[0:05:56] Voice 9: I think it's only appropriate that we have it today and not cancel it.

[0:06:08] Voice 11: whether to hold the public hearing or not uh well the only thing
[0:06:12] Voice 11: i will say is that um we notified for public hearing today so my recommendation uh probably
[0:06:18] Voice 11: be that we open these meetings and that we we adjourn them to the next ltc meeting so the
[0:06:24] meeting period would stay open until uh you know possibly the number six um the other option would
[0:06:31] be to um to
[0:06:34] Voice 11: simply hold that hearing and then have a second public hearing so there's two things at
[0:06:39] Voice 11: play there if we adjourn then we've notified everybody in the room of when that meeting will
[0:06:43] take place we don't have any requirement uh and like we wouldn't provide another

[0:06:50] Voice 11: we wouldn't republish um the the best alternative probably would be because we said we'd have a
[0:06:56] Voice 11: public hearing and everything we heard today would be carried forward into a second public hearing
[0:07:01] Voice 11: would be possibly to hold that public hearing and then direct with the staff to conduct another
[0:07:05] Voice 11: public hearing in a future date so in that case it doesn't need to be set today and we can we can
[0:07:11] Voice 11: adapt to that so what i will say though is that we're in a period right now where um the ltc
[0:07:17] Voice 11: meeting is three weeks away the next ltc meeting is this three weeks away so uh we would not be
[0:07:21] Voice 11: able to hold a second public hearing on november 6th even if all of our staff is back tomorrow
[0:07:26] Voice 11: tomorrow. What would happen, though, as a candidate, well, so what would be just because
[0:07:33] Voice 11: of the notification timeline. So there's a limit there that we could we could do. So
[0:07:37] even if we had full staff right now, I'd still say I can't give you a public hearing on November
[0:07:42] Voice 11: 6th. So I would, those are your two options really is to just adjourn, try to do this
[0:07:48] Voice 11: on November 6th. Or we can just, I would say hold those meetings. And then if you want
[0:07:54] Voice 11: to ask for a second public hearing on either one or both christine i'm

[0:08:00] Voice 9: public hearing the public hearing was uh scheduled for today people know well about it we've got a
[0:08:05] Voice 9: good turnout here better than we usually do and um you know to to lengthen the process out even

[0:13:46] Voice 9: i live in the area and i'm on a well so i sent a letter yesterday
[0:13:57] Voice 9: i'm just concerned about the water i'm very supportive of the developments in general but
[0:14:04] Voice 9: what i understand is there's four large jobs completely like in the very near vicinity
[0:14:11] Voice 9: and it's very poor wells in the area not producing someone and uh producing uh most of them
[0:14:17] Voice 9: running down Seas Point again in the summer, from what I understand. So we've got potentially
[0:14:24] Voice 9: 50 units on Game Green, 35 units potentially frequently, 26 units at the highway for property
[0:14:32] Voice 9: and fire as well, like all ground water. So I just wanted to raise the issue of connection
[0:14:42] Voice 9: I understand that might not be possible, but I think it's an important thing to consider
[0:14:52] Voice 9: seeing that the sum total of these new developments would be drawing more than the sum total of
[0:14:59] Voice 9: the existing wells and the majority of the watershed.
[0:15:03] Voice 9: And I think it's a pretty serious concern to address the water issues in the area.

[0:15:54] Voice 16: bylaw and i think maybe this has gotten a little uh reality which is all the with staff although

[0:16:03] Voice 16: it's been off just recently um what we're hoping is that you can proceed with first and second
[0:16:09] Voice 16: reading today and that this what you think is a fairly minor inconsistency could be sorted out
[0:16:15] Voice 16: between second and third reading our understanding is the change is the type of change that could be
[0:16:24] Voice 16: made without having to go back and re-notice because it wouldn't require a change in density
[0:16:29] Voice 16: or change in a proposed use so we just wanted to really reiterate that request um if you've

[0:18:41] Voice 15: And that really what I would hope would be coming from this organization, from this podium, is common decency, and that that's something we should have every right to expect from the people who are elected to represent all of us.

