[0:01:32] Voice 12: temporary Regional Planning Manager for the Salt Spring Office of the Islands Trust.

[0:01:37] Voice 12: Former planner within that office for a decade, former resident of Salt Spring Island, so I know

[0:01:43] Voice 12: lots of people and lots of the issues that the committee will be discussing today.

[0:01:48] Voice 12: And with us as well is our Island Planner Peter Thicke, who's been primarily tasked with helping

[0:01:53] Voice 12: advance the local trust committee's official community plan and my next spot on and i i can't

[0:05:04] Voice 19: I'm a long-term resident designer on the island.

[0:05:07] Voice 19: I'm here today to represent as authorized agent of the Lions Club, and there is a current

[0:05:14] Voice 19: application in with the Trust for a development of Baird's permit for Pioneer Village.

[0:05:23] Voice 19: There is an opportunity with the lifting of the moratorium to build out the last

[0:05:32] Voice 19: densities on Pioneer Village which is for affordable seniors housing, rental housing.

[0:05:39] Voice 19: and so what we've asked for is on the site of the old septic field which is now redundant because we

[0:05:48] Voice 19: have Ganges sewer hookup and we have an opportunity to locate four single bedroom units there as a

[0:05:58] Voice 19: fourplex. The nature and context of the application for the variance is that we're asking to align

[0:06:09] Voice 19: this fourplex with the two existing duplexes that front Lower Ganges Road. And we're just

[0:06:21] Voice 19: asking to align with it. And there's a reason. The main reason for that is we're trying to

[0:06:26] Voice 19: to give as much privacy within the existing complex

[0:06:30] Voice 19: to existing duplexes.

[0:06:31] Voice 19: But also in terms of configuration,

[0:06:35] Voice 19: it gives us the optimal layout there.

[0:06:39] Voice 19: So we're just given that the buildings,

[0:06:41] Voice 19: the original build out was in 1960.

[0:06:46] Voice 3: 67.

[0:06:46] Voice 19: 67.

[0:06:48] Voice 19: So there was, I guess the current bylaws

[0:06:51] Voice 19: were in place then.

[0:06:52] Voice 19: So there's a sort of historic non-conforming situation

[0:06:56] Voice 19: situation on the site but it would massively help us to deliver the optimal build out for the site

[0:07:05] Voice 19: and we'd be

[0:07:06] Voice 19: in full compliance I think and all other areas for the front yard setback

[0:07:11] Voice 19: and as again we haven't surveyed it at this point in time but also we worded it as we'd like to just

[0:07:18] Voice 19: align with existing buildings that gives us maximum separation between the existing duplexes

[0:07:25] Voice 19: and the best possible way for the seniors that will open to that.

[0:07:30] Voice 19: So that's the context for it.

[0:07:32] Voice 19: I know Sandy has other things to say.

[0:07:34] Voice 19: I have to go sit in the dense chair right now.

[0:07:43] Voice 3: and I'm treasurer for the Salt River Island Lions Club.

[0:07:46] Voice 3: This building is actually under the Dolphin Pioneer Village Society,

[0:07:52] Voice 3: which was formed back in 1964

[0:07:54] Voice 3: so that the original Pioneer Village could be built.

[0:07:58] Voice 3: It was completed July 14th, 1967,

[0:08:03] Voice 3: which was of course our centennial year,

[0:08:05] Voice 3: so then the government was here to open it.

[0:08:08] Voice 3: And at that point it was 22 units.

[0:08:10] Voice 3: We're looking at adding four to make it 26.

[0:08:14] Voice 3: And I guess the concerns,

[0:08:16] Voice 3: really the only concerns that have come up are timing,

[0:08:20] Voice 3: because we have Donald, we have Harold Hoffman, who is our construction lead, we have our

[0:08:32] Voice 3: engineers, Glenn Tarek, who again, most people know is looking to retire shortly, we have

[0:08:37] Voice 3: Windsor FlyWiz, so we have all these things lined up, and we can't seek funding until

[0:08:44] Voice 3: we actually get the program.

[0:08:46] Voice 3: So that's probably the biggest hurdle that we're running into, and again, North Salt

[0:08:52] Voice 3: Spring Water Works can't approve wiring to leave a permit in place, and I assume that

[0:08:59] Voice 3: that would be the same with the sewer.

