ADOPTED Thetis Island ADOPTED 1 Local Trust Committee Minutes July 4, 2023 Thetis Island Local Trust Committee Minutes of Regular Meeting Date: Location: July 4, 2023 Electronic Meeting Members Present: Tobi Elliott, Chair Peter Luckham, Local Trustee Ken Hunter, Local Trustee Staff Present: Renée Jamurat, Regional Planning Manager Marlis McCargar, Island Planner Warren Dingman, Bylaw Compliance & Enforcement Manager Vicky Bockman, Recorder Others Present: There were no members of the public and no members of the media in attendance. 1. CALL TO ORDER "Please note, the order of agenda items may be modified during the meeting. Times are provided for convenience only and are subject to change." Chair Elliott called the meeting to order at 9:30 am. She acknowledged that the meeting was held on the territory of the Coast Salish First Nations. She introduced herself, Trustees, staff and recorder; and noted that this meeting was being live streamed and recorded. 2. APPROVAL OF AGENDA Trustee Luckham explained that he is participating in today’s Local Trust Committee (LTC) meeting from Vancouver where he is attending the court hearing regarding Lot 88 as he considered it important that a representative from the Islands Trust attend this hearing. He requested that agenda item 10.2 late correspondence and agenda item 11.1 regarding payment of expenses relating to this travel be placed on today’s agenda. He advised that his availability at this LTC meeting may be interrupted depending on the court docket. The following additions to the agenda were presented for consideration: 10.2 Correspondence dated July 2, 2023 from Wendy Hinsperger, Acting President Thetis Island Residents’ and Ratepayers’ Association, regarding Lot 88; 11.1 Expenses Related to attendance of Court Hearing regarding Lot 88 Pilkey Point Road. REPORTS 3.1 Trustee Reports Trustee Hunter reported on the following: he has been hearing many inquiries regarding the court hearing of Lot 88; and he will be attending a Ferry Advisory Committee meeting later today where discussion will include BC Ferries refit of the MV Kuper and schedule for the MV Kahloke. Trustee Luckham reported on the following: he observed that the Lot 88 situation continues to be of concern to the community; after consultation with BC Ferries, beach access adjacent to the ferry terminal that traverses over buried remains of the Penelakut Tribe has now been fenced; however, there is no sign which was intended to be created in consultation with the Penelakut Tribe; and he attended Trust Council last week. 3.2 Chair's Report Chair Elliott reported on the following: Trust Council on Gabriola Island last week included informative field trips; a well-run exercise to consider strengths, oppo
