March19, 2026 Salt Spring Island Local Trust Committee Regular Meeting Highlights: 
 
The Salt Spring Island Local Trust Committee (LTC) held a regular meeting on March 19, 2026, at 
Meaden Hall. Approximately 6 members of the public attended. The meeting included public input, 
staff reports, development application decisions, and policy discussions. 
 
Town Hall/Public Input 
• Acting Chair Patrick noted that public hearings for Bylaws 544, 545, and 546 have been 
completed, and no further public input is permitted as per the Meeting Procedure Bylaw.  
• RPM confirmed there will be no public consultation on the Official Community Plan (OCP) 
in March.  
• A member of the public raised concerns about delays in updating Bylaw No. 355 related to 
vacation rentals and lack of progress on previously discussed steps.  
• The Acting Chair clarified that the bylaw update is part of the broader OCP and Land Use 
Bylaw project, with a report expected in April.  
Reports & Correspondence 
• Trustee Harris: Attended Trust Council; concerned decisions don’t support Salt Spring 
Island’s social/economic needs; opposed trustee pay increase.  
• Acting Chair Patrick: Recognized Dr. Hugh Greenwood; attended multiple committee 
meetings, webinars, and regional forums; completed Indigenous-specific racism training.  
• Minutes & Hearings: February 12, 2026 LTC minutes adopted; Public Hearing record for 
Bylaw No. 546 received.  
Correspondence 
• 116 Jackson Avenue rezoning—applicant requested reconsideration of stormwater report 
requirement.  
• Public lake access & parking email received for information. 
Bylaw & Development Application Updates 
• PLRZ20260013 – 116 Jackson Avenue: The stormwater report was waived, and staff were 
directed to proceed with the rezoning to a commercial zone variant, with a Community 
Information Meeting to be scheduled, draft bylaw preparation and referrals to the APC, First 
Nations, and other agencies approved, and the release of the restrictive covenant supported. 
• SS-SUB-2022.4 – 373 Wright Road: Section 219 covenant approved as part of subdivision 
requirements.  
• North Pender Island Bylaws No. 236, 237, and 242 – No impact to Salt Spring Island.  
• Galiano Island Bylaw No. 300 – No impact to Salt Spring Island.  

 
 
• Policy & Governance Compliance & Enforcement Policy presented; discussion on 
definitions, inspections, complaints, health/safety risks, and non-permitted dwellings.  
• Housing Motion passed to request a provincial independent housing advisor to support 
affordable housing and align with water servicing.
