[0:00:26] Voice 3: acknowledge that Hornby Island is in the unceded traditional territory of the Comox First Nation,
[0:00:31] Voice 3: the traditional keepers of this land my name is tim peterson i'm elected on mesquite island and
[0:00:38] Voice 3: i am the chair of the harvey island local trust committee uh also with me today are local
[0:00:43] Voice 3: harvey trustees alex allen grant scott and together we make up the harvey island local
[0:00:50] Voice 3: trust committee this meeting is being live streamed and recorded and the recording will

[0:01:05] Voice 3: our regional planning manager uh renee jamrat uh good morning and uh behind the scenes uh doing the
[0:01:18] Voice 3: technical work and uh meeting administration is um lisa millard thank them for all their support
[0:01:27] Voice 3: this meeting is official forum for the local trust committee to make decisions about land use
[0:01:32] Voice 3: planning matters and discuss relevant business and i also want to add that this is a place of
[0:01:37] Voice 3: employment and despite the fact that some staff may be in their own homes our staff
[0:01:42] Voice 3: uh have the right to a safe and respectful workplace so with that uh we have an agenda
[0:01:49] Voice 3: before us and i'll look to trustees is there any amendments desired for the agenda today
[0:01:54] Voice 3: no it's amy i'll take it by general consent that we will adopt the agenda as presented

[0:02:23] Voice 7: meeting um i don't think it's it in keeping with the preserve and protect mandate of the islands
[0:02:33] Voice 7: trust because the unique what we've passed last meeting was far above and beyond what any other
[0:02:45] Voice 7: island's trust has passed or any of the municipalities around us so it has to beg
[0:02:50] Voice 7: the question to me is why why is that and what i see is that we've ignored the fact that we're
[0:02:59] Voice 7: going into one of the probably one of the driest summers we've ever had the water issue on hornby
[0:03:04] Voice 7: island is going to be huge and the whole idea of how what can hornby island handle tourist wise
[0:03:13] Voice 7: you keep reading all over the globe where the tourists are flooding into areas and drastically
[0:03:19] Voice 7: changing the character of these unique places that's why people why do people come here they
[0:03:26] Voice 7: want to come here because of the beautiful beaches because we're away from the fires in the interior
[0:03:31] Voice 7: and the smoke and because of Hornby Island they love it the potters and everything else so I just
[0:03:37] Voice 7: found that I thought that what we passed last last meeting was not preserving and protect
[0:03:44] Voice 7: protect that unique character of Hornby Island but others felt differently so that's the way it is
[0:03:52] Voice 7: over to you Alex and I just want to say many of the people I've spoken to on Hornby Island
[0:03:57] Voice 7: since that meeting would agree with what I just said Alex okay

