July 10, 2025 Salt Spring Island Local Trust Committee Regular Meeting Highlights: 
 
The Salt Spring Island Local Trust Committee held a regular meeting on July 10, 2025, at Meaden 
Hall with approximately 23 members of the public in attendance. The meeting included wide-
ranging public input, staff reports, development application decisions, bylaw readings, and 
updates from elected officials and agencies. 
 
Reports & Correspondence: 
 Islands Trust  Conservancy  Board celebrated  35 years  and  announced  a $1.15M  donation 
to support conservation efforts. 
 CRD Director - budget allocations, transit expansion & housing strategy outreach. 
 Trustee  reports - updates  on  Trust  Council,  First  Nations  engagement,  and  governance 
concerns. 
 
Bylaw Updates: 
 Meeting Procedures Repeal Bylaw No. 547 passed all readings and was forwarded to the 
Executive Committee. 
 Public  Notice  Bylaw  No.  548  was  discussed;  adoption  delayed  to  explore  notification 
options. 
 LTC discussed use of BC Short-Term Vacation Rental Registry data for bylaw enforcement 
and requested staff to prepare communication materials for local accommodation groups. 
 
Salt Spring Island Local Trust Committee considered the following development applications: 
 Requested staff to prepare and refer bylaws to rezone 154–164 Kings Lane from R12(a) to 
R13 to allow 50 multi-family affordable housing units (file PLRZ20250220). 
 Adopted Bylaw No. 541 to allow development of a full-time rental cottage at 200 Collins 
Road (file PLRZ20240145). 
 Approved Development Permit for expansion of outdoor seating at 378 Lower Ganges 
Road (file PLDP20250189). 
 Confirmed non-issuance of Development Permits for shoreline stabilization at Baker Beach 
(files PLDP20250056, PLDP20250057, and PLDP20250059). 
 
Local Trust Committee Projects:  
o Staff provided an update on the Official Community Plan - Land Use Bylaw Update: Project 
is commencing with a consulting team preparing a public engagement plan for fall 2025. 
Trustee Patrick emphasized this as a key opportunity for community collaboration. 
 
The next Regular Salt Spring LTC Meeting will take place at 9:30 a.m. on September 11, 2025 at 
the Meaden Hall, 120 Blain Road, Salt Spring Island.