[0:20:12] Voice 14: And I'm here today to present it to you, which I've put up before you and let you know there
[0:20:18] Voice 14: are now 1,440 signatures on the petition.
[0:20:23] Voice 14: And the petition asked for the growth protections in our current OCP to be preserved and for our petition to be sent to the consultant that's gathering public input on the OCP review.
[0:20:43] Voice 14: review, and that there should be a place on the web on our island's website for comments that
[0:20:51] Voice 14: people, the petition and comments people are sending in about the OCP review. And I just want
[0:20:58] Voice 14: to briefly read three short points that are in the petition. We want to keep the current OCP
[0:21:05] Voice 14: policies that limit zoning changes exactly as they stand, zoning changes that increase allowable
[0:21:13] Voice 14: density on private must apply only to affordable housing. We support non-market housing initiatives
[0:21:21] Voice 14: that respect existing growth limits and are legally required to provide long-term rentals
[0:21:28] Voice 14: at affordable rates. And third, we would like to hold a full community discussion
[0:21:38] Voice 14: of growth and sustainability within the mandate of the Islands Trust Act before making any changes
[0:21:46] Voice 14: to our OCP and land use bylaw. And I'd also like to say that I don't understand why we are being
[0:21:58] Voice 14: excluded so far from presenting our views on the OCPOB view, there has not been a process
[0:22:08] Voice 14: I've seen yet for community organizations such as ours that's been in existence for
[0:22:14] Voice 14: many years to present their views on this.
[0:22:18] Voice 14: And it's like if you were going to consider rezoning in Ganges, but you didn't consult
[0:22:24] Voice 14: with the chain, or you were going to have a new reserve on the island, but you didn't consult
[0:22:34] Voice 14: conservancy. Our group's been around a long time. And I think, you know, we should have an opportunity
[0:22:41] Voice 14: to be consulted with. I have something else to say on behalf of myself, not the organization.

[0:30:44] Trustee Patrick (probable): The executive committee, through the executive committee, we met with the Minister of Housing and Municipal Affairs, Christine Boyles, back in September to discuss all the strategic actions of the Trust Council.
[0:30:57] Trustee Patrick (probable): I met with LCC Chair Rook to review our respective organizations' activities.
[0:31:04] Trustee Patrick (probable): I chaired two executive committee meetings.
[0:31:08] Trustee Patrick (probable): I also chaired Trust Council that was on Gabriola this year.
[0:31:12] Trustee Patrick (probable): And as part of the Trust Council meeting, we visited Gabriola's center.
[0:31:17] Trustee Patrick (probable): It's their recycling center.
[0:31:18] Trustee Patrick (probable): It's called Gyro.
[0:31:19] Trustee Patrick (probable): It is amazing. If any of you ever get to Gabriola and see their recycling center, it's something that, boy, I wish we had it on Salt Spring. It is amazing. It has a store. It has a maker's space.
[0:31:35] Trustee Patrick (probable): it is volunteers come and help you sort through the stuff you bring they separate fabric they
[0:31:42] Trustee Patrick (probable): they really are amazing as to how much they do on that island with knocking down um you know
[0:31:51] Trustee Patrick (probable): garbage basically and taking it out of the out of the uh system um i attended the bowen island uh
[0:31:59] Trustee Patrick (probable): hosted a meeting i think david you were there as well for uh ferry dependent communities and
[0:32:04] Trustee Patrick (probable): advance of UBCM, which resulted in a letter being hand-delivered to the CEO of BC Ferries.
[0:32:11] Trustee Patrick (probable): It was amazing. The stories on every island up and down the coast are experiencing exactly the
[0:32:18] Trustee Patrick (probable): same things that we're experiencing. Big lineups for ferries, roads being plugged,
[0:32:23] Trustee Patrick (probable): various schedules all over the map, not staying on time. It was a room full of people with the same
[0:32:32] Trustee Patrick (probable): issues and not that things are going to change but I'm very appreciative of the mayor of Bowen
[0:32:38] Trustee Patrick (probable): Island is not going to back down and is going to keep taking this issue on for some change to
[0:32:45] Trustee Patrick (probable): hopefully the contract between the province and BC Ferries so that community issues have a higher
[0:32:51] Trustee Patrick (probable): prominence in the BC Ferries decision making. Attended two ceremonies for the raising of the
[0:32:58] Trustee Patrick (probable): the survivor's flag at the government house
[0:33:04] Trustee Patrick (probable): and the legislature.
[0:33:06] Trustee Patrick (probable): It was very emotional and amazing.
[0:33:11] Trustee Patrick (probable): And many elders spoke of the impacts of residential schools.
[0:33:16] Trustee Patrick (probable): Did attend UBCM, the Union of BC Municipalities.
[0:33:20] Trustee Patrick (probable): It is an incredibly busy week.
[0:33:24] Trustee Patrick (probable): We did have two meetings.
[0:33:25] Trustee Patrick (probable): We met with the housing and municipal affairs staff to talk about rural housing challenges.
[0:33:32] Trustee Patrick (probable): And we met with Minister Randine Neal, Minister of Water, Lands, Resource Stewardship,
[0:33:40] Trustee Patrick (probable): to talk about the crown lease referrals in particular, that the process needs to be improved with the Islands Trust and our ministry.
[0:33:52] Trustee Patrick (probable): I was humbled to attend the
[0:33:56] Trustee Patrick (probable): Penelakut First Nation gathering at Fernwood Dock on National Day of Truth
[0:34:00] Trustee Patrick (probable): and Reconciliation. It was great to see a huge crowd of islanders out there
[0:34:04] Trustee Patrick (probable): standing side by side and listening to the elders share their
[0:34:08] Trustee Patrick (probable): gruesome stories about the residential schools,
[0:34:13] Trustee Patrick (probable): particularly the one that was on Penelakut Island, then known as
[0:34:16] Trustee Patrick (probable): Cooper Island. I attended the House Sound Forum at Bowen Island and
[0:34:21] Trustee Patrick (probable): and spoke about the trust policy statement update.
[0:34:24] Trustee Patrick (probable): And I attended several cross-border working group meetings.
[0:34:28] Trustee Patrick (probable): Tomorrow is going to be a cross-border forum.
[0:34:30] Trustee Patrick (probable): That's with all the elected from San Juan Islands,
[0:34:34] Trustee Patrick (probable): as well as the Southern Gulf Islands
[0:34:36] Trustee Patrick (probable): are gonna be meeting in Sydney
[0:34:37] Trustee Patrick (probable): to really reinforce our relationship
[0:34:42] Trustee Patrick (probable): that's over a hundred years of environmental protection
[0:34:45] Trustee Patrick (probable): and working together.
[0:34:46] Trustee Patrick (probable): The water does not stop flowing across the boundary
[0:34:49] Trustee Patrick (probable): and we're all dedicated to the health and well-being

