DRAFT Hornby Island DRAFT 1 Local Trust Committee Special Meeting Minutes August 21, 2025 Hornby Island Local Trust Committee Minutes of Special Meeting Date: Location: August 21, 2025 Electronic Meeting Members Present: Timothy Peterson, Chair Alex Allen, Local Trustee Staff Present: Sonja Zupanec, Island Planner Marlis McCargar, Island Planner Narissa Chadwick, Island Planner Katherine Vogt, Recorder Emily Bryant, Meeting Administrator Others Present: David Maude, Denman Island Local Trust Committee Chair David Graham, Denman Island Local Trust Trustee Sam Borthwick, Denman Island Local Trust Trustee There were no members of the public in attendance. 1. CALL TO ORDER Chair Peterson called the meeting to order at 3:00 p.m. He explained that the special joint meeting of the Hornby and Denman Local Trust Committees was to address K'ómoks First Nations desire for cooperation with local governments regarding protection of agricultural and cultural heritage resources; shorelines and watercourses; and ecosystems and biodiversity on Denman and Hornby islands. 2. TERRITORIAL ACKNOWLEDGEMENT Chair Peterson acknowledged that the meeting was held on the territory of the Coast Salish First Nations. 3. APPROVAL OF AGENDA By general consent the agenda was approved as presented. 4. BUSINESS ITEMS 4.1 Joint Local Trust Committee Meeting to discuss housing and K'omoks First Nation Engagement Summary – Memorandum DRAFT Hornby Island DRAFT 2 Local Trust Committee Special Meeting Minutes August 21, 2025 The Planner explained that the meeting was to explore commonalities between Denman and Hornby Islands regarding housing crisis options, and for trustees to discuss the attached draft “Hornby Island and K'ómoks First Nation Engagement Summary” dated March 2025, in preparation for the upcoming October meeting with K'ómoks First Nation (KFN). She noted that KFN is interested to see if the Denman and Hornby Local Trust Committees are open to land use planning collaboration regarding reconciliation and cultural heritage protection; so that solutions have consistency across the geography, rather than a piecemeal approach for each political boundary. The Planner presented a series of slides on Heritage Conservation Areas (HCAs), noting the following: • Heritage Conservation Area (HCA) designation is a special zoning tool to protect Indigenous and settler heritage, and may include landscapes, buildings, trails, and shorelines. A KFN proposal to have a 200-meter low impact development buffer around the shoreline has been discussed on Denman Island; but not yet introduced on Hornby Island. o The Planner added that HCA areas would need to be identified and included in the Official Community Plan (OCP), and guidelines would need to be drafted regarding how development could proceed in these areas.
