10: that checked the provincial box in the previous set of rules, but there's absolutely nothing

[0:35:52] Voice 10: in here that constrains any LTC from either deciding to stick with the driftwood or to

[0:35:58] Voice 10: to put a local publication on the list.

[0:39:41] Voice 10: And I'll just add for information, all local trust committees earlier in the year, I don't know if Leonard Stockdale remembers the date, but considered what level of public engagement the LTC wanted to do, and there was a range, and at the time, the local trust committee voted to have it be part of a regular meeting.

[0:40:17] Voice 10: into getting information out um to to the community i am not clear um on the official

[0:58:38] Voice 10: important to get the housing out there and not limit it just to seniors um and there's also a

[0:58:45] Voice 10: uh a medical clinic on the property um and so the the offices um are for those that medical clinic

[0:58:58] Voice 10: um and then i think recognizing that daycare is really important for workers of

[0:59:06] Voice 10: of all types who have families and children um so far this has been fairly well supported i think uh

[0:59:13] Voice 10: by members of public consult spring and um and i think there's a lot of appreciation that gizzard

[0:59:20] Voice 10: has has decided to open up their application beyond seniors and recognizing that there's

[0:59:26] Voice 10: other needs in the community actually

[1:26:18] Voice 6: pretty significant when you think about that and instead of a long-term that's however many

[1:26:22] Voice 6: 30s a day doing that um you know i think we're sort of we're going to enter this discussion

[1:26:32] are we going to start um are we going to start mitigating

[1:26:40] Voice 6: allowing mitigation for climate change

[1:26:44] Voice 6: um this is a this is a perfect example of where this is happening i mean if you look around