[0:04:25] Voice 10: so everybody's aware of what's going on the
[0:04:31] Voice 10: provincial park it's uh it's insane it's getting more insane so now it's the water and so i don't
[0:04:38] Voice 10: know if anybody's aware of the fact that they've got they decided to get what is it how many trees
[0:04:44] Voice 10: Over 5,000 native plants. They decided to purchase them now instead of in the fall, which is where you actually plant your trees and shrubs in the fall. I think everybody knows they're already springing.
[0:05:00] Voice 10: So here they are with all these plants and water issues. So they're going to keep them alive over the winter, apparently, and ship water off island.
[0:05:11] Voice 10: Island, 25,000 litres of groundwater used every two weeks water cycle during the driest months on our island.
[0:05:28] Voice 10: So I'm not quite sure how that's going to impact our ferries or how many trucks we're even envisioning.
[0:05:33] Voice 10: I'm not sure about contract. There's so many of the community that's been working on this, advocating and writing letters to BC Parks.
[0:05:41] Voice 10: So I'm just just now getting this information so it's not complete. I apologize.
[0:05:48] Voice 10: And yeah, and the funny thing is, so then you need to go to the website.
[0:05:53] Voice 10: It has all these phases. Phase one to phase ten. And at the bottom, who is listening?
[0:05:59] Voice 10: Yes, that's a good question. Who is listening over there? Because they don't seem to be listening. Anyone?
[0:06:07] Voice 10: So I encourage you all to email if you have any concerns regarding this whole process.
[0:06:13] Voice 10: says they are going to have a engagement meeting in the fall for the next phase, more campsites.
[0:06:21] Voice 10: And so it's parkinfo at gov.bc.ca if you feel so inclined. But yeah, we've really got to have
[0:06:29] Voice 10: people. And, you know, as we know, it's been disruptive on this island with all these dump
[0:06:34] Voice 10: trucks and trucks, diesel fumes, and it's making us a little bit restless. At least that's my
[0:06:42] Voice 10: report please okay
[0:06:45] Voice 3: thank you trustee alan and for chair's report i'll just report out that uh
[0:06:52] Voice 3: attended uh sessions in the end of april on the heritage conservation act um renewal project
[0:07:01] Voice 3: provinces uh we reopened um and we managed to have honest trust staff uh managed to get an official
[0:07:12] Voice 3: uh comment in the comment period because great we did have a little bit of a constraint on our
[0:07:18] Voice 3: resources um last weekend i attended the association event around uh coastal communities
[0:07:27] Voice 3: um conference down in victoria um number of good sessions i think the outstanding one for me was
[0:07:35] Voice 3: there was about an hour and a half session from three very prominent lawyers.
[0:07:42] Voice 3: Unfortunately, I wasn't able to find the one fellow's name, but
[0:07:46] Voice 3: John Allen Jack, who's also chief and councillor and regional director chair for
[0:07:54] Voice 3: Alberta, or Banfield area. And Don Lidstone, a long time, well-known local government advisor.
[0:08:06] Voice 3: Really just laying out how everything from the Royal Proclamation of 1776, through Canadian law, constitutional law, and the recent Cowichan tribes case.
[0:08:22] Voice 3: So that's very, very informative. I'm hoping that that information is going to be broadly available, I think, for those that are nervous about the implications.
[0:08:32] Voice 3: I think they had some really clear and salient points, very understandable, and for three
[0:08:38] Voice 3: legal minds to be able to put into layman's terms such complex materials, I thought really
[0:08:46] Voice 3: impressive.
[0:08:47] Voice 3: And last week, the Governance Committee met, really looking at trying to set up orientation
[0:08:57] Voice 3: orientation for the new round of trustees coming in the fall as best as as well as we can uh really
[0:09:05] Voice 3: trying to figure out how how to flow the information away that's uh reasonably digestible
[0:09:10] Voice 3: and really trying to hit the high points um but to just knowing that there's there's an awful lot
[0:09:16] Voice 3: as you come in especially as a new trustee um to learn uh so we're working on that and part of that
[0:09:23] Voice 3: That is a sort of an examination of the responsibilities of executive committee, many of which, some of which are legislative, some of which are by bylaw or policy, and many of which have been delegated to the executive committee from trust council itself.
[0:09:42] Voice 3: So interesting work there. And I will just wrap that up for now.
[0:09:47] Voice 3: I do not have the, uh, Dan Arbor, uh, director Arbor's not here today at the trust conservancy
[0:09:57] Voice 3: report. So we're going to move into the, uh, public participation period here. Um, we buy
[0:10:09] Voice 3: by the new trust council bylaw.
[0:10:13] Voice 3: That's a 15 minute period and for it to extend it,
[0:10:17] Voice 3: we are going to have to have a vote.
[0:10:20] Voice 3: That's how the new bylaw operates.
[0:10:22] Voice 3: We have to stick to that.
[0:10:24] Voice 3: So before we get into that,
[0:10:25] Voice 3: I just want to remind everyone to speak respectfully,
[0:10:34] Voice 3: acknowledge concerns you have without causing harm.
[0:10:37] Voice 3: um we want to call uphold cultural safety as part of our part of our commitments to
[0:10:43] Voice 3: reconciliation in a broad sense and uh let's keep the conversation constructive
[0:10:51] Voice 3: um and i'll leave it to that yeah speak to the issues not individuals um please address your
[0:10:59] Voice 3: comments to um the elected folks here not to staff or uh other other members of the public here
[0:11:06] Voice 3: and uh yeah be be clear concise and respectful and i'm gonna lean into the concise bit because
[0:11:12] Voice 3: with a short period of time i'm going to be uh using a timer today so show hands who would like
[0:11:18] Voice 3: to investigate me today okay let's start right here you