[0:09:02] Voice 3: So the other things that we've run into is it is a senior's low-income housing, which

[0:09:07] Voice 3: of course we know we're moving to the Port of Long Island, and that every extra dollar

[0:09:13] Voice 3: this project costs us means it's a dollar that's not in the community so

[0:09:19] Voice 3: timing and possible cost increases of supplies are very important to us and

[0:09:27] Voice 3: this is the first time I've done this so I don't actually know where to go from here

[0:09:32] Voice 3: whether or not we should be trying to seek funding or whether we should try to

[0:09:37] Voice 3: have a full proposal ready for the August meeting so I'm kind of looking for some

[0:09:44] Voice 3: guidance as well

[0:09:46] Voice 8: okay thank you and so it sounds like it's a development variant permit that you're

[0:09:51] Voice 8: seeking there yeah so

[0:09:52] Voice 8: what i'd encourage you to do is to connect with staff um planner thick or

[0:09:59] Voice 8: regional planning manager yeomans um can help guide you to the app that application process

[0:10:06] Voice 8: of the islands trust portion of of what you need so

[0:10:10] Voice 3: where we're at with that now is um we started

[0:10:14] Voice 3: of community liaison with the islands trust um towards our permits in february and they accepted

[0:10:23] Voice 3: our funds in march um and so we have had a letter back saying that they have that information and

[0:10:32] Voice 3: then nothing attack so that's your suggestion is that we continue to liaison to try to

[0:10:39] Voice 3: find out what pieces are missing yeah

[0:10:41] Voice 8: and i see trust patrick

[0:10:43] Trustee Patrick (probable): has a comment

[0:10:43] Trustee Patrick (probable): Well, later on in the meeting, we have the application section of projects report, and we could have a dialogue with staff about your application and any other opportunities that the LTC may have to help give direction, if correct.

[0:11:03] Trustee Patrick (probable): we don't have the housing council anymore, which was a great group of people,

[0:11:06] Trustee Patrick (probable): but there, I would encourage you to reach out to like, I wave and, um,

[0:11:19] Trustee Patrick (probable): there's a lot of good and also a Gizra's, uh,

[0:11:25] Trustee Patrick (probable): So you've got two projects that have a lot of experience on navigating all of this.

[0:11:30] Trustee Patrick (probable): And the Salt Spring Foundation also has a funders table, which is looking to understand projects that are out there in the community and trying to help be creative.

[0:11:43] Trustee Patrick (probable): So it brings everybody together.

[0:11:46] Trustee Patrick (probable): And so there are a few opportunities there to be helpful, to get you up and educated on everything.

[0:11:54] Trustee Patrick (probable): And I know Gary's works with all those groups as well.

[0:11:59] Trustee Patrick (probable): So in the CRD and the sewage, that would be conversations there.

[0:12:04] Trustee Patrick (probable): But there is a good network on the island of people trying to help projects along.

[0:12:09] Trustee Patrick (probable): And you need to get into that network.

[0:12:44] Voice 8: like i understand the frustration on the timeline but hopefully you're you're coming towards the top

[0:12:50] Voice 8: the queue i can't speak to exactly what that looks like right now but there have been a high volume

[0:16:23] Voice 9: the geotechnical is going to be on that for a two-year term it just didn't really make sense

[0:16:27] Voice 9: we're trying to get it but i like to call unzoned because the property in my

[0:16:31] Voice 9: question used to be ca2 zoning got zones to r8 we'd just like to get it back to the ca2 zoning again

[0:16:38] Voice 9: so i i was uh we we all were hoping that that would be a quicker process um but in the in the

[0:16:46] Voice 9: meantime because we'd like to operate the property as a short-term rental and because it has been

[0:16:51] Voice 9: commercial accommodation for 50 plus years uh i'd like to ask council to give us an exemption from

[0:16:58] Voice 9: the dc housing uh short-term rental restriction on the island and so that's that would be my request

[0:17:09] Voice 8: i don't know that it's a bc regulation i don't think we can give an exemption

[0:17:15] Voice 9: in in talking with the uh the contact that i've had with the pc housing um it sounds like he

[0:17:22] Voice 9: he said because Salt Spring Island wasn't under

[0:17:25] Voice 9: that provincial mandate, but they opted in,

[0:17:28] Voice 9: the Land Trust Council would have the option

[0:17:30] Voice 9: of exempting properties.

