 There was approximately one (1) member of the public and no members of 
the media in attendance. 
1. CALL TO ORDER 
Chair Peterson called the meeting to order at 8:48 am. He acknowledged that the meeting was 
being held on the territory of the Coast Salish First Nations. He introduced himself, Trustees, 
Staff, and Recorder; and welcomed members of the public. He noted that Trustee Scott would 
be delayed in attending the meeting. 
2. APPROVAL OF AGENDA 
By general consent the agenda was approved as presented. 
3. BUSINESS ITEMS 
3.1 Major Project: Draft Proposal for 2024/2025 Budget Process - for direction and 
endorsement 
Regional Planning Manager Jamurat presented the staff report, titled “Major Project 
Proposal Endorsement for 2024/2025 Budget Process” dated September 8, 2023, which 
recommends that Trustees endorse the proposal for First Nation Relationship-Building 
as a Major Project for budget consideration for the 2024/2025 fiscal year.  
 
Regional Planning Manager Jamurat offered that the Major Project could start with only 
Option 1: to focus on actions to initiate and continue relationship-building; or could also 
include Option 2: to explore the interest to initiate a Memorandum of Understanding 
(MOU) or protocol agreement with K’ómoks First Nation; and that the Major Project 
could extend over two years. 
 
Trustee Allen noted the following:

 It is important that K’ómoksFirst Nation (KFN) lead the terms of engagement. 
 The 2018 Thatch situation, at which a KFN ancestral remains site was disturbed, was 
recently recapitulated for KFN when BC Ferries mistakenly removed an arbutus tree 
near the BC Ferries terminal site without consultation with KFN; as noted on the 
KFN website with the August 22, 2023 Chek News story “Hor nby Isl an d 
Indigenous midden ‘desecrated’ in BC Ferries terminal construction. 
 It is not known if any responses to the introduction letters recently sent out to First 
Nations by the Director of Trust Area Services have been received. 
 ‘Friendship Accord’ is an interesting new way that First Nations are engaging that 
should be explored. 
 The focus should be on how to better represent First Nations’ interests by improving 
the First Nations referral process; expanding education stewardship of Cultural 
Heritage Sites; inclusion of First Nations pl
