These minutes follow the order of the agenda although the sequence may have varied.  
1. CALL TO ORDER 
Chair Patrick called the meeting to order at 9:35 a.m. and welcomed everyone to an electronic 
meeting of the Thetis Island Local Trust Committee. Chair Patrick introduced herself, the 
Trustees and staff and humbly stated gratitude to live and work in Coast Salish First Nations 
treaty and traditional territory.   
2. APPROVAL OF AGENDA 
By general consent the agenda was approved as presented. 
3. REPORTS 
3.1 Trustee Reports 
Trustee Fenton presented the following report: 
 Expressed gratitude to live and work in Lyackson and Penelakut territory; 
 Attended several Trust Programs Committee meetings regarding the Islands Trust 
Policy Statement update; 
 Attended an Islands Trust Conservancy meeting; 
 Attended a Regional Planning Committee meeting; 
 Attended several meetings regarding community composting projects; 
 Attended meetings with the Thetis Island Nature Conservancy (ThINC) regarding a 
nature stewardship project; 
 Encouraged members of the public to sign up for the Heron newsletter and updates 
on the Islands Trust Website.

Trustee Luckham presented the following report: 
 Spoke to the high level of public engagement regarding the 2022/23 draft budget 
and the Islands Trust Policy Statement update. The Islands Trust hosted a series of 
webinars regarding the 2022/23 draft budget; 
 Attended the following committee meetings: 
o Several Executive Committee meetings in preparation for the next Trust Council 
to be held March 8 to 10, 2022. Trust Council will be a hybrid in-person and 
electronic meeting; 
o Oceans Protection Dialogue Forum; 
o Lasqueti Local Trust Committee meeting; 
o Ballenas-Winchelsea Local Trust Committee meeting; 
o Salt Spring Island Local Trust Committee meeting; 
o Financial Planning Committee meeting; 
o Regional Planning Committee meeting; 
o A meeting  with  the Trust  Council  Governance  and  Management  Review Select 
Committee; 
o A meeting with the Southern Gulf Islands Forum; 
 Acknowledged Director Smith for her work on Thetis Island issues including the 
community dock. 
3.2 Chair's Report 
 
 Chair Patrick presented the following report: 
 The next Trust Council will be held March 8 to 10, 2022 and there will be a public 
input session on M
