May 18, 2023 Salt Spring Island Local Trust Committee (LTC) Regular Meeting Highlights: 
 
 Approved SS-DVP-2023.1 for 114 Ontario Place to reduce the setback from the front lot line from 
7.5 metres to 1.8 metres.  
 
 Approved SS-DVP-2023.2 for 175 Donore Road to vary the maximum housing height from two 
storeys to three storeys for an existing house.  
 
 Approved SS-DVP-2022.12 for 744 Lower Ganges Road at Baker Road to vary subdivision 
requirements to facilitate a boundary adjustment. Written input based on community concerns 
will be forwarded to the Capital Regional District.  
 
 The LTC requested staff to proceed with preparing the Housing Action Plan and a plan to compete 
for the Housing Action Fund. This work is substantial and incorporates aspects of the Salt Spring 
Island LTC Work Plan. In order to maximize resources for this opportunity, the LTC has deferred 
consideration of a final OCP-LUB Project plan and proceeding with the Ganges (Syowt/Shiya’hwt) 
Area Plan, until the outcome of the grant application is known. Staff will continue to focus on 
conducting preliminary work related to data gathering, collaboration and Indigenous 
engagement.  
 
 Transition Salt Spring presented on the Wildfire Management Practices workshop for the Coastal 
Douglas Fir Ecosystems Project. The LTC deferred final receipt of the report and closure of the 
project, pending further discussion about possible revisions. The report will be re-presented in 
September.  
 
 The Housing Action Program (HAP) was removed from the Active Projects List, and Bylaw 530 was 
moved to minor project status. The HAP is not funded at this time, but work will continue on 
advancing housing action through the OCP-LUB Project and other housing initiatives. This removal 
does not imply any change to the status of the Housing Action Program Task Force.