[0:11:26] Voice 3: easier for the people listening to the recording and stuff if you're if you're in the microphone

[0:11:57] Voice 18: i'll try to be very quick i've got several points
[0:12:04] Voice 18: The first is that I wanted to make sure that the trustees and the trust is aware of the lobbying that's taking place around the Bainstown connector.
[0:12:14] Voice 18: There have been five mechanical breakdowns in the last three weeks since it came back from a $15 million briefhead.
[0:12:22] Voice 18: So there's active lobbying that has started around that.
[0:12:27] Voice 18: The second one is I was at the farmer's market organizing meeting last Sunday,
[0:12:33] Voice 18: and there was a brief discussion that says locals don't go to the farmer's market.
[0:12:41] Voice 18: It's generally the visitors that support those artists.
[0:12:44] Voice 18: And so I think that is something that's very different maybe than other communities,
[0:12:48] Voice 18: and responsible housing of those visitors is extremely important.
[0:12:54] Voice 18: And so comparing it to other communities might not be apples and oranges.
[0:12:58] Voice 18: The third thing is the Hornby bus. We continue to have congestion issues and probably the most dangerous area is Ford's Cove.
[0:13:09] Voice 18: And so we would likely, I would trust, to put some thought to doing planning at Ford's Cove that would enhance the safety of access for emergency vehicles, public transit, and the traveling general public around safe egress and access to the marina and that Cove area.
[0:13:31] Voice 18: area. So last year, we actually had to move the bus stop up to
[0:13:36] Voice 18: Bond Road, which is a long walk back to the harbour. And it was
[0:13:41] Voice 18: still the second busiest stop. So it's really, really important
[0:13:46] Voice 18: to try to provide proper service to get back into the harbour. So
[0:13:51] Voice 18: we look to the trust for some guidance, leadership around
[0:13:55] Voice 18: planning and parking at Fort Scroggins. The fifth thing is, I
[0:14:00] Voice 18: i would like to support the pua correction for the zoning and i would reference the april 2024
[0:14:10] Voice 18: actually it's may may 29th of 2024 a letter from the islands trust showing support in principle
[0:14:19] Voice 18: for the correction on that pua zoning to re-establish community housing as an allowable
[0:14:27] Voice 18: use so i'm speaking in favor of that not the exclusion of other things um but that is something
[0:14:33] Voice 18: that is needed in a very timely way uh the reddit report is complete uh so that the government's
[0:14:41] Voice 18: invested a hundred thousand dollars in looking at a piece of property that the zoning has been
[0:14:47] Voice 18: eight years trying to be an error trying to be rectified um since tony law first alerted
[0:14:54] Voice 18: to the mistake in 2018 so it's a long wait thank you thank
[0:15:01] Voice 3: you there's one more in the front here

