June 05, 2025 Salt Spring Island Local Trust Committee Regular Meeting Highlights: 
 
The  Salt  Spring  Island  Local  Trust  Committee  held  a  regular  meeting  on June 05,  2025 with 
approximately 5 members  in  attendance. LTC  received correspondences  of  which  was  a  letter 
from  Honorable  Minister  R.  Kahlon  regarding  the  LTC  request, staff  report  on  the Bylaw  540 - 
Rainbow  Road  Housing  Agreement  Repeal  Bylaw, considered  of  a couple of  development 
applications, staff report on  the Official  Community  Plan - Land  Use  Bylaw  Update, Islands Trust 
Conservancy  Board verbal report, North  Salt  Spring  Waterworks  District  Request  to  Province 
Letter and updates from elected officials. 
 
Salt Spring Island Local Trust Committee considered the following development applications: 
o Approved issuance of Development Variance Permit at 116 Cypress View Rd variance to 
the setback from water bodies for the installation of a culvert on the subdivision drainage 
ditch (file PLDVP20250078) 
o Approved issuance of Development Variance Permit a variance to the maximum allowed 
area of a float for boat moorage from 35 square metres to 136 square metres to allow the 
construction of a non-commercial group moorage facility within the Shoreline 6 
Development Permit Area(file PLDVP20250029) 
 
Local Trust Committee Projects:  
o Official Community Plan - Land Use Bylaw Update  
Project is progressing, with a consultant secured and the Project Advisory Planning 
Commission engaged, though hybrid meetings are restricted by legislation. First Nations 
outreach has begun, but budget constraints may limit engagement, prompting a search for 
additional funding.  
 
A LTC-LCC joint meeting was held on May 22
nd
 2025. Discussion around the respective 
jurisdictional responsibilities on several topics of mutual interest was made. 
 
The  next Regular  Salt  Spring  LTC  Meeting will  take  place  at 9:30  a.m. on July 10,  2025 at the 
Meaden Hall, 120 Blain Road, Salt Spring Island.  
 
A PAPC workshop was held on the May 22
nd
 2025 attended by members and had an orientation to 
the APC and the Project APC procedures, as well as the OCP-LUB Project, which will be the 
primary focus of the PAPC until that project is complete.
