There were two (2) members of the public in attendance 
1. CALL TO ORDER 
Chair Luckham called the meeting to order at 11:10 am. He acknowledged that the meeting was 
being held in territory of the Coast Salish First Nations.   
2. APPROVAL OF AGENDA 
The following additions to the agenda were presented for consideration: 
10.3 Engagement and Participation of the Public 
By general consent the agenda was adopted as amended. 
3. TOWN HALL 
A member of the public provided the following comments: 
1. Concern about limits to public participation.  A second Town Hall provides an opportunity to 
comment on issues that arise during the meeting. 
2. The Indigenous People of the Lasqueti Island Local Trust Area Briefing Binder and Trustee 
Toolkit –He could not find a copy of the document.   
3. Community to Community Forum –He emphasized that early engagement will require more 
resources.   
4. Electronic Meetings –Without clear policy, LTC meetings could become two-tier.  He 
suggested following the lead of other jurisdictions in providing recordings of meetings. 
5. qathet Regional District - 2019 Agricultural Land Use Inventory & Agricultural Water 
Demand Model - He noted that some ALR land on-island is not visible by the road and 
suggested a local liaison be available to help with logistics. 
Trustees responded: 
 A second Town Hall will be discussed later in the meeting. 
 The binder is in draft and not yet available for distribution to the public. 
 The Islands Trust is looking at opportunities to make electronic meetings easier. 
 Having a local liaison for the Ministry of Agriculture survey team is a great idea. 
4. MINUTES

4.1 Local Trust Committee Minutes dated February 25, 2019 - for adoption 
The following amendments to the minutes were presented for consideration: 
On page 3 of the agenda package, under 2. Approval of Agenda, it states “A trustee” but 
should say “Trustee Johnston”.  
Staff responded by noting that minutes are taken according to Islands Trust policy.  They 
are a summary of the discussion. 
LA-2019-005 
It was MOVED and SECONDED, 
that the Lasqueti Island Local Trust Committee refer the question of the policy to not 
name Trustees in the minutes to the Executive Committee for review. 
CARRIED 
 
By general consent the minutes of February 25, 2019 were adopted.