[0:15:08] Voice 10: there's been rumors circulating regarding the commissa might be permanently over the other
[0:15:15] Voice 10: side through the summer because the these connector not being very reliable can you
[0:15:20] Voice 10: comment on that i've heard it little murmurs about that in my several days and then we're
[0:15:26] Voice 10: gonna have colloquials on our own um
[0:15:31] Voice 18: well i might not really be as knowledgeable as i have been
[0:15:35] Voice 18: sometimes in the past because bc carries has uh basically ghosted us um the commissioner is away
[0:15:42] Voice 18: in sweden right now and so when she gets back we'll be asking the commissioner what's going on
[0:15:48] Voice 18: and what the options um around the service levels are so i don't know
[0:15:57] Voice 18: okay
[0:15:58] Voice 11: next uh
[0:16:06] Voice 17: good afternoon um when we began updating the luv in march of 2022
[0:16:12] Voice 17: the heart of the project was addressing the critical need for affordable housing
[0:16:15] Voice 17: for ordinary residents four years and two months later with almost all of the housing
[0:16:22] Voice 17: components now divert to an undefined future that core has been lost. The 26 new homes at Beulah
[0:16:29] Voice 17: Creek are a great start but they leave roughly three quarters of those currently living in our
[0:16:34] Voice 17: community in insecure housing. The needed correction to the public use areas has been brought to the
[0:16:39] Voice 17: trustee's attention several times. The decision the LTC makes today will either make it easier to
[0:16:44] Voice 17: create safe secure housing or leave those issues uncorrected. I urge the trustees to follow staff
[0:16:50] Voice 17: recommendation number one and make these changes to the current draft bylaws doing so also also
[0:16:57] Voice 17: offers a critical opportunity to address four vacation rental topics that have also been raised
[0:17:02] Voice 17: several times first and most critically the definition of short term in practice we have
[0:17:09] Voice 17: always understood short term to be less than 30 days however provincial legislation now defines
[0:17:15] Voice 17: it as less than 90 days unless the ltc creates a local definition if the trustees remain silent
[0:17:22] Voice 17: everyone offering workforce housing for more than 30 but less than 90 days will suddenly require a
[0:17:29] Voice 17: tdp excuse me and worse they'll be prevented from offering any rental under 90 days from october to
[0:17:35] Voice 17: april this is not an issue for those offering vacation rentals it only impacts temporary
[0:17:41] Voice 17: workforce housing on the island. If it is not the trustee's intention to restrict off-season
[0:17:47] Voice 17: workforce housing, staff need to be directed to define short-term as less than 30 days.
[0:17:53] Voice 17: There are three other issues the trustees have yet to address. First, licensing. Enabling the
[0:17:59] Voice 17: potential of a move to the CRVD licensing if a viable program exists. Second, TUP requirements,
[0:18:06] Voice 17: requirements, removing the law and site plan requirements to reduce costs for applicants
[0:18:11] Voice 17: and staff time for review. And third, specifically for permanent residents, allowing them to
[0:18:18] Voice 17: stay on site while their home is rented, exempting permanent residents from the cap, and TUP
[0:18:25] Voice 17: fee deferrals and subsidies for this group. I want to be clear, I'm not presuming your
[0:18:34] Voice 17: decisions on any of these issues. It is the purview of the LTC to make these determinations.
[0:18:39] Voice 17: However, silence is not a decision and does not offer your community the information they need
[0:18:44] Voice 17: to make their own informed choices. Addressing each of these issues publicly and directing staff
[0:18:50] Voice 17: to do any needed work to the bylaws ensures the implications of your direction are understood
[0:18:54] Voice 17: by all who will be impacted and prevents these issues from emerging to slow down the process
[0:19:00] Voice 17: later on. If the LTC decides to amend the bylaws and correct the public use issue, please
[0:19:10] Voice 17: also make a clear decision about the short-term definition and each of the other three issues
[0:19:14] Voice 17: at the same time.
[0:19:17] Voice 3: Thank you.

[0:19:32] Voice 6: just want to say I have spoken to many, many people on this island as well, and after
[0:19:39] Voice 6: the last meeting felt that uh they all felt that we've we've met in the middle that we've actually
[0:19:45] Voice 6: uh got to a spot where things are pretty good um by having the regulations in place by having a cap
[0:19:56] Voice 6: um that's working towards just looking after the island as you say if you don't have that
[0:20:04] Voice 6: um but there's no fact yeah i've never seen a fact that says short-term rental owners use more
[0:20:14] water
[0:20:14] Voice 6: than other like so when you bring people over that they use more water there's no fact
[0:20:20] Voice 6: is that causing the issue on the island there's no fact to that if you allow like if you don't
[0:20:29] Voice 6: allow this to happen um you've got control on it right now you don't have the control on it
[0:20:35] Voice 6: then just people can have up to 20 people in their houses when they're visiting in the summer
[0:20:41] Voice 6: you can't do anything about that right now it's limited to six or eight people
[0:20:48] Voice 6: so there is control there is good things that we're putting in place
[0:20:52] Voice 6: and we just like to keep working at it and to work on it and to make it better

[0:21:47] Voice 9: We had two 5,000-gallon tanks, and we lived all that time
[0:21:56] Voice 9: without ever once having to call for water
[0:22:00] Voice 9: from a delivery service.
[0:22:01] Voice 9: And the climate there is much hotter where we were
[0:22:08] Voice 9: than it is on Hornby.