[0:17:32] Voice 8: Okay, I'm not up to speed on that,

[0:17:35] Voice 8: but we can look into that stuff.

[0:17:37] Voice 8: And again, I encourage you to connect with staff

[0:19:24] permit to operate under the their short-term rental but now they're um because our temporary

[0:19:31] permit is expiring they're uh they're looking at um not their non-compliance so um is that

[0:19:40] Voice 9: something that in the next 30 days i can work through with bylaw or is that something that

[0:19:44] Voice 9: the interest council will have to go about i

[0:19:47] Trustee Patrick (probable): can again i was bylaw because i i wrote an email to

[0:19:51] Trustee Patrick (probable): cbc on that um our bylaw enforcement is responding as quickly as they can if if they're contacted and

[0:20:26] Voice 1: And I do not represent the committee. I'm just representing myself. But I am concerned that

[0:20:35] Voice 1: that the committee be a success.

[0:20:37] Voice 1: I think it was really a great thing

[0:20:40] Voice 1: that people of diverse opinions

[0:20:43] Voice 1: were appointed to this committee.

[0:20:45] Voice 1: And I'm concerned because some people on the committee

[0:20:51] Voice 1: feel that the current terms of reference

[0:20:53] Voice 1: are not consistent with some of the tasks

[0:20:56] Voice 1: that you have asked at the last meeting,

[0:21:00] Voice 1: June meeting for the committee to do and so that's why I've asked for a new terms of reference

[0:21:10] Voice 1: I think it really is important that the committee have a clear direction as to what

[0:21:17] Voice 1: it is supposed to be doing and I think they we will all do it as it stands now it's kind of being

[0:21:26] Voice 1: a left up to the staff overseeing the committee to tell the committee what to do. And I know that's

[0:21:34] Voice 1: not acceptable to some of the members of the committee. They want it in writing. And it does

[0:21:40] Voice 1: seem a good practice for the committee to have in writing what the local trust committee wants them

[0:21:47] Voice 1: to do. So I would urge you to do that. In the past, we've had committees that haven't been

[0:21:56] Voice 1: successful. And my opinion is that the reason for that was because the staff did not hold the

[0:22:03] Voice 1: committee to the terms of reference. So I think it's really important, especially when you have

[0:22:09] Voice 1: people with very diverse opinions, that their instructions be clear, and then they will conform

[0:22:16] Voice 1: form to those who service the wishes of your local trust community thank you thank

[0:22:22] Voice 22: you anyone else

[0:22:28] Voice 14: um my name is uh neil massel i'm a member of the lions club about 40 years

[0:22:35] Voice 14: only about 12 here but to support our pioneer village thing i don't know if you're the right

[0:22:42] Voice 14: people to talk to or not. Just to give you a little bit of background, San Jose was built

[0:25:26] Trustee Patrick (probable): While a three-day meeting is gruesome in its own, it's preparing for it is a lot of work.

[0:25:40] Trustee Patrick (probable): into a script form for the meeting researching every everything in the agenda to to try to

[0:25:48] Trustee Patrick (probable): manage the meeting so it's an incredible amount of work that goes into preparing for those meetings

[0:25:52] Trustee Patrick (probable): but I'm also incredibly grateful for staff even a virtual meeting while with the staff don't have

[0:26:25] Trustee Patrick (probable): UBC Housing Assessment Resource Tools, which is known as HEART, release of the BC Public Lands

[0:26:33] Trustee Patrick (probable): Map. They just released it. It's a new map that shows all of the public land in BC, and it allows

[0:26:39] Trustee Patrick (probable): you to filter and search the potential partials that could have housing projects on them. It

[0:26:44] Trustee Patrick (probable): includes Salt Spring, and it's a fascinating product and worth spending some time on just

[0:26:51] Trustee Patrick (probable): to see the public lands that are on salt spring and where they are and um and that information

[0:26:59] Trustee Patrick (probable): i also attended the salt spring forum's uh discussion with adam olson on the declaration

[0:27:04] Trustee Patrick (probable): of the rights of indigenous peoples act and uh so grateful that adam has has been such a public

[0:27:22] Trustee Patrick (probable): social media and rumors are making it it's so um that's my report thank

[0:27:54] Voice 8: and uh those will be rolling out a little bit later over the summer and fall uh also endorsed

[0:28:01] Voice 8: the first nations referral work plan approved the uh i was stressing to just relations action plan

[0:28:07] Voice 8: for 2026-28 um there was amendment and readings of the updated trust council publicate public

[0:28:15] Voice 8: Public Notification By-law, which will include print notifications in local publications.

