These minutes follow the order of the agenda although the sequence may have varied.  
 
1. CALL TO ORDER 
  
Chair Luckham called the meeting to order at 1:32 p.m.  
 
2. APPROVAL OF AGENDA 
 
 By general consent the agenda was approved. 
 
3. BUSINESS ITEMS 
 
 3.1 Local Trust Committee Chair’s Welcome and Opening Remarks 
   
Chair Luckham welcomed  everyone  to  the electronic meeting and introduced  himself,  the 
Trustees  and  staff  and  acknowledged  that  the  Local  Trust  Committee  is  meeting  within  Coast 
Salish Territory.  
 
3.2 Review of Top Priority projects and resources to support the development of a business 
case and budget for a Ganges Village Planning project for the 2021/22 fiscal year.

RPM Cermak introduced an  overview  of the LTC  Work  program  in  Relation  to Ganges  Village  Planning 
Memorandum and presented the following highlights:  
 
 The purpose of this report is to report back to the Salt Spring Island Local Trust Committee (SSI 
LTC)  on  the  Top  Priorities  and  SSI  LTC  Projects  List  in  relation  to  the  SSI  LTC's  strategic  plan  in 
particular to Ganges Village Planning.  
 
 The purpose of this Special Business meeting is to discuss options for advancement and budgeting 
related to Ganges Village Planning.  
 
The LTC engaged in discussion about the following topics: 
 
 The urgency for village planning based on Salt  Spring Island Fire Department relocating the fire 
hall out of the Ganges Village core, Salt Spring Arts Council planning the future of Mahon Hall, two 
marinas requesting permission for float homes, the harbourwalk design, and a climate action plan 
that shows sea level rise concerns within the Ganges Village core; 
 
 The importance  of working in cooperation with other government agencies on such a planning 
initiative; 
 
 The status of current LTC projects on the Top Priorities List; 
 
 Limited staff capacity until a second Island Planner is hired; and 
 
 The  importance  of  ensuring  that  a  project  charter  and  preliminary  budget  for  Ganges  Village 
Planning is prepared in time for the 2021/22 Islands Trust budget cycle.  
 
The following resolutions were passed:

It was MOVED and SECONDED,  
that the Salt Spring Island Local Trust Committee appoint Ganges Village Planning as a Top 
Priority.