[0:22:10] Voice 8: have the world's best supply of water on this goddamn island, and nobody ever wants to figure out how to use it.

[0:26:06] Voice 2: about the proposed accessible washroom
[0:26:09] Voice 2: projected and anticipated
[0:26:12] Voice 2: that we're planning for the community hall.
[0:26:16] Voice 2: I would like to provide a brief update
[0:26:18] Voice 2: on the work of the committee to plan this future washroom
[0:26:21] Voice 2: and seek your support to approve the required permits
[0:26:24] Voice 2: to proceed.
[0:26:26] Voice 2: The next slide.
[0:26:31] Voice 2: HIRA's community hall continually undertakes infrastructure
[0:26:35] Voice 2: and accessibility improvements for Hornby's Heritage Hall
[0:26:39] Voice 2: as operational resources and grant opportunities permit.
[0:26:43] Voice 2: Our efforts to provide an additional toilet
[0:26:45] Voice 2: to meet building code requirements for this public facility
[0:26:49] Voice 2: and improve accessibility for people living with disabilities and special needs has been
[0:26:54] Voice 2: ongoing for several years. The committee has secured $65,000 in capital funding support with
[0:27:02] Voice 2: the Comox Valley Regional District. However, given recent years' costs, additional funding
[0:27:07] Voice 2: support is needed to complete this addition. The estimates we have is based on obtaining two
[0:27:14] Voice 2: project estimates in 2023 and again in 2025, and it estimates to do an accessible washroom
[0:27:22] Voice 2: addition is in the $100,000 or higher range. Pending external funding from another funder
[0:27:30] Voice 2: to support the regional district's fund, we hope the project may proceed later this year or in
[0:27:37] Voice 2: 2027. To be shelf ready, we assembled and submitted the required applications to obtain the necessary
[0:27:44] Voice 2: necessary development and site use permits this past April we are seeking your support
[0:27:49] Voice 2: and consideration to these permits science the proposed project falls within the development

[0:28:56] Voice 2: that meets the minimum requirements for accessible design for built environments
[0:29:02] Voice 2: under this scenario the contractor would provide all the services including construction of a
[0:29:07] Voice 2: foundation framing roofing electrical plumbing a window along with all required finishings
[0:29:13] Voice 2: safety fixtures and amenities but also a sensor activated wheelchair accessible entrance door to
[0:29:19] Voice 2: the washroom and a new 36 inch wide exterior emergency door at the at the exit of the hall
[0:29:25] Voice 2: we will continue to work at making this long-awaited infrastructure improvement a reality
[0:29:31] Voice 2: and improving accessibility for people of all abilities to be able to enjoy the community hall
[0:29:37] Voice 2: in the meantime given the generous support of several local funding partners we've advanced
[0:29:43] Voice 2: several smaller projects in the hall that provide significant accessibility improvements.