[0:28:21] Voice 8: Directed a letter to the province to enshrine the BC Coastal Marine Strategy and Law Review Policy Statement materials

[0:28:31] Voice 8: and approve the updated Policy Statement Amendment Policy among other business.

[0:28:39] Voice 8: Let's see.

[0:28:43] Voice 8: Try and skip ahead to things that haven't.

[0:28:46] Voice 8: Yeah, I think, oh, I guess I did attend the VCE Healthcare Professional Recruitment and

[0:28:56] Voice 8: Retention Information Session at the end of June, and that was a very interesting session

[0:29:03] Voice 8: eliminating the realities of staffing and retention from local leaders across the province,

[0:29:15] Voice 8: show individual stories. So here we are. So next, I'm going to give an opportunity for CRG Director Holman and the LCC Chair Rook to give us an update on what you folks are up to today.

[0:29:39] Voice 11: yes um lcc um is off for july um but we've got a lot of things going on um

[0:29:47] Voice 11: we recently had some small dedication ceremonies celebrating the completion of the merchant news

[0:29:53] Voice 11: pathway from ganges up to merchant news and just a few days ago

[0:30:00] Voice 11: had a ribbon cutting on a newly resurfaced pickleball courts for Fort Lauderdale Park,

[0:30:06] Voice 11: which was partially supported by the CRD, but also significantly by the players themselves

[0:30:12] Voice 11: and the Salt Spring Foundation, and we're nearing completion on the hydrofields,

[0:30:18] Voice 11: so we expect to have a dedication on that fairly soon.

[0:30:22] Voice 11: We continue moving forward on a number of fronts on parks and recreation strategies.

[0:30:27] Voice 11: We've also initiated a couple of project charters recently that will probably potentially come for this body.

[0:30:35] Voice 11: One is for the repurposing of the Adams Fire Hall, and another is for, once again, the relocation of pickleball courts and additional pickleball courts in the South End.

[0:30:48] both of those projects were

[0:30:49] Voice 11: just approved and so we will be initiating um public outreach

[0:30:55] Voice 11: of first nations engagement um first and foremost um but at some point as these projects get farther

[0:31:01] Voice 11: along they may may come before the ltc um we're also working hard to try and get some completion

[0:31:11] Voice 11: or something looks like completion on our housing strategy um and getting this term we'll see how

[0:31:17] Voice 11: close we can get on that but we've got a couple meetings left we will be meeting in august on

[0:31:22] Voice 11: august 13th we'll be having valdez session on the provisional budget for our 2027.

[0:31:27] Voice 11: our first week at that and we'll have a major business meeting on the 20th

[0:31:35] Voice 11: and that's kind of what we've been up to other than the fact that we did celebrate our third

[0:31:40] anniversary as an elected body and

[0:33:34] Voice 10: Just on pickleball, Chair, I want to make it clear that what got approved was a pro-tech charter that includes public consultation.

[0:33:43] Voice 10: The LCC did not decide that pickleball would be relocated.

[0:33:51] Voice 10: What the LCC decided was to accept a charter that included public consultation, just to make that clear.

[0:33:59] Voice 10: Yeah, in terms of CRD, Chair Rook mentioned the LCC budget meeting.

[0:34:06] Voice 10: Because of the election, the CRD board would be approving a provisioned budget in September.

[0:34:14] Voice 10: Typically, that's October.

[0:34:15] Voice 10: So that's been moved up a month because of the election.

[0:34:22] Voice 10: I just wanted to mention the fire rating, we've been pretty lucky on Salt Springs so

[0:34:31] Voice 10: far, got a little bit of rain, but the fire rating is high, which means campfires are

[0:34:37] Voice 10: still permitted, but work, construction, tree cutting, et cetera, early shift plus a two-hour

[0:34:49] fire watch is in in place

[0:34:53] Voice 10: at the moment and yeah people should be uh careful uh with respect to the

[0:35:01] Voice 10: composting facility and it came up in the discussion uh that the high school is having

[0:35:07] Voice 10: around um around recyclables 75 percent of their waste is compostable so there's a clear

[0:35:16] Voice 10: opportunity there to get that waste to our new composting facility in Burgoyne but before that

[0:35:22] Voice 10: can happen the CRD has to approve and in fact ultimately the province has to approve an

[0:35:30] Voice 10: exemption from the CRD composting bylaw that would allow that facility to accept more material

[0:35:38] Voice 10: off-site for example cook restaurant waste and that kind of thing and when that happens

[0:35:44] Voice 10: will be able to have an arrangement

[0:35:47] Voice 10: with the school district around their compostables.