[0:35:59] Trustee Maude (probable): a lot of stress for staff, but we did manage to get through it, and that was great.

[0:36:06] Trustee Maude (probable): we've done first reading on it and it's now out for public consultation.

[0:42:17] Voice 11: is necessary uh it is the job of the advisor prior permission to provide meaningful input
[0:42:20] Voice 11: to entrust you uh and trustees do not have to follow future recommendations those are just
[0:42:25] Voice 11: the points that were discussed in the context but um overall there was uh you know as noted
[0:42:32] Voice 11: uh we we have really been needing to get this this engagement out um it has been um it hasn't been
[0:42:41] Voice 11: finally clarify within our project terms whether or not the APC ought to be reviewing surveys

[1:02:03] Voice 13: Many of us boat. Many of us have small equipment that needs servicing from time to time and a place
[1:02:09] Voice 13: where we can buy that equipment. It's difficult to get commercial zoning on this island, as you know.
[1:02:16] Voice 13: It's very expensive, if any can be found, and there hasn't been a very cooperative attempt by the Trust to create any new zoning, industrial or commercial, for our business people.
[1:02:29] Voice 13: And how are we supposed to deal with that in the future going forward?
[1:02:33] Voice 13: Boats come up here by the thousands every year from the United States.
[1:02:38] Voice 13: Occasionally, they need help.
[1:02:39] Voice 13: Sometimes they call me.
[1:02:41] Voice 13: Usually, they call Nick and his staff.
[1:02:43] Voice 13: This is a critical part of the day-to-day operations of an island community,
[1:02:49] Voice 13: Salt Spring and others included.
[1:02:51] Voice 13: Some of the outer islands probably come to support Mid-Isle Marine too
[1:02:55] Voice 13: because it's the closest place to be, for good worth.
[1:03:00] Voice 13: I think it's important that the trust remembers that it's very difficult
[1:03:05] Voice 13: to operate a small business in a small community.
[1:03:08] Voice 13: The numbers aren't there.
[1:03:09] Voice 13: You have to be very careful or you go broke.

