Public Present: There were approximately (22) members of the public present. 
 
 
Chair Patrick opened the Public Hearing at 10:28 a.m. She read a written statement regarding the Public 
Hearing Process.  
 
5.1 North Pender Island Local Trust Committee Bylaw 220 - LUB Amendment No. 2, 2018 
(Shaw) 
 
Chair Patrick invited Regional Planning Manager (RPM) Kojima to provide an overview of 
the application.  
 
RPM Kojima provided an overview of the application. 
 
Judith Young requested confirmation that the application is not going to result in any 
changes to the site. 
 
RPM Kojima provided further details on the application, its rationale, and the 
foreseeable outcomes if the amendment is approved.  
 
Dale Henning requested information on whether this would result in improvements to 
the infrastructure. He expressed his support of the amendment.  
 
Rick McMullen (Shaw Cable) responded that the application is unrelated to service level 
and would not result in improvements to service.

Trustee McConchie reported that the Community Economic Sustainability Committee 
has made facilitating broadband-level service on the islands a priority.  
 
Kathy Cronk recommended providing only a temporary agreement with Shaw Cable in 
recognition of their poor quality of the service which does not warrant a permanent 
agreement.  
 
Trustee Morrison noted that this zoning application does not impact others from 
providing a competing service on the island.  
 
Jim Petrie requested information on why the zoning “Community Service” is being 
applied to a property that is being used commercially.  
 
RPM Kojima confirmed that the Community Service designation is the appropriate one 
for this circumstance. He provided an overview of the Community Services zoning and 
its application.  
 
Chair Patrick made three calls for additional addresses to the hearing.  
 
Hearing none, Chair Patrick reminded the public to submit any written submissions by 
the end of the hearing.  
 
Chair Patrick closed the public hearing at 10:43 a.m