[0:35:50] Voice 10: The Farmland Trust, which owns the property

[0:35:54] Voice 10: on which the composter is located.

[0:35:57] Voice 10: The composter is actually owned by the CRD.

[0:36:00] Voice 10: It's the only commercial scale compost facility

[0:36:05] Voice 10: in the regional district

[0:36:07] Voice 10: that's actually owned by a local government.

[0:36:09] Voice 10: That was necessary for funding and other reasons.

[0:36:12] Voice 10: It's operated by the Avatar Society on farmland trust land.

[0:36:17] Voice 10: So it's a three-way partnership.

[0:36:19] Voice 10: Farmland trust as the property has, I believe,

[0:36:23] Voice 10: applied for our rezoning to allow for sale of compost off-site.

[0:36:32] Voice 10: So when both of those things are in play,

[0:36:35] Voice 10: the CRE bylaw exemption and both of the trusts would approve

[0:36:40] Voice 10: the off-site sale, then the composter will be able to do what it's supposed to do to

[0:36:48] Voice 10: achieve basically its potential there. People are probably aware that the sale are developing

[0:36:58] Voice 10: a 60-site campsite at their reserve down on Manhattan. The road building into that site

[0:37:07] Voice 10: has started uh it's uh first nations land so obviously they have a right to

[0:37:14] Voice 10: do what they want on that property it is a bit of a shock for the neighbors um road building is not

[0:37:22] Voice 10: a quiet exercise so there has been disruption which hopefully will end soon but that that

[0:37:28] Voice 10: project is underway and of course um and you know thinking of your comments uh chair at the beginning

[0:37:36] Voice 10: beginning of the meeting, the SAO have generously allowed public use of the SAO preserve, which

[0:37:46] Voice 10: is an incredible pristine property for decades.

[0:37:50] Voice 10: So I'm hoping, and even the neighbors do support the development down there, they're concerned

[0:38:00] Voice 10: concerned about the shorter term impacts, but hopefully that will end soon.

[0:38:08] Voice 10: And finally, elected officials in the CRD, including CRD directors, but also MLAs, had

[0:38:16] Voice 10: a meeting with Island Health to talk about priorities for Island Health.

[0:38:21] Voice 10: And in that meeting, I raised the concern about the lack of funding for community health

[0:38:28] Voice 10: health centers in the regional district um interestingly uh all of the gulf islands except

[0:38:35] Voice 10: for salt spring which the hospital foundation is working on a health center proposal all of the

[0:38:41] Voice 10: other gulf islands do have health centers uh that represents for them their health facilities

[0:38:47] Voice 10: um none of those facilities have received uh capital or operating support from violent health

[0:38:54] Voice 10: And so I make the point that that reinforces the already lower level of health services that Gulf Islands receive.

[0:39:06] Voice 10: So we'll see where that goes applied more broadly in the province.

[0:39:13] Voice 10: I know the province is looking to be more supportive for health centers.

[0:39:18] Voice 10: The establishment of health centers throughout the province offering primary care and other health care professionals really will go a long way to addressing the inequity in a level of health service throughout the province.

[0:39:38] Voice 10: So, and I know it was part of the Green Party partnership agreement with NDP, I know that they're, it's still hopefully a priority for them, but we were able to remind them that during the meeting with Island Health. Thanks, Chair.

[0:43:06] Voice 12: Harbour House property following their renovation in 2018 or 2019, says that landscaping on the

[0:43:12] Voice 12: property southeast of the building should be generally as per site plan X in the permit or

[0:43:21] Voice 12: something like that. Site plan X in the permit shows a hedge along the segment of property that

[0:43:27] Voice 12: we're talking about. So the Harbour House needs to be in compliance with the terms of that development

[0:43:32] Voice 12: permit until such time as they apply to amend the permit, potentially to remove that hedge.