[1:06:20] Voice 26: the neighbors um i think the service they provide to salt spring for lower to middle class families
[1:06:30] Voice 26: Families who enjoy fishing that don't have the big boats is great, meaning great as in large, not as in Yahoo, even though it is.
[1:06:46] Voice 26: Because in our family, we cannot take the time to go off island, to bring our boat off island, to develop a trust relationship, meaning that we need to purchase a new outboard.

CALL TO ORDER Chair Maude called the meeting to order at 9:48 a.m. He acknowledged that the meeting was being held in the territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA The following additions to the agenda were presented for consideration: • 16.1 Follow up on Visit with Minister Boyle, Housing and Municipal Affairs • 16.2 Discussion of Next Steps post-Public Hearings Concern was expressed that the Canada Post strike action has impacted notification procedures and Trustees may be criticized for proceeding with the public hearings. Discussion ensued and staff outlined different options including adjourning the public hearings to the November Local Trust Committee Meeting or holding second public hearings. A Trustee expressed opposition to holding additional public hearings and delaying the process. By general consent, the agenda was approved as amended. 3. TOWN HALL AND QUESTIONS Town Hall was held and the following comments were made: ADOPTED Salt Spring Island Local Trust Committee Regular Business Meeting October 16, 2025 ADOPTED Page 2 of 9 • A member of the public expressed concern about water issues related to PLRZ20250220 (Kings Lane) and noted wells in the area are not producing enough water • A member of the public representing Gulf Islands Seniors Residence Association spoke to an inconsistency in the wording of the Kings Lane proposed bylaw and expressed hope that it can be resolved between second and third readings • A member of the public expressed objection to comments made by a Trustee at the previous meeting on a topic that does not relate to the Islands Trust or its mandate; the Chair advised that such concerns are not within the purview of the LTC and that concerns can be raised with the Trustee • A member of the public representing Positively Forward spoke to a petition being circulated about the Official Community Plan Land Use Bylaw review and requested that the petition be put on the Islands Trust website; a Trustee commented that there are currently no changes to the Official Community Plan being considered • A member of the public commented that members of the Project Advisory Planning Commission were concerned that the engagement survey had been circulated before it was reviewed by Commissioners • A member of the public expressed concern about recent bylaw enforcement against their short-term rental and commented that the rental is their primary financial support and contributes positively to the island • The Planner noted the Islands Trust, Capital Regional District and Chamber of Commerce is working together to distribute more information on short-term rentals, and residents can reach out to staff with questions in the meantime 4. TRUSTEE REPORTS Trustee Harris reported that the draft Policy Statement has had first reading and encouraged community members to consider its impact on the community and share their feedback. Trustee Patrick reported: • Staff did their job by providing information and suggesting recommendations on the Lady Minto Hospital Foundation and Heartwood House, and Trustees made the decision to proceed with the project • Executive Committee members met with Minister Boyle to discuss Trust Council strategic plans • Spoke at the pride parade and encouraged audience members to run for office • Chaired two Executive Committee meetings • Expressed praise for the Gabriola Island Recycling Organization • Attended a meeting to discuss shared issues among ferry-dependent communities • Attended a Survivors’ Flag raising ceremony at Government House and the Legislature • Attended the Union of BC Municipalities Convention and met with Minister of Water, Land and Resource Stewardship Randene Neill and Housing and Municipal Affairs staff • Attended a gathering with Elders and members of Penelakut Tribe at Fernwood Dock and heard stories about residential school experiences • Attended the Howe Sound Forum • Minister Boyle visited Salt Spring and gained a better understanding of the current housing challenges ADOPTED Salt Spring Island Local Trust Committee Regular Business Meeting October 16, 2025 ADOPTED Page 3 of 9 6. A Trustee suggested the Local Trust Committee prepare a letter to thank Minister Boyle for visiting and ask what kind of data and collection methodology would be useful to support the Ministry. UPCOMING MEETINGS A Trustee requested to change the start time for the next regular meeting of the Salt Spring Island Local Trust Committee on November 06, 2025 at the Legion Meaden Hall, 120 Blain Road, Salt Spring Island. SS-2025-128 It was MOVED and SECONDED that the Salt Spring Island Local Trust Committee adjust the start time for November 6, 2025 regular meeting to 12:30 p.m. and request that staff notifies the community. CARRIED SS-2025-129 It was MOVED and SECONDED that the meeting be closed to the public in accordance with the Community Charter, Part 4, Division 3, s. 90(1)(f) and that staff be invited to remain.