[0:56:55] Voice 12: The land use pilot is part of your OCP and LUB review project, and it does include an amendment to the PUA zone to allow for community housing.
[0:57:04] Voice 12: However, public correspondence regarding this has been received multiple times over the years regarding potential errors or omissions to the zone.
[0:57:13] Voice 12: And that hasn't formally been discussed by the local trust committee or actioned through a regular business meeting.
[0:57:19] Voice 12: So we're seeking clarity today. The time is now to determine whether or not you wish to address this matter.
[0:57:24] Voice 12: and if so either through the existing OCP LUV review project meaning further amendments to
[0:57:31] Voice 12: proposed bylaw 177 or as a standalone minor project so the regional planning manager is on
[0:57:38] Voice 12: the line she has advised staff that the change of project and use of major project funds to
[0:57:43] Voice 12: specifically just focus on this particular amendment does require some more administrative
[0:57:48] Voice 12: time and resources and impact the major project should you wish to to carve it out as a separate
[0:57:55] Voice 12: deliverable. So there's some significant information in the staff report relating to
[0:58:02] Voice 12: the specific changes that are being requested by the authors which are both included as attachments
[0:58:08] Voice 12: one and two. The extent of the current land uses within the PUA site specific zone are unconfirmed
[0:58:17] Voice 12: by staff at this time however um the authors of the correspondence indicate that a correction to
[0:58:23] Voice 12: the zone is required to address the existing uses in your community and proposed community
[0:58:29] Voice 12: trades associated retail and the urgent housing needs that have been um identified so we've laid
[0:58:36] Voice 12: out a couple of options for three two of which are actionable um you know in terms of moving
[0:58:44] Voice 12: moving forward with the project and one is to just receive this as information so the first
[0:58:48] Voice 12: is that you direct staff to amend prepare an amendment to the existing proposed bylaw number
[0:58:54] Voice 12: 177 and the implications of this is that it just gets tucked in as part of the bylaw amendment
[0:59:01] Voice 12: which means it will not proceed faster or slower independently it's part of the larger project
[0:59:06] Voice 12: and so if this is selected there's a prescribed wording for you to consider and for the resolution
[0:59:15] Voice 12: to do that so the implications of course is that this this doesn't expedite the request
[0:59:20] Voice 12: this could take a while to sort out until this project is completed the second option is to
[0:59:29] Voice 12: to pause the overall review with the vacation rental piece to specifically focus on this
[0:59:36] Voice 12: amendment before the term is concluded to try and advance that as far as possible and use some of
[0:59:44] Voice 12: the major project funds to do that. So we'd need to revise the project charter, get a resolution
[0:59:50] Voice 12: to take some of those funds out to specifically draft that amendment and advance that and notify
[0:59:56] Voice 12: fire executive committee of the use, the change of the use of the funds.
[1:00:00] Voice 12: for the major project and we have a resolution if you'd like to proceed with that and then
[1:00:04] Voice 12: otherwise it's receiving this for information and determining that at this point in time
[1:00:09] Voice 12: you do not concur with the um the author's interpretation that there's errors or
[1:00:16] Voice 12: omissions and that you're comfortable with the public use site specific a zone as currently