[0:43:38] Voice 12: So the options for the hedge are leave the hedge, remove the hedge, and replace it with

[0:43:46] Voice 12: something hedge-like.

[0:43:47] Voice 12: I don't think anybody's going to be too authentic about what is planted there.

[0:43:52] Voice 12: Or apply to the local trust committee to amend the development permit to remove the requirement

[0:48:27] Trustee Patrick (probable): so I guess at this point, I think I'd encourage Bayside to work with staff and so that we can end up with a just type of a reasonable decision to because I would imagine a lot of older development permits would have made choices that would not be consistent with wildfire protection today.

[0:48:54] Trustee Patrick (probable): Like somebody could have said we're going to put cedar shingles on the building as a form and character and we'd all today go, no, bad idea.

[0:49:04] Trustee Patrick (probable): So I think this is an item of work that there could be more of where, like I said, older decisions that were not being proactive and thinking fire risk is going to remove this great idea of that time period.

[1:01:02] Voice 4: the OCP LUT update project. In particular, this report focuses on an updated project charter and

[1:01:10] associated work

[1:01:11] Voice 4: plan presenting them for LTC consideration. These updates are really just

[1:01:15] Voice 4: intended to bring these sort of foundational project documents into alignment, reflect the

[1:01:20] Voice 4: current status and direction of the project historically as this project has gone on over

[1:01:25] Voice 4: several years and in slightly different iterations what we considered kind of core project management

[1:01:32] Voice 4: documents are misaligned and don't actually reflect the current status of the project.

[1:01:37] Voice 4: So the goal of this report and the associated attachments are to make those documents to give

[1:01:43] Voice 4: us a bit of a better direction and reflect over ads. While there are some suggested changes to

[1:01:49] Voice 4: the projects through this, these are kind of minor in scope and really more their applications

[1:01:53] Voice 4: and staff's opinions, they're not in sort of a significant part of the initial intent.

[1:01:57] Voice 4: One thing that I do really want to point out, though, is that I think through this project

[1:02:02] Voice 4: charter, we are trying to emphasize that this is fairly comprehensive OCP review.

[1:02:07] Voice 4: Previously, my understanding is that discussions around review and some foundational documents

[1:02:12] Voice 4: really tried to focus on very specific policy areas to update, mostly housing, but it's

[1:02:18] Voice 4: quite difficult to simply touch kind of one policy area with the OCP and everything else

[1:02:23] Voice 4: you know, as it is, particularly with housing that does extend to all policies, particularly

[1:02:30] Voice 4: with a bad use of the OCP. So I guess in staff's opinion, the scope was, even if it wasn't

[1:02:37] Voice 4: acknowledged as such, it was obliged to be fairly comprehensive from the outset. What

[1:02:40] Voice 4: we're trying to do is just kind of acknowledge that that is what we're doing. We're not just

[1:02:45] Voice 4: looking simply at housing policies, that those housing policies are certainly a focus, but

[1:02:50] Voice 4: it does impact the rest of them as well as uh taking consideration um that's good just to speak

[1:02:58] Voice 4: up just a little bit yeah it might be fast here as well so i'll speak a little bit slower and a

[1:03:03] Voice 4: little bit more uh wow so staff are also uh recommending that we remove the existing terms

[1:03:09] Voice 4: of reference from the foundation project documents uh the reason that we're recommending that is

[1:03:14] Voice 4: outlined in report but largely because the terms of reference seems to repeat a lot of what's

[1:03:19] Voice 4: currently outlined in the project charter, as well as the work plan, as well as the communications

[1:03:23] Voice 4: engagement plan, the draft of which is in progress right now.

[1:03:28] Voice 4: So to avoid confusion by having this repetition, I just recommend that the terms of reference

[1:03:34] Voice 4: be removed and work primarily with the project charter, work plan, and any subsequent plans

[1:03:38] Voice 4: that flow out of these documents, such as the communications engagement plan.

[1:03:43] Voice 4: So overall, staff are really just presenting these changes in an attempt to set the project

[1:03:47] Voice 4: of success as we move forward, move into a new political term. However, we also want to acknowledge

[1:06:36] Trustee Patrick (probable): So, one, I'll go through my comments. I'm not going to read them verbatim, but taking in mind that the project charter is going to be sort of the major document, then I think there's an opportunity to look at it.

