ADOPTED Thetis Island ADOPTED 1 Local Trust Committee Minutes April 30, 2024 Thetis Island Local Trust Committee Minutes of Regular Meeting Date: Location: April 30, 2024 Electronic Meeting Members Present: Tobi Elliott, Chair Peter Luckham, Local Trustee Ken Hunter, Local Trustee Staff Present: Renée Jamurat, Regional Planning Manager Margot Thomaidis, Planner 2 Marlis McCargar, Island Planner Lisa Millard, Meeting Administrator / Recorder Others Present: There were approximately 1 member of the public in attendance. 1. CALL TO ORDER "Please note, the order of agenda items may be modified during the meeting. Times are provided for convenience only and are subject to change." Chair Elliott called the meeting to order at 9:30 am. She acknowledged that the meeting was held on the territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA By general consent, the agenda was approved as presented. 3. REPORTS 3.1 Trustee Reports Trustee Hunter did not provide a report. Trustee Luckham reported the following: The community dock project continues to be on hold due to an archeological find; and Bylaw enforcement is aware of the community’s concerns regarding a commercially operated floating marina at anchor in Telegraph Harbour. ADOPTED Thetis Island ADOPTED 2 Local Trust Committee Minutes April 30, 2024 3.2 Chair's Report Chair Elliott reported the following She attended the Association of Vancouver Island Coastal Communities convention sessions on building wildfire resiliency in coastal communities and on ocean mapping and data visualization; She participated in a discussion between the Ministry of Transportation and Infrastructure and the Capital Regional District on collaboration and transportation issues; She is participating in the Islands Trust CAO hiring committee which will be contracting an executive search committee; The new Islands Trust policy statement will be released shortly and she will attend a committee of the whole meeting to discuss the statement; She continues to participate in the Culturally Committed group and recently attended a workshop on the cooking and harvesting of Indigenous foods; and She will be attending the upcoming June, 2024 Trust Council meeting. 3.3 Electoral Area Director's Report - none 4. PUBLIC COMMENTS A member of the public stated the following: He was asked by several associations to look at property taxes relative to the benefits received on Thetis Island; He was introducing the concept to the Local Trust Committee today and asked who he could contact for further inquiry; He would like to see the trend in taxes relative to the Islands Trust budget posted online in order to compare budget to actual expenses; and He asked how Islands Trust defines benefits in terms of outcomes and how performance is measured.
