Policy Statement Bylaw No.183 – Consideration of First Reading 
 
 
RECOMMENDATION:  
 
1) That Trust Council Bylaw No. 183, cited as “Trust Council Policy Statement Bylaw, 
2025”, be read a first time.  
 
2) That Trust Council request staff to refer Bylaw No. 183 to the agencies, Indigenous 
Governing Bodies and organizations listed in Attachment 3 of the request for decision 
dated July 29, 2025.  
 
CHIEF ADMINISTRATIVE OFFICER COMMENTS: Adopting a new Policy Statement for the Islands 
Trust is one of the highest priorities in Trust Council’s 2025-2028 Strategic Plan. The Policy 
Statement Bylaw presented here for consideration of first reading is the product of years of 
engagement, staff effort, and intensive review and revision by trustees. Giving first reading to the 
draft new Policy Statement is not the end of the process, but rather an incremental step forward, 
opening the way for a new phase of public engagement and referrals to Indigenous Governing 
Bodies, government agencies and local organizations. Declining to give first reading to the Policy 
Statement bylaw would put in jeopardy the already-tight timeline for bylaw adoption before the end 
of the current political term.  
  
 
1 PURPOSE: The purpose of this request for decision is to provide Trust Council with an 
updated version of the draft new Policy Statement for consideration of first reading that 
reflects revisions requested by Trust Council in September and October 2022, and 
September 2024, as well as additional revisions recommended by Trust Programs 
Committee (TPC) and Committee