[1:07:02] Trustee Patrick (probable): I think it's a good high-level section, but I think there's an opportunity to, while your staff report says the comprehensive review, it really doesn't say that crystal clear as much as it could in the purpose that it needs to emphasize that it is a comprehensive review.

[1:07:18] Trustee Patrick (probable): view. I think it's very important that it clarify the relationship between the OCP and the land use

[1:07:24] Trustee Patrick (probable): bylaw. Because that again, threads through it that the intent is to update the OCP and the

[1:07:32] Trustee Patrick (probable): intent is to update the land use bylaw to implement what changes are made. That relationship needs to

[1:07:38] Trustee Patrick (probable): be crystal clear in the purpose. I think the policy areas that are identified could be taken

[1:07:45] Trustee Patrick (probable): taken care of by, you know, we can't promise that that's going to be the limitation of the project

[1:07:50] Trustee Patrick (probable): if we're going through this with community engagement. So it's kind of got to have a

[1:08:35] Trustee Patrick (probable): fulfilling statutory requirements. So its purpose is not to survive decades. Its purpose is to do

[1:08:42] Trustee Patrick (probable): something else. And a newer area that came to me is acknowledging the existing planning framing

[1:08:52] Trustee Patrick (probable): work represents the current growth model. As we took on the project before, it kind of got legs

[1:09:02] Trustee Patrick (probable): out in the community that we're talking about more growth. This is about facilitating more

[1:09:07] Trustee Patrick (probable): growth, where if we do absolutely nothing, growth is happening. And growth is going to continue to

[1:09:14] Trustee Patrick (probable): happen under the existing documents. They are growth models. So this project is going to be

[1:09:22] Trustee Patrick (probable): looking at that. It is about correcting the current growth model. There's some growth that

[1:13:00] Trustee Patrick (probable): the decisions we're making, not by just those who show up. Um, I think we owe it to really work at

[1:13:07] Trustee Patrick (probable): that. So, um, that would be my intent of adding equitable there. Uh, objective number two, um,

[1:13:18] Trustee Patrick (probable): the phrase reflects current community interests. Um, I think that should be, uh, reconsidered. Um,

[1:13:28] Trustee Patrick (probable): You know, I think it's more like addressing long-term needs of the community while protecting ecosystem health and resilience.

[1:13:34] Trustee Patrick (probable): Or anyway, I think I prefer language that emphasizes needs or realities rather than just interests.

[1:49:32] Voice 21: or other or whether it's uh internal um clean drinking water sources i think they're very well

[1:49:39] Voice 21: versed on that i think they only need direction um to proceed and i think they have all the

[1:49:44] Voice 21: rationale and reasoning that they need to do so they just uh need the request yeah

1. CALL TO ORDER

Chair Peterson called the meeting to order at 9:30 a.m. He introduced himself, the Trustees and staff and acknowledged that the Local Trust Committee is meeting in the territory of the Coast Salish First Nations including the Hul’qumi’num and SENĆOŦEN speaking peoples.

2. APPROVAL OF AGENDA

The following additions to the agenda were presented for consideration:

16.3 Mining Claims on Eco Reserves – Verbal Discussion

By general consent the agenda was approved as amended.

3. PUBLIC PARTICIPATION

Three members of the public spoke to an upcoming Development Variance Permit application to enable the build-out of the permitted densities at Pioneer Village, with the addition of a fourplex. It was noted that funding will be sought and it was requested that the application be fast-tracked. A Trustee encouraged the group to reach out to the housing society to gain knowledge from their experience and the Salt Spring Foundation for funding support. A trustee suggested it may be possible for the Local Trust Committee to fast track the application once it comes before them.

ADOPTED

A member of the public asked if a specific property was on the agenda and stated the owners would be seeking to rezone the property back to the original Commercial Accommodation 2 (CA2) zone in order to operate a short-term vacation rental. The speaker indicated they will also be asking the Local Trust Committee to exempt them from the BC short-term rental regulation requirements.

Staff noted that correspondence was received from the owner of the subject property after the agenda cut-off, so it is not on the agenda. The Chair encouraged the speaker to work with staff regarding an application and that the speaker should contact the bylaw enforcement for information regarding exemption from the Province’s short-term vacation regulations.

