Re: Galiano Island CREST Site 1228 Montague Road
This has reference to your letter of December 17, 2021 to Sam Sugita, Rogers Communications Inc. My
apologies for taking this long to reply.
It is Rogers understanding that for safety reasons CREST replaced the damaged antenna support tower
in 2018. Rogers is encouraged through ISED Canada regulation and policy to use existing infrastructure
whenever possible. Many land use authorities encourage this type of technology deployment over
building additional antenna support structures.
Rogers followed CPC 2-0-03 with respect to this proposal. Section 6 of this document specifies certain
exclusions with conditions. Co-locating on an existing antenna support tower is encouraged by ISED
Canada. We have reached out to ISED Canada and have provided details on this proposal, and we have
received confirmation this site meets CPC 2-0-03 exclusion criteria.
Rogers is always willing to continue the dialogue with Galiano Islands Trust and any concerned
residents. Below are specific replies to the concerns raised.
With respect to your question on what technology is proposed and what purpose is served Rogers
continuously improves service offerings on its wireless network. As more mobile phones and devises
use our network the footprint of the service shrinks. This results in reduced coverage and gaps in
service. Gaps in coverage can result in dropped calls and unreliable service. This is primarily why
Rogers requires this site on Galiano Island.
With respect to clientele served by this installation, Rogers’ subscribers and other wireless
telecommunication providers that roam onto Rogers network at this site will see improved service
offering by way of increased network speed, improved reliability whether the service is used for
personal, home business or in emergency situations.
There are many factors including antenna height, frequency, terrain, technology deployment and
power that determine predications and actual coverage from this site. The Canadian wireless telecom
industry is competitive and detailed coverage predications are not widely shared by Rogers for this
reason. However, we can share that Rogers wireless offerings will improve for clients located on
Galiano Island and one of the primary purposes of deploying at this site is to improve coverage for
Galiano Island constituents.