CALL TO ORDER Chair Peterson called the meeting to order at 11:37 a.m. 2. TERRITORIAL ACKNOWLEDGEMENT Chair Peterson acknowledged that the meeting was held on the territory of the Coast Salish First Nations. 3. APPROVAL OF AGENDA By general consent, the agenda was approved as presented. 4. REPORTS 4.1 Trustee Reports Trustee Scott reported disappointment with the outcome of the previous Local Trust Committee meeting during which a short-term vacation rental cap was set at a number higher than any other Local Trust Area or municipality and the increasing levels of tourism do not serve to preserve and protect the unique character of Hornby Island. Trustee Allen reported the regional park has purchased over 5000 native trees and shrubs in the spring instead of the fall and will be shipping over 25,000 litres of groundwater on Island every two weeks to keep the plants alive until planted and he encouraged the public to email park representatives regarding this issue as well as the ongoing construction disruption. 4.2 Chair's Report Chair Peterson reported the following: Hornby Island Local Trust Committee Minutes May 1, 2026 ADOPTED 1 ADOPTED • Attended a session about the Heritage Conservation Act Renewal Project; • Attended the Association of Vancouver Island Coastal Communities conference and highlighted a session discussing the timeline from the Royal Proclamation of 1776 through Canadian law and recent Cowichan Tribes case; • Attended a meeting of the Governance Committee which is looking at new trustee orientation processes and an examination of the responsibilities of Executive Committee. 4.3 Electoral Area Director's Report - None 4.4 Islands Trust Conservancy Report - None 5. PUBLIC PARTICIPATION PERIOD A member of the public spoke to the following items: • Lobbying is taking place regarding the Baynes Sound ferry connector mechanical breakdown issues since it returned to service following a $15,000,000 refit; • During a meeting held to discuss organization of the farmers market a comment was made that it is generally visitors that support the market and the community is responsible to provide accommodations for those visitors; • Continued congestion issues for the Hornby bus at Ford’s Cove causes safety issues and they would like Islands Trust to provide guidance around planning in the area; • Expressed support to correct the Public Use area PU(a) zoning to re-establish community housing as an allowable use within the zone. A member of the public spoke to the Official Community Plan/Land Use Bylaw project and noted the following: • The purpose of the project was affordable housing and almost all of these components have been deferred to an undefined future date; • The required correction to the PU(a) zone has been brought to the attention of the Local Trust Committee several times and they ask Trustees to make these changes to the current draft bylaws; • They requested the Local Trust Committee also consider including a definition of short-term in the bylaw to protect off-season workforce housing, enabling the potential to move to Cowichan Valley Regional District licensing if a viable program is established, removing the lot and site plan requirements from short-term rental Temporary Use Permits, and allowing permanent residents to stay on site while their home is rented. A member of the public indicated they have spoken to many residents who all felt that a compromise was made regarding the short-term vacation regulations and that the cap works towards looking after the island and they noted that no facts have been presented to show that short-term rental owners use more water than other residents. A member of the public stated they collected water rain using two 5000-gallon tanks and never needed water delivered. 6. DELEGATIONS 8.1 Margaret Birch on Behalf of the Community Hall Committee regarding Hornby Island Community Hall Accessible Washroom Development Permit Application and Sponsorship Request The delegation provided a presentation and highlighted the following: • Efforts taken to install an additional all-gender accessible washroom at the Hornby Island Community Hall have been ongoing for a number of years; • The washroom addition will bring the Community Hall into compliance to meet current Building Code requirements for a public service building; • Capital funding has been secured with the Comox Valley Regional District pending additional grant funding support; • The Committee has submitted Development Permit and Site and Use Permit applications to Islands Trust and seek support of the applications to minimize delays when funding becomes available. The Regional Planning Manager stated that an application has been submitted to planning staff and it is under review; however, a date that the application will come forward to the Local Trust Committee is not known. 9. APPLICATIONS AND REFERRALS 9.1 PLDVP20250405 (Hornby Co-op) - Staff Report The Planner summarized the staff report and noted the application seeks to amend a Development Variance Permit to relax the minimum interior side lot line setback along the southern property boundary to accommodate the siting of access stairs which had not been identified previously. They indicated it is recommended to rescind a previously issued permit and combine those variances, and the new variance, into a new Development Variance Permit for clarity The Local Trust Committee had no questions regarding the application. HO-2026-024 It was MOVED and SECONDED that the Hornby Island Local Trust Committee rescind development variance permit PLDVP20240155 and contain approved variances for the proposal in one revised development variance permit. CARRIED HO-2026-025 It was MOVED and SECONDED Hornby Island ADOPTED 3 Local Trust Committee Minutes May 1, 2026 ADOPTED that the Hornby Island Local Trust Committee approve development variance permit PLDVP20250405 as amended. LOCAL TRUST COMMITTEE PROJECTS 10.1 Major Project: Hornby Island Official Community Plan and Land Use Bylaw Review: Request Regarding Amendments to the PU(a) Site Specific Zone - Staff Report The Planner summarized the staff report and highlighted the following: - Staff are seeking clarification from the Local Trust Committee on whether it wishes to action public correspondence on the need for a correction to the existing PU(a) site specific zone; - Proposed Bylaw No. 177 includes an amendment to the PU(a) zone to allow for community housing; - Potential errors or omissions to the PU(a) zone, as identified through public correspondence, have not been discussed by the Local Trust Committee; - Should the Local Trust Committee wish to address the matter through the current Official Community Plan/Land Use Bylaw Review Project further administrative time and resources will impact the budget and timeline of said project; - Options include to prepare an amendment to Proposed Bylaw No. 177 as part of the major project, pause work on the Official Community Plan/Land Use Bylaw project and prepare a stand-alone project charter to address Hornby Island ADOPTED 5 Local Trust Committee Minutes May 1, 2026 ADOPTED necessary amendments to the PU(a) site specific zone, or receive the report for information.