A member of the public stated that the Project Advisory Planning Commission for the Official Community Plan-Land Use Bylaw project would likely have higher success if project terms of reference were better defined and the commission members were given clear direction about those terms.

5. TRUSTEE REPORTS

Trustee Patrick reported the following:

• Chaired the June Trust Council meeting and stated appreciation to staff for work that goes into supporting the meeting;
• Attended an Agricultural Advisory Planning Commission meeting as an observer;
• The BC Public Lands map has been released that shows parcels that might be suitable for potential housing;
• Attended a Salt Spring Forum meeting which featured a discussion with Adam Olsen about the Declaration on the Rights of Indigenous Peoples Act.

6. CHAIR’S REPORT

Chair Peterson reported attendance at the June Trust Council meeting, provided meeting highlights, and noted attendance at a BC Healthcare professional recruitment and retention session.

7. CAPITAL REGIONAL DISTRICT DIRECTOR’S REPORT

Local Community Commission Chair Rook reported the following:

• Attendance at a dedication for the completion of the Merchant Mews pathway and a ribbon cutting ceremony for the newly resurfaced pickleball court;
• Projects charters have been initiated for the repurposing of the fire hall and additional pickleball courts in the south end;
• Work is being done on the completion of the housing strategy project;
• Upcoming meeting in August will focus on the provisional 2027 budget.

Capital Regional District Area Director Holman reported the following:

• The Capital Regional District (CRD) Board will be approving a provisional budget in September instead of October due to the upcoming election;
• The Project charter related to the pickleball court relocation will seek community input prior to any actions;

• The fire rating is high and associated restrictions are in place;  
• The high school’s waste is 75% recyclable and compostable and there is opportunity for some of that waste to go to the new composting facility but this will require and exemption to the CRD composting bylaw;  
• The Tsawout First Nation is developing a 60-site campsite, road building has commenced, and there is hope for community support.

A Trustee stated the preference that the Future Projects list be replaced with a project registry as an element of corporate planning and will raise the issue with the Governance Committee.

15.1 Official Community Plan – Land Use Bylaw Update

The Planner summarized the staff report which presents an updated Project Charter and Workplan for the Official Community Plan – Land Use Bylaw Project.

A Trustee noted they have submitted their comments to the Planner in writing and highlighted the following of those comments:

• It needs to be emphasized that the project is a comprehensive review;
• The intent is to update both the Official Community Plan and Land Use Bylaw and this should be made clear in the project purpose;
• The policy areas identified for review are not necessarily the limits of the project;
• Recognize that implementation planning will be required;
• Strengthen the engagement description in the purpose;
• Clarify intended outcomes to support transparent decision-making revolving around community needs;

ADOPTED

• The work is not to facilitate more growth but to manage inevitable growth and update the current growth model;
• A short plain language statement of what the project is about needs to be included as part of communication planning, and this statement needs to be repeated in reports and communications to the public;
• Objective 1 add “and equitably” after the word “meaningful”;
• Objective 2 the phrase “reflects current community interests” should be reconsidered and language used that emphasizes needs or realities rather than interests;
• Add a new project objective that explicitly commits to evaluating the effectiveness of the existing Official Community Plan and Land Use Bylaw before determining the scope and policy of the regulatory changes;
• The proposed scope is focussed on updating the documents rather than undertaking a comprehensive review and minor wording changes are recommended to strengthen the “in scope”;
• “Out of scope” should be reframed to avoid predetermining the outcome and avoid limiting the work if it becomes necessary;
• Define what substantial means in reference to stating no “substantial changes”.

16.1 Options for Introducing a Septic System Maintenance Regulatory Program

The Director of Planning Services summarized the staff report and noted Capital Regional District (CRD) staff have provided relevant background materials including governing bylaws and implementation information and confirmed that the CRD electoral area director must initiate the process as a septic maintenance program falls within their jurisdiction.

Discussion ensued and it was noted that the LTC’s request to include Salt Spring Island in a septic maintenance program stems from the need to protect the shoreline and First Nations harvesting areas in addition to watershed zones.

that the Salt Spring Island Local Trust Committee request the Salt Spring Island Electoral Area Director to consider initiating the process for adding all of Salt Spring Island to the Capital Regional District Onsite Sewage System Service (Bylaw 3478) and associated Onsite Sewage System Maintenance Bylaw (3479).
