SUBJECT: Options to coordinate Protection of Coastal Douglas-fir Zone and Associated Ecosystems 
Project and Watershed Stewardship and Protection Strategic Plan Project 
RECOMMENDATION 
1. That the Salt Spring Island Local Trust Committee endorse Salt Spring Island Watershed Stewardship and 
Protection Situation Analysis and Option Identification Project Charter v1.0 attached as Appendix 1 to 
the staff report of May 25, 2021.  
2. That the Salt Spring Island Local Trust Committee endorse Protection of Coastal Douglas-fir Zones and 
Associated Ecosystems Project Charter v1.2 attached as Appendix 2 to the staff report dated May 25, 
2021.  
3.    That  the  Salt  Spring  Island  Local  Trust  Committee  endorse Coastal  Douglas-fir  Zone  and  Associated 
Ecosystems Protection Project Community Engagement Plan attached as Appendix 3 to the staff report 
dated May 25, 2021.  
4.     That  the  Salt  Spring  Island  Local  Trust  Committee  request  that  that  the  Salt  Spring  Island  Watershed 
Protection  Alliance  add  Coastal  Douglas-fir  Preservation/Watershed  Protection  Consultation  to  its 
2021/22 work program and allocate up to $6,000 to hire a facilitator undertake this work.  
REPORT SUMMARY 
This report  provides the Salt Spring Island Local Trust  Committee (SS LTC) with options for, and implications of, 
coordinating work and resources across the SS LTC’s proposed Watershed Stewardship and Protection Strategic 
Plan and its Coastal Douglas-fir Zone and Associated Ecosystems (CDF) Protection Project.  
Staff understand that the SS LTC is interested in opportunities to align the two projects in light of the acknowledged 
overlap between forest and watershed protection issues, as well as the fact there may be opportunities to leverage 
the larger watershed stewardship and protection strategic plan budget to carry out work  applicable to the  CDF 
protection project.  
While  staff recognize  that  forest  ecosystem  retention  and  restoration may emerge  as key themes during 
development  of  a watershed plan,  staff  do  not  recommend making forests  a  discrete  category  of  community 
engagement within the greater watershed protection stewardship and protection strategic plan.
